Office of Foreign Missions

Title: Proctoring Service

Items for Offeror to Address

1. QUESTIONS FOR THE CONTRACOR

1. How will the mission members access this service (i.e. where will the link to this service be located and what information will mission members need to provide)?

2. What are the technological requirements for OFM and the mission members?

3. How will OFM access test results?

2. OTHER ITEMS FOR CONSIDERATION

· OFM is covering the cost for each test taker’s exam.

· Contractor shall provide test results to OFM and the examinee.

· If a person fails, he/she may retake the exam at the next available appointment time. OFM will not impose a waiting period after failing the exam.

· How will OFM adjudicate driver’s license requests for members utilizing this service (will the applicant upload supporting documents to the eGov transaction, will the OFM processor need to access the contractor’s system to obtain results, etc?) Is the contractor able to provide a written confirmation electronically (e.g., receipt or passing certificate) to the examinee?

· In order to offer an online proctoring service, the contractor will need to remotely access the test taker’s computer to ensure the integrity of the examination. L/DL has preliminarily advised DMV that missions will not need to provide a waiver of inviolability as the proctoring service will be offered as an option and not a requirement, and it will be a private company, not a governmental entity, that is accessing his/her computer. OFM will disclose to the foreign mission community the technology that will be utilized by the contractor during the testing process and that OFM will only receive the results of the examination and have no access to any other information on the applicant’s computer.
