About this file
This document is a Question and Answer Addendum #1 for B-51793, the Educational Surrogate Parent Training Program contract issued by the Illinois State Board of Education (ISBE). The addendum addresses clarifications and requirements for vendors bidding on this statewide contract.
The contract requires the prime vendor to possess documented experience in recruitment, training, and material development for the program, though subcontractors may assist with service delivery and support functions. All services must be performed within the United States with no offshore personnel permitted. Training and recruitment activities will be conducted entirely virtually with no in-person component required. The vendor is responsible for all background check processes, including social security tracing, criminal background checks, sex offender status verification, and conviction history searches, with no state system access provided. The vendor must develop marketing and outreach strategies within the approved budget without predefined recruitment targets, though ISBE notes that recruitment is more challenging in southern regions of the state distant from metropolitan areas. ISBE will provide materials from the previous agreement for comparison and collaboration purposes, and the incumbent vendor relationship will transition with ISBE serving as the sole collaborator for data and materials continuity.

1. Can the State confirm whether the required experience (recruitment, training, and material development) may be satisfied through a combination of the prime vendor and qualified subcontractors?
ANSWER: The prime vendor must hold the required experience (recruitment, training, and material development). (Section 1.4)
1. Are there any restrictions on the types of services that may be subcontracted (e.g., training delivery, subject matter expertise, or administrative support)?
ANSWER: There are no restrictions; however, as noted above, the prime vendor must hold the credentials and expertise. (Section 1.4)
1. Can the State clarify the requirement that services be performed in the United States? Specifically, are vendors permitted to utilize offshore personnel for administrative or back-office functions that do not involve direct interaction with student data or program participants?
ANSWER: No. As stated in 1.6: “Unless otherwise disclosed in this section all services shall be performed in the United States.”
1. Can the State confirm whether training sessions are expected to be conducted entirely virtually, or if there is an expectation for any in-person training or recruitment activities?
ANSWER: The State does not have any expectations for in-person training or recruitment activities. The training and activities are expected to be conducted entirely virtually. (Section 1.2, 1.3)
1. Does the State have defined annual or quarterly recruitment targets for volunteers, or should vendors propose their own benchmarks based on program needs?
ANSWER: The State does not have a defined annual or quarterly recruitment target. It is not expected that the bidder will propose benchmarks. (Section 1.2)
1. Can the State provide additional guidance on geographic priorities for recruitment efforts (e.g., specific regions or counties with higher demand)?
ANSWER: It is more difficult to secure recruits from the southern parts of the state, those that are farther away from larger metro/city sites.
1. What level of responsibility does the vendor have for conducting and verifying background checks? Will the State provide access to any systems, vendors, or standards that must be followed?
ANSWER: The vendor is responsible for all processes regarding the background checks; no access will be provided to any systems. The vendor must be able to secure social security tracing, criminal background checks, sex offender status of applicants and state and federal conviction information. The vendor must be able to prepare and provide ISBE with all authorization and disclosure forms for applicants required under applicable law. (Section 1.1, 1.2)
1. Can the State confirm the expected level of effort for marketing and outreach (e.g., number of campaigns, events, or materials), or is this at the vendor’s discretion within the budget?
ANSWER: The marketing and outreach are at the discretion of vendor within the budget.
1. Will the State provide any existing training materials, curriculum frameworks, or templates that the vendor is expected to use or build upon?
ANSWER: The State will provide those materials retained by the former agreement for purposes of comparison and collaboration.
1. Is there an incumbent vendor currently performing these services, and if so, will any transition support, data, or materials be made available to the awarded vendor?
ANSWER: There is an incumbent vendor; ISBE retains all data and materials, ISBE would be the sole collaborator.
