DESCRIPTIONS AND SPECIFICATIONS
Bureau of Indian Affairs (BIA)
Office of Justice Services, Law Enforcement Support Services
Statement of Work
1.0 BACKGROUND
The mission of OJS is to uphold Tribal sovereignty and provide for the safety of Indian communities by ensuring the protection of life and property, enforcing laws, maintaining justice and order, and by ensuring that sentenced American Indian offenders are confined in safe, secure, and humane environments.
2.0 SCOPE
2.1 General
The Bureau of Indian Affairs (BIA) Office of Justice Services (OJS) requires Law Enforcement support services to assist in all aspects of the OJS mission. The scope of this effort is to provide administrative, professional, and other support services in different areas of work to BIA OJS for existing and future efforts. The workload fluctuates depending on OJS’s needs and will be directly related to law enforcement functions. The services sought will be to support OJS core functions related to management, operations, training, and policy. Support services required include, but are not limited to:
· Records Management: Services to permit the access, maintenance, control, storage, disposition, and transfer of electronic records to provide a total electronic records management solution. Identity, Credentialing and Access Management (ICAM) managed services for electronic credentials (assurance levels IAL, AAL, and FAL), identity and access management, authentication, and identity and access management professional services.
· Background Investigations: Provide support services to assist with existing background investigations (background checks) for potential law enforcement and correction employees in accordance with applicable Federal, State and local regulations.
· Training: Professional training support services for planning, creating, and/or executing testing and test administration, learning management, internship, development of new courses or subject matter delivered via an instructor-led (i.e. traditional classroom setting or conference/seminar) and/or web-based (i.e. Internet/Intranet, software packages and computer applications) system.
· Management, operations, and policy support: Policy development services to assist with existing policy and procedure for law enforcement, corrections, drug enforcement, dispatch, and OJS specialized divisions.
· Agency Human Capital Strategy, Policy and Operations - Professional support services to assist with existing human capital management strategies and enhanced policy for workforce planning, organizational design, position classification, and employee engagement.
· Workforce support services to assist with existing retirement services to include planning, counseling, and support coordination. Professional counseling and employee wellness services to support law enforcement and correction employee behavioral health counseling for personal and family support, wellness coaching, telemental health counseling services.
· Detention facility telephone support services for inmate use at OJS detention centers which meet all requirements of the FEDRAMP, storage of communications and protections of personal identifiers.
· Detention Facility Security and Protection program inspection services to assist with existing inspection services to audit/inspect security and protection systems to produce viable data which show effectiveness/ineffectiveness, and recommend proper updating or replacement of systems including: electronic security and surveillance systems, data preservation, real-time monitoring, compatibility with camera systems such as surveillance or body cameras etc., compliance and non-compliance monitoring, maintenance of systems, expansive capability to integrate logs, notes, reports, etc., and training for management and users, to provide OJS with solution oriented professional reports.
· Public relation services to support law enforcement and crime prevention messaging to include development of media messages and strategies, recommendations of media sources for placement of crime prevention campaigns, preparing media materials such as, background materials, press releases, speeches and presentations and press kits: executing media programs, media alerts and press clipping services related activities to public relations support services.
· Law enforcement and corrections program inspection services to assist with existing inspection services to include on-site inspection of programs located in rural area, use of OJS policy evaluation framework, documentation of findings, and produce written reports of findings.
3.0 PERIOD OF PERFORMANCE
The period of performance for the IDIQ contract is 5 years beginning on the date of award, with annual reviews by the Contracting Officer.
4.0 TYPE OF CONTRACT
This contract will be a multiple award Indefinite Delivery/Indefinite Quantity contract with Time and Materials task orders placed against the contract.
5.0 PLACE OF PERFORMANCE
The Office of Justice Services (OJS)-administered public safety and justice programs nationally consist of 191 OJS and Tribal law enforcement programs and 96 corrections programs. The programs are overseen by 4 OJS directorates and subordinate divisions/district offices. The place of performance may vary depending on the task. Performance tasks services may range from OJS national or directorate level to remote program location services.
6.0 TASK ORDER PERSONNEL REQUIREMENTS
6.1. Expertise Requirements
The contractor shall provide qualified, experienced law enforcement and technical support personnel, management support personnel, and administrative support personnel to accomplish the tasks and deliver the services required this Statement of Work.
6.2. Specialized Labor Categories, Technical Requirements and Areas of Support
Positions included in the scope of this contract fall under administrative, professional, and other support to support OJS core functions related to management, operations, training, and policy. Each Labor Category contains various technical qualifications and experience requirements as delineated below:
LABOR CATEGORIES
Position Title: Law Enforcement Support I
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 2 years of relevant experience.
General Duties: Includes, but is not limited to professional law enforcement services, such as fingerprinting, handwriting analysis, ballistic analysis, forensic artist etc.
Position Title: Law Enforcement Support II
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 3 years of relevant experience.
General Duties: Includes, but is not limited to professional law enforcement services, such as fingerprinting, handwriting analysis, ballistic analysis, forensic artist etc.
