PROJECT SPECIFICATIONS

PART 1 GENERAL

1.1 DESCRIPTION

A. Synopsis. Supply and install hot mix asphalt pavement for parking areas and curbing located in the Windows Loop area of Arches National Park. The required pavement installation includes the associated removal of existing road base material, regrading and compaction of the base coarse material. A three-inch finished layer of asphalt pavement is to be installed in the areas designated in the Attachment A-plan sheet P10. The Contractor’s pavement installation is to seamlessly match the existing pavement finished grade at all asphalt cuts and to ensure the drainage slopes as indicated in the plan sheets. The Windows Road will be closed to the public for three consecutive days in order for the base removal, grading and pavement installation work to be completed in total. The road closure is a significant impact to the Park;

therefore, it is imperative that the Contractor meet the scheduling requirements agreed upon.

B. Location. The work site is located in Arches National Park, 5 miles North of Moab, Utah, off U.S. Highway 191. The Windows area is accessed by traveling 9 miles along the Park Scenic Drive, and turning east just past the Balanced Rock on to Windows Road. The Windows area is

2.5 miles away at the east end of the loop drive.

C. Period of Performance: The period of performance for this project is a three, consecutive week-day, window from 10/3/2022 to 10/20/2022. Example dates: October 4-6, or October 18-20.

D. Warranty: The Contractor shall warranty the materials and workmanship for one year and shall replace or repair any defective work. Defective work that is the result of the Park’s roadway bench, such as inadequate compaction or improper drainage, is not covered under this warranty.

E. Site Visit. The Park encourages potential Contractors to visit the site to determine the extent of the pavement installation in the roadways that are included in the statement of work.

F. Submittals. Provide electronic cut sheets (in PDF format) that document that the product meets the requirements of 2.1.A Salient Features, and provide the trade name, name and address of the manufacturer, recommended application temperature and methods. If the cut sheets do not specifically address items in 2.1.A then a letter from the manufacturer documenting that the product does meet the salient features will be accepted. If more than one product type is listed on the cut sheet, the product to be supplied must be noted on the cut sheet or called out on a separate sheet.

This information must be included with the quote, even if an approved product is being supplied.

1. Provide cut sheets for the hot mix asphalt meeting the requirements of 2.1A.

WINDOWS ASPHALT PAVING 011000-2

ARCHES NATIONAL PARK DEFINITION OF BID ITEMS

SECTION 012700

DEFINITION OF BID ITEMS

PART 1 GENERAL

1.1 DESCRIPTION

A. The intent of this section is to explain, in general, what is and what is not included in a bid item, and the limits or cut-off points where one bid item ends, and another begins.

B. If no bid item exists for a portion of the work, include the costs in a related bid item.

1.2 MEASUREMENT AND PAYMENT

A. Measurement and payment for contract work shall be made only for and under those pay items included in the schedule of items. All other work materials will be considered as included in the payment for the items shown.

B. All measurement will be by units defined and determined according to U.S. standard measure and by the following:

1. A mile is 5280 linear feet measured along the roadway.

2. Lump sum quantities denote one complete unit of work required or as described in this section. They will not be measured.

C. Payment will be based on final quantities as measured in the field for unit price bid items, except for bid item 4 will be paid at the full amount, with no variation either way.

1.3 BID ITEM NO. 1 - GENERAL CONDITIONS: This bid item consists of the following items:

bonds, temporary construction controls, traffic control, preparation of the accident plan and construction schedule. Work also includes all labor costs for the Prime Contractor’s Project Superintendent before, during and after construction. These costs also include on-site per diem, vehicle and mobilization costs for the Project Superintendent. Payment will be made at the contract lump-sum price.

1.4 BID ITEM NO 2: This line item consists of Quality Control work, which includes: preparation of the quality control plan, survey control, and inspection testing. Payment will be made at the contract lump-sum price.

1.5 BID ITEM NO 3: This line item consists of approximately 20 TON of asphalt removal. Work includes asphalt cutting, removal, hauling off and recycling the asphalt. Payment will be made at the contract unit price.

1.6 BID ITEM NO 4: This line item is to excavate and remove the base on the existing parking area, and prep the subgrade for the new base. The 185 CY is the estimated in place material, and the pay item is for in place material. The CY rate includes truck time (17 ton dump truck) with driver, and all costs associated with excavating, loading, pushing up pile at unloading site, and preparation of the subgrade for new base. This line item is being estimated in CY due to the removed base will be stockpiled at the Park’s Balanced Rock boneyard, and there will not be a method to weigh for tonnage hauled. Haul distance is 3.2 miles one way. The estimated in

WINDOWS ASPHALT PAVING 012700-2

ARCHES NATIONAL PARK DEFINITION OF BID ITEMS

place CY was calculated as (18,136 SF) x (3” thickness/12”/FT) x (1.1 Safety Factor)/27 FT/CY ~ 185 CY. The estimate was based on the absolutely thinnest asphalt section believed to be in place, and this should be conservative in the Contractor’s favor. This line item will be paid at 185 CY with no variation in quantity either way. The Contractor may verify the 18,136 SF at any time if there is any concern about the quantity.

Payment will be made at the contract unit price.

1 .7 BID ITEM NO 5: This line item consists of approximately 2,018 SY of finish grading.

Payment will be made at the contract unit price.

1 .8 BID ITEM NO 6: This line item is for approximately 330 TON of hot mixture asphalt paving.
