About this file

This is a Sole Source Justification Form (Reference Number 26-493ISP-ADMIN-B-52216) submitted by the Illinois State Police (ISP), Department of Justice Services, requesting approval for a sole source procurement from Mythics, Inc. The form documents the agency's determination that only one vendor can fulfill the specified requirement and has been reviewed and approved by the State Purchasing Officer (Andrew Hennig) and the Chief Procurement Officer (Ellen H. Daley) as of May 27, 2026.

The contract covers Oracle Database and Application Server maintenance and support services for the ISP's Computerized Criminal History Record Information (CHRI) system, with a total value of $558,405.98 for the initial term. The contract period runs from May 21, 2026, through September 30, 2028, with no renewal options. Services include ODA X-8 environment monitoring, 24/7/365 incident management and resolution, software maintenance, regular patching, administrative services, and on-demand consulting support. The procurement is justified on the basis of equipment compatibility and software license/upgrade/maintenance requirements, as Mythics is the only provider with the specialized institutional knowledge of the legacy CHRI system, which has been in production since 1999 and is undergoing modernization scheduled for completion by late 2028. The vendor has provided level pricing with no increases over the two-and-a-half-year term, representing only a 5 percent increase over the previous small purchase cost. Funding is provided through State Appropriate Funds, and the ISP did not conduct competitive negotiations due to time constraints and the vendor's unique qualifications.

Section VI - Business Rationale

Version 7.01 Page 3 of 8

Bulletin Reference Number 26-493ISP-ADMIN-B-52216

Requesting Agency/University Illinois State Police

1. Provide a detailed explanation of the need for the supplies or services:

The ISP requires maintenance and support of the Oracle database and application server products. These services are essential to the operation of the ISP's CHRI system. The CHRI system is used to fulfill the Agency’s legislative mandate to collect, store, and disseminate criminal history record information. This information is widely used across the State of Illinois by criminal justice agencies to conduct criminal history background checks for all phases of the criminal justice process including initial case investigation, charging decisions, sentencing, and probation or parole decisions. These background checks are critical for non-criminal justice entities for purposes such as professional licensing and employment screening of persons with access to vulnerable populations or materials.

The CHRI database and applications utilize technology that is 20 years old and they reside on two ODAs, configured in a production and disaster recovery environment. Due to the age of the CHRI system, frequent servicing and repairs are needed to ensure it remains operational. The CHRI system is currently being replaced; however, it will be more than two years before the project is completed.

Sustainment/managed services are only needed until the system is replaced.

The replacement of the CHRI system was procured under B-34960 through a procurement exemption provided under Public Act 102-1116. At this time, ISP is working with the CHRI vendor and a consultant to refine the project's business requirements. While the contract for the new CHRI system was executed in May 2023, the kickoff of the project was not until June 2024 due to the ISP's LEADS

3.0 project. Since kickoff, 12 of the 31 milestones have been completed. The CHRI system is a complex system that supports multiple criminal and non-criminal workflows and is integrated with ABIS, which all feed into LEADS. The functional requirements document is currently anticipated to be in excess of 200 pages - delivered in two parts. The first part will be for the computerized criminal history and the second will be for iRAP. The functional requirements collectively are supported by more than 1,000 pages of documentation collected during discovery.

2. Provide a list and describe in detail the specifications required to satisfy the need:

The ODA X-8 is an engineered system from Oracle and requires specialized support that only Oracle or an Oracle Authorized Provider Partner can provide. The necessary service entitlements for the ODA X8 include:

* ODA X-8 Capacity provisioning and Licensing;

* ODA X-8 Internal Virtualization and network for subsystems;

* 24/7/365 Monitoring as a Service in both production and non-production environments. Specifically, the identification of nonstandard activity through a combination of reactive automated monitoring and proactive monitoring of key database logs, backups, etc., and the review of security vulnerability advisories issued by the United States Computer Emergency Response Team (CERT) for material risks.;

* 24/7/365 Incident Management (creation of incident tickets, client notifications, reporting and management of incidents, and the opening of service requests);

* 24/7/365 Incident Resolution.

* Regular, Periodic Patching as a Service;

* Consulting as a Service – On Demand Support; and,

* 24/7/365 Administrative Services (backups, replication, troubleshooting, service desk).

Requesting Agency/University Illinois State Police

3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?