Position Title: Law Enforcement Support III
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 5 years of relevant experience.
General Duties: Includes, but is not limited to professional law enforcement services, such as fingerprinting, handwriting analysis, ballistic analysis, forensic artist etc.
Position Title: Law Enforcement Support IV
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 5+ years of relevant experience.
General Duties: Includes, but is not limited to professional law enforcement services, such as fingerprinting, handwriting analysis, ballistic analysis, forensic artist etc.
Position Title: Records Management Support I
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 3 years of relevant experience.
General Duties: Include, but are not limited to providing records management services for the access, maintenance, control, storage, disposition, and transfer of electronic records to provide a total electronic records management solution.
Position Title: Records Management Support II
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 5 years of relevant experience.
General Duties: Include, but are not limited to providing records management services for the access, maintenance, control, storage, disposition, and transfer of electronic records to provide a total electronic records management solution. Support the identity, credentialing and access management services for electronic credentials (assurance levels IAL, AAL, and FAL).
Position Title: Litigation Support I
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 3 years of relevant experience.
General Duties: Includes a wide range of services that aid customers in searching and retrieving, obtaining, organizing, analyzing and presenting evidence or materials for legal matters. Services and solutions include, but are not limited to: eDiscovery, Freedom of Information Act (FOIA) request, legal hold, document acquisition, document preparation and organization, data extraction from forensic images, document analysis, technical support, and project management. Includes any ancillary supplies and/or services necessary to provide a total litigation support solution.
Position Title: Litigation Support II
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 5 years of relevant experience.

Qualifying Experience: Desired 7 years of relevant experience.
General Duties: Includes a wide range of services that aid customers in searching and retrieving, obtaining, organizing, analyzing and presenting evidence or materials for legal matters. Services and solutions include, but are not limited to: eDiscovery, Freedom of Information Act (FOIA) request, legal hold, document acquisition, document preparation and organization, data extraction from forensic images, document analysis, technical support, and project management. Includes any ancillary supplies and/or services necessary to provide a total litigation support solution.
Position Title: Program Manager HR
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 8 years of relevant experience.
General Duties: Performs a variety of senior level management in support of multiple projects with a particular business line such as Management Consulting, Human Capital Solutions, and HR Operations. Functional duties primarily are to plan, direct, organize, control, and coordinate technical efforts, contractor manpower and project team activities. Includes areas of administration, program control, and technical supervision. Makes recommendations to the government for the resolution of divergent viewpoints and inputs to critical decisions resulting from unseen situations which may develop during the life of the delivery order. Establishes processes and procedures to facilitate the program management and task accomplishment. Defines the standards for quality and timeliness and assessing results in terms of schedule, cost, and risk involved. Develops programs based upon a comprehensive analysis of the requirements. Ensures that all personnel assigned to a task meet government qualification standards and receive necessary training.
Position Title: HR Specialist I
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 8 years of relevant experience.
General Duties: Assists with HR duties in one or more areas such as classification, staffing, recruiting, benefits administration, employee relations or labor relations. May specialize in one or more disciplines. Works independent of supervision on routine assignments.
Position Title: HR Specialist II
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 8 years of relevant experience.
General Duties: Assists with HR duties in one or more areas such as classification, staffing, recruiting, benefits administration, employee relations or labor relations. May specialize in one or more disciplines. Possesses expert level knowledge of the rules and regulations and addresses the technical requirements associated with complex problems in the area to which assigned.
Position Title: Background Investigation Processor I
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 3 years of relevant experience.
General Duties: Responsible for performing analytical duties in support of security investigations and re-investigations. Conducts background investigations and prepares reports on investigations resulting from interviews conducted during background investigations, assists in adjudicating personal background investigations. Creates reports and documentation to track candidates from initial clearance submission until they are granted a final adjudication clearance.
Position Title: Background Investigation Processor II
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 5 years of relevant experience.
General Duties: Responsible for performing analytical duties in support of security investigations and re-investigations. Conducts background investigations and prepares reports on investigations resulting from interviews conducted during background investigations, assists in adjudicating personal background investigations. teaching customized training courses in classroom or field/live settings, identifying training and development needs, developing training programs; conducting training appraisals; devising lesson plans; developing curriculum; producing training materials for in-service courses as necessary; monitoring and reviewing the progress of students; and maintaining records.
Position Title: Instructor/Trainer II
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 5 years of relevant experience.
General Duties: Provides training and instruction support to include but not limited to:

Position Title: IDIQ Program Manager
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 5+ years of relevant experience.
General Duties: Responsible for day-to-day successful performance of the IDIQ and task orders. Possesses demonstrated knowledge and experience applying analytic methodologies and principles to address client needs. Applies analytic techniques in the evaluation of project objectives and contributes to the implementation of strategic direction. Performs data collection, interviewing and creation of performance measurements to support project objectives. Works with Government COR.
Position Title: Administrative Assistant
Minimum Education: Bachelor of Science or Art degree or equivalent experience in a related field.
Qualifying Experience: Desired 5+ years of relevant experience.
