Digital In-Car Video (DICV) and Body Worn Video (BWV)
Attachment V

1. The Contractor shall provide DICV with audio capability for contractor vehicles used for patrol (police) work to support the following ER Centers and locations; GSFC, GRC, LaRC, WFF and IV&V. The DICV selected shall be fully compatible with the selected BWV, the system software of the BWV, and the provided radar system.
2. The Contractor shall provide BWV with integral audio recording, for wear by all uniformed security police officers while on duty.
3. The Contractor shall, for continuity of operation, provide a docking, download, and storage software system for NPS-ER digital video file management from the same provider of the equipment. All camera systems shall be approved by the Government. Examples of currently approved products include WatchGuard 4RE In-Car Video System, WatchGuard VISTA WiFi Body Camera and Axon Body 3 camera, model 1023, software, and Axon video system. All proposed software, system, and camera must be reviewed by the Annex COR prior to proposal and shall be approved if the salient characteristics and features below are met.
4. The Contractor shall develop a plan for the integration of such systems into the daily routine of posts, patrols, and officers.
A. The plan shall require “event engaged” use of in car cameras and audio recording with fifteen
(15) second pre-roll and post-roll event timing. Events shall include at a minimum; officer engage-disengage button, radar system display and interlock system, emergency equipment (lights) on and off sensor, high G-load sensor (e.g. impact, breaking, and cornering).
B. The plan shall require the continuous use of body worn cameras, with exceptions for officer privacy while not engaged in official duties (e.g. contractor meetings, briefings, counselling, breaks and other non-official duty functions).
5. Approved systems shall include the following salient characteristics:
A. Full color audio/visual camera B. Field of View: =>120° diagonal, +>110° horizontal, and =>60° vertical.
C. IP Code: IEC 60529 IP67 (6 dust, 7 water), IPX4 (splashing water).
D. MIL-STD-810G (Salt Fog) E. Bluetooth =>4.2 F. Rechargeable, replaceable lithium-ion battery (12 Hour battery life.
G. Standard USB 3.0, Type-C receptacle H. 802.11n, 5 GHz and 2.4 GHz I. MPEG-4 Video format, H.264 compression J. 64 gigabyte solid-state non-removable storage media K. XTS-AES-128 media encryption
6. Approved systems shall include the following features:
A. Optional mounts available B. Event start and stop recording C. Camera status indication, battery remaining, recording status
D. Livestream audio/video capability E. Digital, stereo quality, microphones F. Near field communication (NFC) tag G. Local date and time Watermark H. Configurable pre-event buffer I. Docked uploading and performance updates
