About this file

This document is a Questions and Answers compilation for solicitation 26-588IEMA-MGMTA-B-52042, an open market bid issued by the State of Illinois IL Emergency Management Agency and Office of Homeland Security. The Q&A document addresses inquiries received through April 22, 2026, and clarifies requirements and specifications for potential vendors responding to the bid.

The solicitation concerns the acquisition of 2026 full-size sport utility vehicles. Specific vehicle requirements include a minimum of regular-length Ford Expedition or equivalent-sized SUVs, with the Agency unwilling to accept smaller models such as Ford Police Interceptor Utilities. All equipment must be received and invoiced by August 1, 2026. The bid includes provisions for a 4000W inverter installation, with vendor recommendations for placement welcomed, though the Agency prefers mounting near the command post in the vehicle's rear section. Responsiveness requirements mandate vendor registration with the Illinois Board of Elections (for contracts exceeding $50,000 annually per Public Act 95-971), Illinois Department of Human Rights, and Illinois Secretary of State. Vendors must submit appropriate Vendor Disclosure Forms based on their registration status with the Illinois Procurement Gateway.

1. Question: What are the responsiveness requirements for this solicitation?

Answer: Please refer to the attached Invitation for Bid Vendor Instructions and Requirements for a complete list of responsiveness requirements. Specifically, Illinois Department of Human Rights (if applicable), Illinois Board of Elections, and Illinois Secretary of State registrations.

• If applicable, Offeror must be registered with the Illinois Board of Elections at time of bid. https://www.elections.il.gov/BEREP.aspx?MID=5kJmo5Vlmig%3d

• If applicable, offeror must have registered, or at a minimum, have applied for an Illinois Department of Human Rights Public Contract Number at time of bid. https://dhr.illinois.gov/public-contracts/idhr-number.html

• If applicable, Offeror must be registered with the Illinois Secretary of State before a contract can be executed. Offeror must be in good standing with another states Secretary of State at time of bid. https://www.ilsos.gov/home.html

2. Question: When must an Offeror be registered with the Illinois Board of Elections?

Answer: Pursuant to Public Act 95-971, effective January 1, 2009, any business entity whose existing State contracts, or whose bids or offers on State contracts exceed $50,000 annually, must electronically register with the State Board of Elections.

3. Question: Which Vendor Disclosure Form should my entity complete?

Answer: The correct Vendor Disclosures must be submitted for a proposal to be considered responsive. If your entity is actively registered in the Illinois Procurement Gateway, the “IPG Active Registered Vendor Disclosure (formerly named Forms B)” can be submitted. Only utilize this form if your entity is actively registered in the Illinois Procurement Gateway. To ensure that your entity is registered in the IPG, search for your business name in the IPG Registered Vendor Directory. If your company does not appear in the search results, then you are not registered in the IPG. In order to utilize this form, you will have to have an active registration approved by the CPO’s office. Instructions for registering with the Illinois Procurement Gateway (IPG) can be found at: https://cpo.illinois.gov/ipgfaqs.html. If your entity is not registered in the Illinois Procurement Gateway, “Vendor Disclosure (formerly named Forms A)” must be submitted with your proposal.

4. Question: Can the delivery expectation be moved back or must I guarantee the vehicles will be ready for delivery by August 1, 2026, at the latest?

Answer: All equipment must be received and invoiced by August 1, 2026.

5. Question: Would you like Ford Police Interceptor Utilities or would you like Ford Expedition Special Service Vehicles in either regular length or extended length?

Answer: We will not go any smaller than a regular Ford Expedition or SUV of equivalent size.

6. Question: I’ll have to install a 4000W inverter, where would you like it positioned in the vehicles?

Answer: We would be open to suggestions on the placement of the item. If the vendor would like to provide recommendations, we would be open to reviewing those. The Agency prefers the inverter mounted close to the command post so electronics can be utilized in the back of the vehicle, but would accept alternative placement if this is not possible.
