About this file

This is a Request for Quote issued by the State of Illinois Department of Human Services for the Alton Mental Health Center (AMHC). The procurement, identified as 27-444DHS-MENTH-B-53431, is classified as a DMH Small Purchase and seeks qualified electrical vendors to submit pricing for the installation of new electrical outlets throughout the Willow building.

The scope of work encompasses the installation of 41 new electrical outlets across two distinct project areas: Suite 280 (laundry suite) on the second floor with 7 outlets and the first floor southwest area with 34 outlets serving dental, barber shop, intake, and rehab/activities rooms. The vendor is responsible for supplying all materials and labor, including conduit installation, 12-gauge wiring, hospital-grade 20-amp outlets, outlet covers, and wire mold as needed. Work includes running conduit from existing electrical panels (with the longest horizontal run estimated at 90 feet), installing wiring from existing or new 20-amp breakers, labeling outlets on electrical panel schedules, and verifying correct voltage and wiring integrity. The vendor must comply with NFPA 70 and applicable state and federal electrical codes. No retention testing is required as outlets are not located in patient care rooms. The document does not specify pricing, contract award amounts, option periods, or renewal terms, as this is a request for quote solicitation document rather than an executed contract award.

· Alton Mental Health Center is in need of a vendor to install 41 NEW outlets in Willow building across multiple rooms/areas. No prior existing outlets or connections.

· WILLOW OUTLET INSTALLATION FOR SUITE 280 (laundry suite) Alton MHC needs services to supply materials and labor to install conduit / wire mold, wire, outlets, outlet covers and related materials in rooms on the first floor S.W area and the second-floor suite 280. There are 34 outlets for the 1st floor and 7 outlets needed for the second floor that need to be installed. The vendor will be responsible for:

1. Install conduit/conduits above the ceiling from electrical panel LC21 208Y / 120V 3PH 4W EATON Type electrical panel located in electrical room 204. The conduit run will go from the existing panel through the north wall in 204 into office 281 in suite 280.

2. The north wall in 204 is not identified as a fire rated wall in the building’s life safety drawings.

3. Vendor will supply and install conduits and related materials to all the identified rooms in suite 280. The vendor will run wire mold and related materials on the walls if the facility is requesting wire mold in identified rooms. The estimated longest horizontal conduit run is 90 feet from the farthest outlet to the electrical panel.

4. A list of identified rooms and walls will be given to the vendor from the facility before the start of the project.

5. Vendor will supply and install 12-gauge 2 wire plus a ground from the existing electrical panel and existing spare 20-amp EATON bolt on breakers. The electrical panel and breakers were installed in 2025. Vendor is not responsible for existing breaker operation.

6. Vendor will supply and install all new hospital grade 20 amp outlets and white outlet covers on the walls identified by the facility.

7. Vendor will identify the new outlets on the electrical panel directory/schedule with the breaker number supplying voltage to that outlet or outlets.

8. Vendor will close the identified breakers to supply voltage to the new outlets. The vendor will verify that each outlet has correct wiring, correct voltage, no open ground, no open neutral and no reverse wiring is present.

9. These outlets are not located in patient care rooms so there is no need to perform a retention test on the new outlets.

10. Vendor will follow NFPA 70, State and Federal Code standards.

The second source is in the basement below the suite in the HVAC mechanical room. Panel 1 LSL W01 208Y 120V 3PH 4W 31 blanks. Panel 2 LW01 208Y 120V 3PH 4W has 11 blanks and 4 spare breakers.

2. Vendor can determine if the above power sources are to labor intensive to run the power to each room, then if the facility agrees an electrical subpanel can be installed in the suite as a closer power source to complete the project.

3. A list of identified rooms and walls will be given to the vendor from the facility before the start of the project.

4. Vendor will supply and install 12-gauge 2 wire plus a ground from the existing electrical panel and existing spare 20-amp EATON bolt on breakers or install new EATON 20-amp bolt on breakers. The electrical panel and breakers were installed in 2025. Vendor is not responsible for existing breaker operation.

5. Vendor will supply and install all new hospital grade 20 amp outlets and white outlet covers on the walls identified by the facility.

6. Vendor will identify the new outlets on the electrical panel directory/schedule with the breaker number supplying voltage to that outlet or outlets.

7. Vendor will close the identified breakers to supply voltage to the new outlets. The vendor will verify that each outlet has correct wiring, correct voltage, no open ground, no open neutral and no reverse wiring is present.

8. These outlets are not located in patient care rooms so there is no need to perform a retention test on the new outlets.

9. Vendor will follow NFPA 70, State and Federal Code standards.

10. Vendor will supply and install conduits and related materials to all the identified rooms in the suite. The vendor will run wire mold and related materials on the walls if the facility is requesting wire mold in identified rooms.

11. If it is determined that an electrical sub-panel is needed, then the vendor will run conduit from the power sources in line 1 to the new sub-panel location determined by the facility. The vendor then will run conduits to all identified rooms where the new outlets will be located. The new sub-panel will be installed following NFPA 70 code regulations and follow grounding regulations through NFPA 70.
