About this file

This is a procedural guidance document issued by Coastal Carolina University's Procurement Services that outlines best practices for submitting bids and proposals in response to the university's solicitations. The document emphasizes nine critical steps that bidders must follow to avoid common submission errors, including thoroughly reading the entire solicitation, submitting questions during designated periods through the Question-and-Answer Board or pre-bid conferences, and avoiding the inclusion of unauthorized additional agreements or exceptions to mandatory clauses. Bidders are instructed to properly protect and mark any confidential or trade secret information according to specific instructions, review all posted amendments before submission, understand that the awarded contract will incorporate the solicitation, amendments, bid or proposal, and award statement unless otherwise permitted, and complete all required supplier registration information in the online bidding system before a purchase order can be issued.

The guidance document serves as a checklist to ensure compliance with Coastal Carolina University's procurement requirements and emphasizes that offerors should conduct a final comprehensive review of their submissions against the solicitation and all amendments prior to submission. The document does not contain pricing information, set-asides, funding sources, or contract-specific terms, as it functions solely as an instructional aid to reduce submission deficiencies and help bidders understand the university's expectations for responsive and compliant proposals.

2 Ask questions during the designated question period.

Submit questions about requirements or specifications during the questions phase, as described in the Questions from Offerors section, or at a scheduled pre-bid or pre-proposal conference. The preferred method is the Question-and-Answer Board in the electronic event.

Concerns raised for the first time in your response are too late. By submitting an offer, you are offering to enter into a contract with the University.

Do not include extra agreements unless requested..3 licenses, terms, or agreements to your bid or proposal.

Avoid exceptions to mandatory clauses.4 Exceptions to mandatory solicitation clauses are generally not acceptable and may cause your offer to be declared nonresponsive..

Protect confidential information correctly..5 Mark protected, confidential, or trade secret information exactly as instructed in the Submitting Confidential Information section. Do not mark the entire bid or proposal as confidential, protected, or trade secret.

Review every amendment.6 Amendments are posted in the Buyer Attachments area and may be issued at any time before the scheduled bid or proposal opening. Review all amendments before submitting your offer..

Understand which documents form the contract.

As applicable, the awarded contract may include the record of negotiations, the solicitation and.

amendments, clarification or discussion documents, your bid or proposal, the award statement,.

and purchase orders. Unless the solicitation permits otherwise, the University will not sign a separate contract, license, or agreement containing additional terms and conditions.
