About this file

This document is a Questions and Clarifications file for Benjamin Franklin Classical Charter Public School's (BFCCPS) Request for Proposal for vended meals services for the 2026-27 school year. The school, located in Franklin, Massachusetts, seeks a vendor to provide pre-packaged breakfast and lunch meals to approximately 900 kindergarten through eighth-grade students under the National School Lunch Program. BFCCPS anticipates average daily participation of 260 breakfast meals and 277 lunch meals, based on 2024-25 school year totals of 46,644 breakfast meals and 49,864 lunch meals. The school does not offer afternoon snacks. Proposals must be submitted by March 20, 2026, at 4:00 PM EST in sealed envelopes containing separate price and technical proposals along with digital copies. Vendor presentations, including mandatory on-site tastings and facility tours, are scheduled for April 13-17, 2026, on a first-come, first-served basis. The contract period runs from July 1, 2026, through June 30, 2027, with options to renew for up to three additional one-year terms. The school is a single campus with one cafeteria serving all grade levels; meals must be delivered between 12:30 PM and 2:30 PM the day prior to service and then reheated on site using the school's two warming ovens.

Meals are invoiced and paid based on meals ordered at a rate of $2.57 per breakfast and $4.33 per lunch under the current contract. Pricing is the primary evaluation criterion (30 points) along with description of services (20 points), menu appeal and taste test (20 points), confidence in provider capability (20 points), and RFP compliance (10 points). All meals must comply with USDA National School Lunch Program nutritional standards, including separate meal patterns for grades K-5 and 6-8 with specific calorie ranges, sodium limits, and vegetable subgroup requirements. The vendor is responsible for maintaining detailed production records and ensuring compliance with all NSLP guidelines; BFCCPS will submit reimbursement claims monthly. The school has a milk refrigerator with capacity for only 12 cases, limiting bulk dairy deliveries. Key areas for improvement identified by the school include packaging consistency, menu consistency, and more predictable delivery timing. The school values menu diversity reflecting the student demographic composition and is open to collaborations, such as French-themed meals integrating the school's classical curriculum. No frozen foods are preferred except for flash-frozen vegetables and similar items where necessary. The evaluation committee will include school staff, students, at least one parent, and the school nurse.

They can simply provide their Certificate of Insurance in their RFP response to evidence to you of their current coverage.
