About this file
This document contains a sample problem set and evaluation guide for a Navy electronic warfare training systems solicitation. The sample problem set outlines requirements for developing a new EW training capability called Project Stingray to support faster detection, identification, targeting, and tracking. Respondents are asked to describe their approach to ensuring the training solution supports use cases outlined in the TSTC LVC CRD, define management and engineering plans for the project with schedules and risks, describe how to identify training and live tracks transparently to trainees, define a testing approach, and communicate the new training capability to end users. The evaluation guide criteria include demonstrating management and technical knowledge, software design and test skills, understanding system and documentation requirements, and providing an executable plan to deliver the training capability.

Attachment L-09 N00024-23-R-5108 Sample Problem:
Our Navy operates in a battlespace that is quickly growing in lethality and complexity. The Navy continues to face extreme challenges with rapidly emerging threats. As part of the fight to maintain superiority, your organization is tasked with developing training for a new EW capability, referred to as Project Stingray.
Project Stingray is a new Combat System software capability that provides the ability to ensure faster detection, more accurate identification, targeting and tracking. This new capability will also make recommendations to enhance the effectiveness of missile dissuasion weapons and tactics. This tactical capability requires the EW operator to analyze system data, make decisions, and disseminate data based on the Stingray software recommendations while ensuring alignment with tactics, techniques, and procedures. The training portion of this project is being developed in parallel with the tactical capability and must be fielded within 18 months.
Address the following:
1 – Describe the approach and associated processes to ensure the training solution will support the TSTC LVC CRD use cases (Attachment L-09, TSTC LVC CRD). Ensure training stakeholders for shipboard and shore-based training needs are addressed. Define, if any, deltas between the solution and use cases. Detail how requirements flow will be addressed. Comment by Simon, James D CIV USN PEO IWS DC (USA): Replace this with LVC Definition and LVC Use Cases as outlined in the TSTC LVC CRD. I would also add the Stingray requirements to the end of this Sample Problem, rather than have another attachment. Comment by Getz, Rebekah R CTR USN PEO IWS DC (USA): Updated reference Comment by Getz, Rebekah R CTR USN PEO IWS DC (USA): @Simon, James D CIV USN PEO IWS DC (USA) - can you provide the signed TSTC LVC CRD that we should use? Rev 2 is in chop I think.
2 – Define the management and engineering planning approach for the project. Include scope, cost and schedule, risk and risk management, resource management, testing, cyber security, safety, and communications anticipated with all participants and users. Include alignment to or recommended tailoring of the TRM Version 3 (Attachment J-10). Develop a draft POA&M including key milestones, external inputs, and critical path for this effort.
3 – In support of LVC training, describe, in technical detail the approach that ensures tracks are internally identified as training or live tracks but using a method that is transparent to the trainee.
4 – Describe a testing approach that will ensure the Stingray training capability is ready for fielding with the Stingray tactical capability. Define risks as well as mitigation strategies.
5 – Detail the approach to effectively communicate the training capability to end users at ship and shore-based commands. Include how to use the training software as well as how to exercise the system appropriately to utilize this new capability.
Evaluation Response Guide
1. Demonstrate the management and technical knowledge required to execute the task.
1. Detail processes and engineering skill sets required.
1. Detail a software design & development capability.
1. Demonstrate an understanding of the system performance requirements.
1. Define the degree of risk associated with the methodology(ies) to be applied to the problem set and analytical techniques the Offeror applies to risk discovery with corresponding risk mitigation.
1. Define the required test and evaluation skills and processes.
1. Detail cyber security compliance requirements and compliance process.
1. Demonstrate an understanding of the documentation and logistics required to support the capability.
1. Detail any differences in your approach to each of the training systems, highlighting any unique interfaces or communications requirements.
1. Detail external resources and products necessary to integrate and deliver the training capability.
The responses to the above should provide a sound and executable path forward to delivering this training capability to the Fleet.