The existing CHRI system has been in production since 1999 and was largely developed and supported by then internal IT staff. The system is very complex and is used by the BOI, law enforcement agencies, Illinois state’s attorneys’, courts, corrections and jails, and authorized state and local agencies (including civil background checking agencies, probation and parole facilities, school districts) and the public within the State of Illinois. The aged technology is no longer capable of adapting quickly to the multitude of demands placed upon it by (including but not limited to): changes in the law (ex. expungement), data exchange upgrades (ex. XML), improved data communication/exchange with partner systems [ex. Automated Biometric Identification System (ABIS), Interstate Identification Index (III), Law Enforcement Agencies Data System (LEADS)]. ISP relies on Mythics' services to support the CHRI system that runs on Oracle engineered hardware and engineered software/database.

Mythics has supported the CHRI system through Oracle software licenses and support and maintenance, equipment purchases, assistance with ISP's physical to virtual migration efforts, consolidation of the virtual environments on the ODA machines, and since 2022, ODA Sustainment/Managed services. The earliest support of the system by Mythics, through Oracle software licenses and support and maintenance, began in at least FY2012. Mythics' expertise in Oracle products, their consistent, continued partnership with ISP, and their instrumental work in setting up the ISP environment makes them uniquely qualified to provide support for the system.

Although other vendors may be capable of supporting general infrastructure functions, none possess the specialized, system-specific expertise required to ensure the reliable operation, maintenance, and continuity of the CHRI system. Mythics has extensive historical knowledge of the CHRI application, including its customized architecture, legacy components, undocumented design elements, and unique operational workflows. Their long-standing involvement with the system has allowed them to develop a level of familiarity with its idiosyncrasies, specialized processes, and nonstandard datastores that no other vendor could replicate without an extensive and risky onboarding period. Within the past year, the CHRI system has failed on multiple occasions, and it is only with the knowledge and expertise of Mythics were we able to reengage CHRI and mitigate any risk to law enforcement and public safety.

For these reasons, Mythics is the only viable option to provide the level of continuity, accuracy, and specialized support necessary to ensure the CHRI system remains stable, secure, and operational. Due to the critical nature of this system, institutional knowledge of the system must be considered when factoring in life, health, and safety of Illinois citizens and law enforcement officers.

4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:

In 2022, Mythics upgraded the prior CHRI system from an unsupported ODA X-6 to a supported ODA X-8 and since has that time, has provided the subscription-based support for the system. These services have been renewed annually to ensure uninterrupted operation of the mission-critical CCH system during the statewide modernization initiative. The modernization project is projected for completion by the end of the third quarter of 2028, at which point sustainment support for the legacy environment will no longer be required.

The Illinois CHRI system is highly customized, with unique workflows, data structures, and legacy components that differ significantly from off the shelf or standard criminal history platforms. The selected vendor has worked directly with this environment over multiple years and is uniquely equipped with:

• Detailed historical knowledge of the Illinois CHRI application, including design decisions, integrations, and custom modifications that are not documented or easily understood by external parties.

• Direct experience with the system’s specialized processes, which include unique workflows, business rules, and data-handling procedures developed specifically for Illinois statutory and operational requirements.

• Familiarity with the system’s unique datastores and nonstandard data relationships, which requires an understanding of both legacy and current components to ensure data integrity and continuity of operations.

• In depth awareness of system idiosyncrasies—issues, behaviors, and constraints that are only apparent after long-term exposure to real-world operations.

This combination of historical context, technical knowledge, and operational familiarity positions Mythics as the only provider capable of delivering fully compatible service and maintenance for the Illinois CHRI system. Bringing in a new vendor would require extensive onboarding, reverse-engineering, and discovery efforts, creating significant risk of service disruption, data inconsistencies, and prolonged delays—risks that the State cannot accept for a mission-critical system.

5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No

Version 7.01 Page 5 of 8

Bulletin Reference Number 26-493ISP-ADMIN-B-52216

Requesting Agency/University Illinois State Police

5a. If no, why weren't alternatives evaluated?

Attempting to identify or transition to another vendor would introduce significant operational and public safety risks. Any new vendor would face a steep and lengthy learning curve, requiring reverse-engineering of custom components, discovery of undocumented system behaviors, and reconstruction of institutional knowledge. During this period, the availability, accuracy, and integrity of criminal history data—relied upon daily by Illinois law enforcement—could be severely compromised. Such a disruption would jeopardize time-sensitive law enforcement activities, background check operations, and statutory reporting obligations.

In addition to these public-safety risks, pursuing another vendor would be financially irresponsible. Bringing a new vendor up to operational readiness would require substantial additional expenditure for system discovery, redevelopment, remediation of avoidable errors, and extended support hours. These costs would far exceed the cost of maintaining services with the vendor already fully versed in the system. Moreover, the likelihood of service interruption could create downstream financial liabilities, including the need for emergency support, delay mitigation, or corrective measures.

