About this file
This is a Questions and Answers document for RFI BEP-001 regarding IT Research & Advisory Subscription Services for the Bureau of Engraving and Printing (BEP). The document clarifies several key requirements, including: maintaining the 5-page limit for Capability Statements; confirming that an annual in-person workshop of up to 3 days is required as part of the customized consulting services; and clarifying that vendors should provide both subscription licenses (for research, data, and tools) and customized consulting services.
The Q&A emphasizes that the contractor's role is to facilitate rather than independently develop the annual CIO strategic implementation plan and tactical plan. These plans should be created collaboratively during the workshop sessions with BEP staff. The government confirms that the workshop component falls under customized consulting rather than standard license offerings, allowing for tailored support beyond basic subscription services. The overall scope focuses on equipping the Bureau with tools and insights for developing enterprise-wide IT strategy, governance framework, and compliance programs.

Questions
Reference (if any)
Government Response
1. Would the government consider increasing the page limit to ten pages for the Capability Statement? The described required capabilities are three pages and a five-page limit will not provide adequate space to provide a comprehensive response.
RFI - Submission Information
The page limit for the Capability Statement remains at five (5) pages as stated in the RFI.
2. The use of a 3-day workshop is very specific to a vendor offering. Does the government truly require a 3-day workshop? Alternatively, can the government articulate their desired outcomes and allow for vendors to offer solutions to achieve those outcomes rather than stipulate the duration of workshops?
Section 5.4.4.3 references "up to three (3) days in duration" for the annual workshop as a general timeframe for initial engagement and knowledge transfer to assist the BEP in developing its annual action plans to execute its IT Strategic Plans.
We encourage vendors to provide innovative and effective approaches that best assist BEP in achieving its desired outcomes, including variations in workshop duration, format, and methodology.
Clearly articulate how your proposed approach will effectively meet BEP's objectives for executing its IT Strategic Plans.
3. Performance Objectives 5.4.4.1 and 5.4.4.3 indicate that the vendor will "develop an annual CIO strategic implementation plan" and "produce and publish a tactical plan." Creation of bespoke, custom deliverables falls outside of typical IT research and advisory subscription services. Can BEP clarify if they anticipate supplementing subscription services (licenses) with a consulting component to support these deliverables?
Annual IT Strategy Execution Plan IAW PWS Para. 5.4.4.1;
IT Initiative Tactical Plan (Annually) IAW PWS Para. 5.4.4.3 As stated in the PWS, the Contractor shall conduct an annual workshop, up to three days in duration, to assist the BEP in developing annual action plans to execute its IT Strategic Plan.
This workshop, along with other training and knowledge management activities, is designed to support the BEP's development and maturity of its IT Strategy, Governance, and Compliance Program. Therefore, the "annual CIO strategic implementation plan" and the "tactical plan" referenced in 5.4.4.1 and 5.4.4.3 are expected to be outcomes of this collaborative process facilitated by the Contractor, not bespoke deliverables developed solely by the Contractor outside of that context.
While licenses for research and advisory services may be part of a proposed solution, the core deliverable related to these objectives is the facilitated workshop and the resulting action plans created in partnership with BEP staff.
Our expectation is a vendor solution that integrates both licensed resources and tailored consulting expertise to effectively achieve these objectives.
4. Can the government clarify what it means by "counselor visits"? Does "counselor" refer to a known ITRAS vendor product?
Yes, the government is seeking both licenses and customized consulting services. Licenses are expected to provide access to research, data, and tools. However, the government recognizes that these resources alone may not fully address all its needs.
Therefore, customized consulting is considered a distinct and necessary component of the overall service engagement. This consulting is intended to provide tailored support, expertise, and guidance beyond what is available through standard licenses.
Vendors should provide solutions and their capabilities that incorporate both appropriate licenses and customized consulting services to meet the requirements outlined in the RFI.
5. Under "Workshop Facilitation", does the government anticipate that the vendor will 'facilitate' the development of the IT Strategy Implementation Plan and Select IT Initiative Tactical Plan, or 'develop' the plans themselves?
1.3 Scope
The government anticipates that the vendor will facilitate the development of these plans, not develop them independently.
The workshops are intended to bring together relevant stakeholders from the BEP to collaboratively create the plans. The vendor's role is to guide and support this process, providing expertise, structure, and documentation, but the final plans should reflect the input and decisions of the BEP participants.
6. If the government does require an annual 3-day workshop, does the government envision this workshop as a resource included within the licenses or as a part of the request for "customized consulting"?
5.4.4.3
The Government requires an "up to 3 day" annual workshop. The government envisions this workshop as a component of the customized consulting portion of the services, and not as a resource included within standard, off-the-shelf licenses.
Licenses are expected to provide access to research, data, and tools. The customized consulting, including workshops, will be a separate, distinct element of the overall service engagement.
This distinction allows for greater flexibility in tailoring the workshop content and format to the specific needs and context of the BEP each year, and ensures that the workshop is directly tied to the strategic goals and action plans being developed.
7. The government lists "customized consulting" as a desired service. Can the government further clarify that they are seeking customized consulting in addition to licenses?
5.1
Yes, the government is seeking both licenses and customized consulting services.
Licenses are expected to provide access to research, data, and tools. However, the government recognizes that these resources alone may not fully address all its needs. Therefore, customized consulting is considered a distinct and necessary component of the overall service engagement. This consulting is intended to provide tailored support, expertise, and guidance beyond what is available through standard licenses.
8. If the government does require an annual 3-day workshop, would it be required to have the workshop in-person or remotely?
5.4.4.3
The government will require the workshop to be in-person.