General Duties: Performs a variety of administrative functions. Schedules appointments, gives information to callers and takes dictation. Composes memos, transcribes notes, and performs research and creates presentations. Generates reports, handles multiple projects, and prepares and monitors invoices and expense reports. May assist with compiling and developing the annual budget.
6.3 Key Personnel
Certain skilled, experienced, professional and technical personnel are essential for accomplishing the work under this contract. These individuals are defined as "Key Personnel" and are those persons whose resumes were submitted and marked by the vendor as "Key Personnel" in response to the positions designated as “Key Personnel” within the task order requirements.
During the first six (6) months of performance, no substitutions shall be made of accepted key personnel except for sudden illness or death, or termination of employment. The Government shall accept substitutions only if in compliance with the following:
All Contractor requests for approval of substitutions hereunder shall be submitted in writing to the COR and the Contracting Officer at least thirty (30) calendar days in advance of the effective date, whenever possible, and shall provide a detailed explanation of the circumstances necessitating the proposed substitution, a complete resume for the proposed substitute, and any other information requested by the Contracting Officer necessary to approve or disapprove the proposed substitution. Proposed substitutes should have comparable qualifications to those of the person(s) being replaced. The COR and the Contracting Officer will evaluate such requests and promptly notify the Contractor of approval or disapproval in writing.
At the IDIQ level, the contractor shall appoint a Program Manager with overall responsibility for the contracted effort. The Program Manager shall be the single point of interface with the Government for all matters concerning technical progress and problems, program performance, schedule, cost, resources, and other program-related matters.
Key personnel at the task order level will be listed within the Individual task order.
Resumes shall be provided for each key personnel listed in this section.
6.4 Subcontractors and Consultants
The contractor may subcontract or otherwise obtain consultant services for the efforts defined within this Statement of Work to provide the expert talent needed to perform planning, special studies, analysis, development, integration, and documentation. All subcontracted effort shall be subject to the consent requirements contained in the subcontracting clause of this contract. The contractor shall provide the workforce required to manage all subcontracts and consultant efforts and to monitor subcontractor activities to the appropriate level of detail that is required to assure timely delivery of all supplies and/or services.
6.5 Security
All Contractor personnel will be required to successfully pass a minimum background investigation for any requirement performed under the IDIQs and all Contractor personnel shall comply with Federal laws, regulations, standards, regarding information and information system security. All security requirements and clauses included in the IDIQs will also be applicable and flow down to any Task Orders awarded under the IDIQs. Security clearance consists of the DOI background check.
7.0 TRAVEL/OTHER DIRECT CHARGES
Travel will be primarily within the continental United States to include Alaska, Hawaii, and its territories and will not include international travel. Travel must not be scheduled simply to fulfill the not to exceed amount; it must be in support of OJS requirements. Some positions will require substantially more travel and some positions will require no travel. All travel will be in accordance with the Federal Travel Regulations (FTR). Travel may be to rural locations where departments are located.
7.1 For proposal purposes only, ODCs (including travel) are not expected to exceed $2,001,000.00 per year.
7.2 For the purpose of the possibility of utilizing the 52.217-8 clause to extend the contract, ODCs are not expected to exceed $1,000,500.00 for the 6-month extension period.
8.0 GOVERNMENT FURNISHED INFORMATION
8.1. Government Furnished Information
The Government will provide the Contractor access to information and documentation in support of the OJS mission.
9.0 DELIVERABLES AND REPORTING REQUIREMENTS
9.1 Monthly Reporting Requirement: The Contractor will report in writing monthly, which will serve as the task order deliverables. This report shall accompany the corresponding monthly invoice and should reflect all charges represented in the voucher. The following items should be reported:
9.1.1 A narrative on work performed and progress made on all tasks levied under the resulting task orders with attribution by name to who performed the work.
9.1.2 Any work or other charges that were incurred outside on the monthly reporting period must be reported under a separate section corresponding to the appropriate month.
9.1.3 By employee name, labor category, and hours and cost charged to the Government of all persons employed under the resulting task orders. This includes subcontractors.
9.1.4 A listing of travel charged to include the name of the traveler, the purpose of the trip and the separate costs charged to the Government.
9.1.5 A listing of all ODCs, to include detailed information of what it was in support of, and the cost charged to the Government.
9.1.6 A report that outlines any concerns or potential problems/situations the Contractor is aware of that will affect the Contractor's performance under the resulting contract (if any).
9.2 Final Report Requirement: The Contractor will provide a final report thirty (30) days prior to the end of the period of performance, in writing to include the following items:
9.2.1 A narrative on work performed and progress made on all taskings levied under the resulting contract with attribution by name to who performed the work.
9.2.2 An overall financial summary of the status of funding of the contract and an analysis of its performance against previous projections.
9.2.3 By employee name, labor category, and hours and cost charged to the Government of all persons employed under the resulting contract.
9.2.4 A listing of travel charged to include the name of the traveler, the purpose of the trip and the separate costs charged to the Government.
9.2.5 A listing of all ODCs, to include detailed information of what it was in support of, and the cost charged to the Government.
