About this file
This document is a Question and Answer Addendum #1 for Invitation for Bid (IFB) B-51811 issued by an unnamed state education agency (SBE) regarding professional learning services for adolescent literacy. The addendum addresses clarifications and specifications requested by potential vendors during the competitive bidding process for this procurement.
The contract requires vendors to deliver professional learning services in a primarily asynchronous, virtual format to a minimum of 1,000 educators. The professional learning must be based on asynchronous coursework as the foundation of the proposed approach. Vendors are responsible for determining the number of sessions and determining their ability to meet the scope of services. Pricing must be submitted as firm fixed price per participant as detailed in the IFB Pricing Section 2.2.1 and the Items tab on Bid Buy. Vendors must describe the qualifications and experience of proposed instructors or facilitators in their bid submissions, as minimum qualifications are not prescribed. The anticipated full contract execution date is no later than May 7th, with Milestones 2 and 3 requiring completion by May 1, 2026, or four weeks from contract execution, whichever is earlier.

SBE: New IFB - Professional Learning for Adolescent Literacy Question and Answer Addendum #1
1. Milestone Timeline:
Milestones 2 and 3 require completion by May 1, 2026 (or four weeks from contract execution, whichever is earlier). Could you please confirm the anticipated contract award date? Additionally, is there any flexibility in these milestone dates if the award occurs close to or after this timeframe?
ANSWER: Ideally, the award, contact negotiation, and protest period will run concurrently with an anticipated full contract execution date no later than May 7th.
2. Instructor/Facilitator Qualifications:
Are there minimum qualifications, certifications, or specific experience requirements for instructors or facilitators delivering the professional learning services?
ANSWER: Minimum qualifications are not prescribed. Vendors must describe the qualifications and experience of proposed instructors or facilitators as part of their bid submission.
3. Delivery Model:
Should the professional learning be delivered in-person, virtually, or as a hybrid model? If applicable, are there any platform requirements or preferences?
ANSWER: Professional learning is primarily asynchronous and delivered virtually. Asynchronous coursework must serve as the foundation of the proposed approach.
4. Scope & Participation:
Can you confirm the expected number of educators, schools, or districts to be served, as well as the anticipated number of sessions or licenses required?
ANSWER: A minimum of 1000 educators must be served. Number of sessions will be determined by the vendor and their ability to meet the scope of services.
5. Pricing Structure:
Should pricing be submitted as a firm fixed price, per participant, or per session? Are there specific line-item requirements (e.g., platform, facilitation, materials, travel)?
ANSWER: As stated in the Pricing Section 2.2.1 of the IFB, pricing is firm. Please carefully review the Items tab on Bid Buy which describes pricing as per participant.
