About this file

This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services on behalf of the Illinois Department of Corrections, Fiscal Division, located in Springfield, Illinois. The emergency procurement is for the delivery and installation of a temporary chiller rental for the Health Care Unit (HCU), which houses geriatric and medically dependent individuals in custody. The HCU building cannot be adequately cooled without this procurement, and there is no alternative facility location available to house these individuals. A major storm caused damage to the basement breaker that supplies power to the HVAC/refrigeration equipment in the penthouse, and due to the breaker's age, replacement parts are not readily available. The necessary repairs will not be completed before the onset of summer and warmer temperatures. The emergency contract was awarded to Triton Testing and Design, located in Freeport, Illinois, on July 15, 2026, as identified by BidBuy Reference Number B-53335.

The estimated expenditure for this emergency procurement is $332,400.00, utilizing State Appropriated Funds. Triton Testing and Design is the HVAC/Chiller Jump Plan Master Contract (JPMC) vendor that has previously provided services to the facility and submitted the lowest cost estimate among vendors contacted. The agency confirmed that no active State contract covers this service, though the selected vendor's rates align with the master contract rates and are lower than other surveyed vendors with available equipment. This procurement is set aside for small business under the Small Business Set Aside Program, and therefore no Business Enterprise Program (BEP) goal is applicable. The agency made best efforts to include competition and BEP-certified contractors in the emergency procurement process by contacting multiple vendors and obtaining quotes. The emergency purchase was authorized pursuant to 30 ILCS 500/20-30 and 44 Illinois Administrative Code 1.2030 to prevent serious disruption to critical State services affecting health and safety.

EMERGENCY PURCHASE STATEMENT

State of Illinois Chief Procurement Office for General Services Emergency Purchase Statement v.26.1

Due to a major storm and a resulting loss of electricity, the breaker in the basement of the HCU that supplies power up to the penthouse for all of the HVAC/R equipment withstood damage. Due to the age of the breaker, parts are not readily available. This process to rectify the situation will not be complete before the summer and months of warmer temperatures ends.

The selected vendor is the HVAC/Chiller JPMC vendor that has provided services to the facility previously. The MC does not cover this service. However, the vendor is charging a rate in line with the rates bid for the master contract which is lower in cost than other surveyed vendors with available equipment to meet the current facility need.

The facility staff contacted several vendors and received quotes from 2 vendors, one of which is the HVAC/Chiller JPMC vendor that provided the lowest cost estimate.

This type of procurement is set aside for small business and is being awarded to a vendor within the Small Business Set Aside Program; therefore no BEP goal is appropriate.

Emergency Purchases are conducted pursuant to 30 ILCS 500/20-30 and 44 Ill. Adm. Code 1.2030.
