About this file
This is a site plan and scope of work document for the demolition of the residential structure located at 206 Washington Avenue in La Plata, Maryland, prepared by Charles County. The project involves complete demolition and site restoration of the property, including removal and disposal of all loose and fixed items from the residence and outbuilding, disconnection and capping of all utilities, evacuation and removal of a 275-gallon heating oil tank in compliance with federal, state, and local regulations, removal of all hazardous materials identified in the pre-demolition survey, demolition of all building structures including foundations and crawl spaces, and backfilling of disturbed areas with approved materials. The scope additionally requires grading the site to achieve a minimum positive slope of 2% and stabilizing all disturbed areas per Charles County Standard Specifications, with soil testing and reporting as required. A stained glass window must be salvaged and turned over to the county's project manager. The site plan indicates the property location at coordinates E 1,319,300.00 and N 315,600.00, adjacent to Talbot Street, Maple Avenue, and Kent Avenue, with details regarding soil composition (primarily Beltsville Silt Loam and Urban Land Complex soils), existing vegetation, and areas of steep slopes exceeding 15%.
The document includes a soils data table identifying soil classifications and hydrologic soil groups relevant to drainage and erosion considerations. The scope of work emphasizes compliance with all federal, state, and local laws and regulations, with disposal manifests required for all hazardous materials and the heating oil tank removal. As part of the broader ITB #26-008 for demolition of four structures in La Plata, this 206 Washington Avenue project is one component of a larger library development initiative, with the overall project budget estimated at $280,000 and a contract term of 120 consecutive calendar days after Notice to Proceed. The mandatory pre-bid meeting and site visit was scheduled for September 10, 2025, at 11:00 am, with bid responses due September 30, 2025, at 11:00 am. The County will retain 5% retainage throughout project execution.
