About this file

This file contains bidder response forms for IFB 25-45, a competitive solicitation issued by SUNY Polytechnic Institute for the procurement of bench-top scientific instrumentation including a Scanning Electron Microscope (SEM), X-ray Photoelectron Spectroscopy (XPS) System, and Focused Ion Beam SEM (FIB-SEM) equipment. Bidders must submit three mandatory attachments with their proposals: Attachment 6 (References and Contract Termination History), Attachment 7 (Proposed Subcontractor Information), and Attachment 8 (Mandatory Requirements Certification). All bids must be submitted electronically to bids@sunypoly.edu by the deadline specified in the bid package. The procurement is subject to NYS Finance Law sections 139j and k regarding lobbying restrictions, and only designated procurement contacts may be contacted by vendors.

Bidders must meet specific mandatory qualifications to be considered responsive, including a minimum of ten years of experience manufacturing or supplying relevant instrument technologies (SEM/XPS/FIB-SEM), authorization from the original equipment manufacturer to sell and support the equipment in the United States, and ability to provide onsite service within five business days. All equipment must comply with applicable U.S. safety certifications through a Nationally Recognized Testing Laboratory (NRTL) and OSHA requirements, with formal certification documentation subject to SUNY Engineering approval. Bidders must also demonstrate professional service capabilities including factory-certified personnel for onsite installation, testing, repair, and training, and must provide a pass/fail narrative addressing full compliance with all technical and performance specifications. The successful contractor will be required to maintain current NYS Workers' Compensation and Disability Forms and complete vendor responsibility documentation in accordance with NYS Finance Law 139 and Tax Law Section 5-a.