For these reasons, the selected vendor is the only provider capable of delivering the required services at the necessary level of continuity, accuracy, and reliability. Their unique combination of system-specific knowledge, operational experience, and historical context makes them the sole viable option for ensuring the safe, stable, and fiscally responsible support of the Illinois CHRI system.

6. Are there resellers or distributors?

Yes No N/A

7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?

ISP did not negotiate with the vendor regarding pricing due to the short amount of time required for this purchase. Mythics has been providing ODA Sustainment/Managed services to ISP since FY2022. It was determined that the pricing was fair and reasonable however, as Mythics provided pricing for the next two and a half year period of May 21, 2026 to September 30, 2028 at only a level 5% increase over the small purchase purchase cost. No other vendor has the institutional knowledge, or would be able to deliver the same services at the same cost as Mythics.

8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?

Yes No

9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?

Failure to approve the sole-source procurement will result in significant and avoidable financial consequences for the State of Illinois.

Mythics has supported the Illinois CHRI system for more than a decade, providing both ongoing maintenance and support as well as developing statutory-required enhancements. Because the Illinois CHRI is a highly specialized, legacy system, any attempt by the ISP to transition these responsibilities to a new vendor would require substantial onboarding and knowledge-transfer efforts. These transitional activities would incur significant additional costs and delays, as a new vendor would need to become fully familiar with a complex system that has evolved through years of customized enhancements.

In addition to these transitional expenditures, the existing CHRI system would be left unsupported, exposing the State to heightened operational and financial risk. Without expert maintenance, the system would face increased likelihood of outages or failures that could directly affect Illinois LEADS, which relies on real-time CHRI data to support law enforcement agencies statewide. Any interruption in CHRI availability would jeopardize 24/7 law-enforcement operations and public safety.

Moreover, system instability or failure could expose the State to significant litigation and liability, including claims arising from incomplete or inaccurate criminal history information or failure to meet statutory obligations. Such risks carry potential financial consequences far exceeding the cost of continuing services with the current vendor.

Until the new Illinois CHRI system is deployed in late 2028, the current vendor remains critical to maintaining operational continuity, supporting public-safety functions, and protecting the State from unnecessary financial and legal exposure. Approving the sole source avoids these substantial transitional, operational, and liability-related costs.

Q3Answer: The existing CHRI system has been in production since 1999 and was largely developed and supported by then internal IT staff.

Although other vendors may be capable of supporting general infrastructure functions, none possess the specialized, system‑specific expertise required to ensure the reliable operation, maintenance, and continuity of the CHRI system.

Q4Answer: In 2022, Mythics upgraded the prior CHRI system from an unsupported ODA X-6 to a supported ODA X-8 and since has that time, has provided the subscription-based support for the system. These services have been renewed annually to ensure uninterrupted operation of the mission‑critical CCH system during the statewide modernization initiative.

Q5aAnswer: Attempting to identify or transition to another vendor would introduce significant operational and public safety risks. Such a disruption would jeopardize time‑sensitive law enforcement activities, background check operations, and statutory reporting obligations.

In addition to these public‑safety risks, pursuing another vendor would be financially irresponsible.

Q7Answer: ISP did not negotiate with the vendor regarding pricing due to the short amount of time required for this purchase.

Q9Answer: Failure to approve the sole‑source procurement will result in significant and avoidable financial consequences for the State of Illinois. Mythics has supported the Illinois CHRI system for more than a decade, providing both ongoing maintenance and support as well as developing statutory‑required enhancements. Because the Illinois CHRI is a highly specialized, legacy system, any attempt by the ISP to transition these responsibilities to a new vendor would require substantial onboarding and knowledge‑transfer efforts.

Without expert maintenance, the system would face increased likelihood of outages or failures that could directly affect Illinois LEADS, which relies on real‑time CHRI data to support law enforcement agencies statewide. Any interruption in CHRI availability would jeopardize 24/7 law‑enforcement operations and public safety.

Moreover, system instability or failure could expose the State to significant litigation and liability, including claims arising from incomplete or inaccurate criminal history information or failure to meet statutory obligations. Such risks carry potential financial consequences far exceeding the cost of continuing services with the current vendor.

Until the new Illinois CHRI system is deployed in late 2028, the current vendor remains critical to maintaining operational continuity, supporting public‑safety functions, and protecting the State from unnecessary financial and legal exposure. Approving the sole source avoids these substantial transitional, operational, and liability‑related costs.
