July 26, 2021 U.S. Department of State

Office of Foreign Missions

Title: Proctoring Service

Statement of Objectives

1. BACKGROUND

The U.S. Department of State’s Office of Foreign Missions (OFM) was created under the authority of the Foreign Missions Act (FMA) of 1982 and has four distinct missions: 1) employment of reciprocity to ensure equitable treatment for United States diplomatic and consular missions abroad and their personnel through reciprocity; 2) regulation of the activities of foreign missions in the United States in a manner that will protect the foreign policy and national security interests of the United States; 3) protection of the United States public from abuses of privileges and immunities by members of the foreign missions; and 4) provision of service and assistance to the foreign mission community in the United States to assure appropriate privileges, benefits, and services on a reciprocal basis. OFM’s driver’s license program is a tool utilized in support of OFM’s enforcement program.

To aid contractors in the development of a remote driver’s written knowledge testing and proctoring program for OFM, the following describes the current process by which foreign mission members in the U.S. apply for and obtain the Department of State (DOS) driver’s license:

OFM utilizes a web-based system called “eGov” that the foreign missions in the United States use to electronically submit applications to OFM for various services, to include Department-issued driver’s licenses. During the application process, a transaction number is assigned to the application and a supplemental testing form is generated for the applicant to download and print from eGov. This form is used by the applicant to record the results of his/her vision acuity screening, written knowledge exam (administered at the local DMV), and practical/road exam. Not all three exams are required. Once the applicant completes the testing requirements, the completed form is uploaded as an attachment to the transaction and submitted by the foreign mission via eGov to OFM.

OFM has an internal processing and information system called TOMIS in which OFM staff access the missions’ applications by transaction number in order to process them. Completed applications are then nightly transmitted to the U.S. Government Publishing Office for that entity to create and send via USPS the credential directly to that person’s residential address.

2. OBJECTIVE

The Government requires the implementation of a remote proctoring service in order to facilitate the administration of written knowledge exams offered by OFM. The written knowledge exam is a prerequisite for the issuance of a Department of State driver’s license for certain members of the foreign mission community. The goal of this proctoring service is to provide the foreign mission community a convenient and efficient way to obtain the written knowledge exam so that foreign mission members may obtain their Department of State driver’s license.

3. SCOPE OF WORK

The contractor will provide all personnel, resources and supplies necessary to complete the development, deployment, and maintenance of a remote proctoring service for use by foreign mission members from personal computer devices. The contractor is required to maintain the written knowledge examinations provided by OFM, provide a web-based platform to administer the examination, monitor the examination in real time, and provide the proctor’s observations and test results to OFM. Test results should also be provided to the examinee. The contractor shall retain results of the examination for one year from the date of testing for each applicant.
