About this file

This is a guidance document issued by Coastal Carolina University Procurement Services that outlines common submission mistakes bidders and offerors should avoid when responding to solicitations. The document emphasizes the importance of thoroughly reading entire solicitations, submitting questions during designated question periods through the Question-and-Answer Board or at pre-bid conferences, and refraining from adding unsolicited agreements, licenses, or terms to bids or proposals. Bidders must review all amendments posted in the Buyer Attachments area before submission, understand that the awarded contract may comprise multiple documents including the solicitation, amendments, negotiations records, and the submitted proposal, and complete supplier registration requirements in the online bidding system before a purchase order can be issued. The guidance applies to solicitations issued as Requests for Quote, Invitations for Bid, Requests for Proposal, or Fixed Price Bids.

The document stresses that exceptions to mandatory solicitation clauses are generally unacceptable and may result in offers being declared nonresponsive, and that confidential or trade secret information must be marked exactly as instructed without marking entire proposals as confidential. Bidders should conduct a final comprehensive review of the solicitation, all amendments, required forms, and attachments before submission. The guidance is presented as general best practices for suppliers bidding on Coastal Carolina University contracts in South Carolina, with no specific pricing terms, set-asides, or funding details addressed in this instructional document.
