SYSTEM NARRATIVES
Existing System Condition
The existing S10C air handling unit is a 100% outside air unit with filters, a pre‐heat coil, heating coil, chilled water coil, humidifier and supply air fan. The unit is located in a mechanical penthouse on the first floor roof. S10C serves three distinct areas of the building; First Floor: Urology imaging/procedure room and adjacent office, corridor and storage rooms. Third Floor: Office space on the south end of Building 1A. Fifth Floor: Vascular Lab including six (6) doppler imaging rooms, offices and a waiting room. The duct distribution system provides constant volume air distribution with a reheat coil located in the duct that serves each floor.
The first floor Urology imaging room has pressure monitoring and control with volume control boxes that control supply and exhaust air to the space. There is an office, a corridor and two storage rooms that are also served from the S10C supply and exhaust ductwork. These adjacent spaces have no evident means of zone control. The area surrounding the
Urology imaging room is served by air handling unit S10B, which is located next to S10C in the penthouse. The existing
100% outside air system is not required for this type of space and the lack of zone control can cause temperature control issues.
A separate supply air duct extends from S10C, through the floor and approximately thirty feet north where it penetrates the first floor roof and extends up the exterior wall to the third and fifth floor. This exterior duct is deteriorating and duct leaks were noticed at a number of duct joints. The third floor office space operates as single zone with one reheat coil located in the supply air duct. The diffusers and grilles have been taped over by the occupants due to issues with temperature control. Three exhaust fans are located above the ceiling and discharge out a louver in the east wall.
Perimeter finned tube radiation is located under the exterior windows. The existing 100% outside air system is not required for this type of space and the lack of zone control is causing temperature control issues. Duct layout drawings were provided by the VA’s commissioning agent for this floor and these appeared to be fairly accurate.
The fifth floor Vascular Lab has six (6) doppler imaging rooms, two offices and a waiting room. All areas, with the exception of three (3) imaging rooms, are served by four‐pipe fan coil units. The fan coil units are supplied with ventilation air from the S10C supply air duct which has a single heating coil. The remaining three (3) imaging rooms, are served by constant volume boxes and exhaust fans to provide room pressure control. The exhaust fans discharge through a louver in the south exterior wall. The fan coil units, constant volume boxes and exhaust fans are nearly 30 years old and have exceeded their life expectancy. Temperature controls appear to be pneumatic. Perimeter finned tube radiation is located under the exterior windows. The existing 100% outside air system is not required for this type of
Department of Veterans Affairs
VA Project # 537‐18‐142 7 February 19, 2021 space. Due to the inaccessibility of the hard ceiling, it was difficult to verify duct routing. However, the diffuser and fan coil locations appeared to closely match the duct layout drawings that were provided by the VA’s commissioning agent for this floor.

Architectural
The first, third, and fifth floor will include existing ceiling removal where mechanical ductwork is to be replaced. We shall provide a new 2x2 suspended ceiling system where existing suspended ceiling has been removed. The extent of removal and replacement can be found on the drawings.
We shall provide wall patching and new paint finish where the ceilings have been removed and replaced to freshen up the space. Actual paint color and suspended ceiling system to be determined by VA Interior Designer during the 100%
Construction Document phase.
Locations where existing windows are to have louvers removed due to mechanical work, new glazing infill to match existing will be installed. New ductwork penetrations from the exterior of the building to the interior shall be accommodated by modifying existing wall openings. The third floor shall receive new gypsum board partition walls to hide ductwork transitions while accounting for ADA clearances. To accommodate the removal of finned tube radiation access to the second floor ceiling will be required during evenings and / or weekends and flooring will require patch and repair.

