About this file

This document comprises questions and clarifications submitted by prospective vendors in response to Benjamin Franklin Classical Charter Public School's (BFCCPS) Request for Proposal for vended meals service. BFCCPS, a kindergarten through eighth-grade public charter school in Franklin, Massachusetts, seeks to contract with a food service provider to deliver pre-packaged breakfast and lunch meals for approximately 537 combined daily participants (260 breakfast, 277 lunch) and roughly 96,508 annual meal counts across both services. The school requires daily deliveries between 12:30 PM and 2:30 PM, with meals delivered cold the day prior to service and reheated on-site using two warming ovens. Vendor proposals must be submitted by March 20, 2026, at 4:00 PM EST in sealed envelopes with separate price and technical proposals plus digital copies. Site visits, facility tours, and mandatory taste tests are scheduled for April 13-17, 2026, on a first-come, first-served basis. The contract period extends from July 1, 2026, through June 30, 2027, with options to renew for up to three additional one-year terms, with award anticipated by May 1, 2026.

Meals are currently invoiced and paid based on meals ordered rather than meals served, with the school handling all NSLP reimbursement claims monthly. The previous vendor's rates were $2.57 per breakfast and $4.33 per lunch. All meals must comply with strict USDA National School Lunch Program nutritional standards, including separate meal patterns for grades K-5 and 6-8 with specified calorie ranges, sodium limits, and vegetable subgroup requirements; vendors must maintain detailed production records for periodic audits. The school prioritizes fresh foods and requests vendors minimize frozen items, avoid trans fats, artificial colors, sweeteners, and mechanically separated meats. Key improvement areas identified by the school include packaging quality, menu consistency, and delivery timeliness. The evaluation committee comprises school staff, students, at least one parent, and the school nurse, with evaluation criteria weighted at 20 points for service description, 20 points for menu appeal and taste test, 30 points for price, 20 points for provider capability, and 10 points for specification compliance. No incumbent vendor information, budget ranges, or organizational set-asides are disclosed in the available documentation.
