Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .
Questions and Answers
1. Would the Government confirm that the Offeror has the option to submit past performance for any teaming partners, JV partners, or subcontractors expected to perform 20% or more of the contract (3 total for the proposal) but are not required to provide such past performance for every such partner or subcontractor expected to perform 20% or more?
Government Response: The Offeror is required to submit past performance for every teaming partner, JV partner, or subcontractor expected to perform 20% or more.
2. To clarify, if a Prime has one teaming partner or subcontractor who will perform at least 20% of the work, then the Prime must provide at least 1 past performance contract but no more than 3, and that the partner must also provide at least 1 past performance but no more than 3. So the entire submission would include total of 3 –2 from prime, 1 from 20% partner?
Government Response: The prime should submit at least 1 and up to 3 total. The teaming partner or subcontractor should submit at least 1 and up to 3 total. So a possible total of 6 past performance reviews.
3. This procurement is an ISBEE set aside, can the Gov’t confirm how they are validating ISBEE status?
Government Response: The offeror shall self verify they are an ISBEE. This will be verified utilizing their reps and certs on SAM.gov.
4. Is the Government looking for one sentence statement about years of experience (more than 3 years) and then a short demonstration of technical approach on all the areas listed –site assessments, professional reports or does the Gov’t want a project qualification here? If the offeror does not have more than 3 years of experience will this section be scored noncompliant?
Or can offeror not propose on certain task areas?
Government Response: The Offeror shall demonstrate feasibility of proposed technical capabilities as delineated in the SOW. The Government cannot tell you how to propose other than what is listed in the solicitation. The SOW outlines minimums of 3 years, and the Offeror must propose on all tasks outlined in the SOW.