Design
The planned replacement of air handling unit S10C also provides opportunities to correct issues with energy inefficiencies, dated equipment, poor controls and mis‐applied systems. Air handling unit S10C should be replaced with a new VAV unit that has a return/exhaust fan, filters, heating coil, cooling coil, humidifier and a supply fan. Ultra‐violet, UV‐C, lights will be provided downstream of the cooling coil. Both the supply and return/exhaust fans will be supplied with plenum fans and electronically commutated motors (ECM). The new return/exhaust fan, with exhaust/return/outside air dampers, will be located on the roof of the penthouse with the discharge connected to S10C below. A new system return air duct will be routed across the penthouse roof to the south facing wall of Building 1A. The return air duct will be routed up the exterior wall to the ceiling space of the third and fifth floor.
The first floor Urology area, currently served by S10C, would be better served from air handling unit S10B which serves all of the surrounding space. This unit has the capacity to pick‐up this relatively minor load. The supply and return ductwork will be switched from S10C to S10B within the penthouse. A constant volume supply air valve with a reheat coil and a variable air volume return air valve will be added to the existing ductwork that serves the Urology imaging room. This equipment will provide the needed pressure and temperature control for the space. The adjacent office, corridor and storage rooms will need new VAV boxes to provide zone control. The new VAV and constant volume air valves will be provided with hot water reheat coils. The Urology imaging room will be provided with new pressure monitoring and controls. The new controls will be integrated with the existing S10B controls. This work could be performed at night, but it would be easier to vacate the space while the work is completed.
Department of Veterans Affairs
VA Project # 537‐18‐142 10 February 19, 2021
The new S10C air handling unit will serve only the third and fifth floor. The existing, exterior supply air duct is in poor shape and should be replaced. The third floor main supply air duct will also be replaced to accommodate the new design air flow rates. The remaining branch and exhaust ductwork will need to be removed to provide space for VAV boxes that will provide zone control to the various offices. The new VAV boxes will be provided with reheat coils and controls.
Exhaust fans will no longer be required and the existing units will be removed. Return air will be provided from a new exterior return air duct that will be installed on the south face of the exterior wall. This return air duct will extend up the wall to the fifth floor ceiling space and down the wall to the roof of the S10C penthouse. The ceilings will need to be removed and replaced to allow the installation of new ductwork, VAV boxes, piping and controls. Existing fire protection, plumbing and active med gases above the ceilings will be reworked as needed. This area of the third floor should be vacated of equipment, furniture and personnel for the duration of construction.
The fifth floor requires a larger supply air duct which will be included in the designed replacement of the exterior supply air duct. All ductwork at the fifth floor Vascular Lab will be removed and replaced to accommodate the new VAV system.
This will necessitate the removal and replacement of all ceilings. The fan coil units have exceeded their expected life and do not integrate well with a VAV system, so they will be removed. The new VAV boxes will be provided with reheat coils and controls. The space renovation will require the rework of existing fire protection, plumbing and active med gases located above the ceiling. The existing restroom exhaust fan and ductwork will remain. This area of the fifth floor should be vacated of equipment, furniture and personnel for the duration of construction.

Product Description:
Tag: H-1
Standard Features:
Supply a direct steam injection humidifier, Neptronic model SKD. The construction of the grid type manifold must be in stainless steel 304, without condensate drip or objectionable steam noise. The SKD consists of a number of vertical steam dispersion tubes connected to a horizontal header which is custom built for any duct size. Steam is emitted into the air stream though brass nozzles, located on the vertical tubes, designed to provide even dry steam distribution across the entire area of the duct or plenum.
Electronic Steam Controller (ESC): The ESC shall have a micro-processor based with backlit LCD display to automatically control the humidification system for a dry operation and energy saving cycles. It will display in the scroll mode the humidity set point, the humidity level, the humidity demand and output, the temperature value from the sensors. It will also indicate special diagnostic parameters such as abnormal operation and alarms. The ESC shall be programmable using the menu UP/DOWN buttons to program %R.H. set point, control parameters and indication on number of actual service hours. . In conjunction with the temperature sensor installed at the outlet of the steam separator, the ESC will insure that the system has reached the adequate temperature prior to opening the control valve for an optimum operation of the system.
Temperature Sensor: Provide RTD temperature sensor inserted in a brass thermal well to monitor the media temperature inside the piping and to prevent cold operation of the humidifier.
Control Valve: Provide brass construction steam control globe valve, with equal percentage flow characteristics.
Valve shall be normally closed when not powered. Valve Actuator: Electric, 24vac, 2-10vdc and with failsafe feature.
Actuator must have a variable speed stroke to achieve a slower opening of the steam valve to prevent condensate accumulation to be injected into the air stream.
Trap: Provide float-and-thermostatic steam trap, sized for maximum condensate flow with cast iron body.
Separator: Provide stainless steel separator with internal baffles and silencing chamber to receive steam at operating pressure, and to ensure dry steam supply to the control valve. Provide connections for steam inlet, control valve, and drain.
Strainer: Provide strainer with cast iron body.
Modulation Control: Modulation is achieved though variation of the position of seat opening of the steam supply globe valve.
Capacity Reduction: The maximum output can be programmed from 0 to 100% by using the Working Capacity feature (ESC).

Install the actuated valve with the flow direction as indicated on the body. The actuated valve must be installed horizontally with a 20 to 30 degree angle, in an accessible position and location for easy servicing.
Horizontal mounting
1. Pay attention to system particularity; be sure that the expansions, contractions of the system and its medium as well as operating pressures are within the tolerances.
2. When plumbing, the motorized valve should be situated in an easily accessible place and sufficient space should be allowed for the removal of the actuator.
3. To prevent moisture from collecting in the motor casing, install the motorized valve such that the actuator is superior to the valve, at 20-30º angle / at vertical. Avoid mounting the valve so that the valve stem is below horizontal.
