CONTRACT DATA REQUIREMENTS LIST (CDRL) FOR THE USCG HC‐130J

CDRL GENERAL INSTRUCTIONS SCOPE

This Contract Data Requirements List (CDRL) establishes the required Contractor data deliverables, and their submittal, approval, and distribution requirements.

GENERAL

The Data Item Descriptions (DIDs) (DD Form 1664) specified in the CDRL Block 4 are all "active" at time of contract award. They are available online at the United States Government (USG) Acquisition Streamlining and Standardization Information System (ASSIST). The referenced DID are included as attachments to the respective CDRL DD‐1423.

RIGHTS IN TECHNICAL DATA

In accordance with (IAW) FAR 52.227‐14 Rights in Data (General), the Contractor must convey and deliver unlimited rights to all technical and programmatic data produced under this contract. In addition, the Contractor must convey unlimited rights to all data produced under this contract, but not contracted for delivery.

TAILORED DATA ITEMS

A slash (/) and the letter "T" (e.g., DI‐SESS‐81000E/T) appended to the Block 4 DID number of the DD Form 1423 denotes tailoring of the DID to comply with specific system or program requirements. Thereafter, Block 16 identifies the unique tailoring instructions each applicable DD Form 1423.

MODIFICATION OF DATA REQUIREMENTS

Occasionally during the performance of this contract, the United States Coast Guard (USCG) HC- 130J Long Range Surveillance (LRS) Acquisition Program Management Office (PMO), COMDT (CG-9311) through the Contracting Officer (CO) may unilaterally change the place of delivery and the technical office for any CDRL at no change in contract price. If there is a change in the place of delivery, the Contract must have concurrence with CG-9311 PMO, at which time the CO will provide an extension to the required submittal date.

The following definitions apply to Block 8 of the DD Form 1423:

The use of an "A" in Block 8 indicates that the USG must approve the identified CDRL data. The USG Office of Primary Responsibility (OPR) designated in Block 6 of the DD Form 1423 consolidates USG evaluations and responds to the CG-9311 PMO within forty‐five (45) days after receipt of the data submittal unless specified otherwise within the CDRL.

If Block 8 is blank, or there is an "N" (or an "N/A") in this block, then USG approval for these data items is not required. However, this does not relieve the Contractor of the responsibility of compliance with applicable regulations, standards, procedures, etc. All data submissions are subject to USG review and approval by the procuring agency for departure of said compliance.

The USG will formally respond to the Contractor within forty‐five (45) days after receiving any data determined by the USG as being deficient and/or technically disapproved.

The Contractor must not regard data submittal requirements as complete or fulfilled until the USG determines that all contractual requirements are satisfactory.

When referring to numbers of days for frequency, submittals, and subsequent submittals ‐ all days are "business" days unless otherwise stated elsewhere on the DD Form 1423 or the Statement of Work.

REVISIONS TO DATA SUBMITTALS AND RESUBMITTALS OF DATA

Unless otherwise specified, the Contractor must revise and resubmit disapproved data within thirty

(30) business days after receipt of the official CG-9311 PMO notification. If the Contractor determines that they cannot resubmit within the initial thirty (30) days, then the Contractor shall notify the USG in writing prior to the due date, and establish a new suspense date.

If "ASREQ" (As Required) appears in Block 13 of the DD Form 1423 with no explanatory remarks in Block 16, the Contractor must revise data as necessary to maintain the data's currency and accuracy.

DATA PREPARATION

Data submitted by the Contractor must conform to the quality requirements specified on the CDRL for each item. If the data preparation instructions contained in Block 16 of the DD Form 1423 are different from the instructions contained in Block 10 of the DID, the DD Form 1423 Block 16 instructions shall take precedence.

DOCUMENTATION MARKING

Documents must be marked on the cover page with an appropriate corresponding distribution statement prior to submittal.

Submitted data is subject to the distribution statements of DD Form 1423, Block 9.

As annotated in Block 9 of the DD Form 1423, the following distribution and warning statements shall apply to all data acquired under this contract:

"DISTRIBUTION STATEMENT A" ‐ Approved for public release; distribution is unlimited.

"DISTRIBUTION STATEMENT B" ‐ Distribution authorized to USG agencies only. The HC‐ 130J Acquisition Program Office (CG‐9311) will review and approve or disapprove all other requests.

"DISTRIBUTION STATEMENT C" ‐ Distribution authorized to USG agencies and their Contractors. The HC‐ 130J Acquisition Program Office (CG‐9311) will review and approve or disapprove all other requests.

"DISTRIBUTION STATEMENT D" ‐ Distribution authorized to the Department of Homeland Security (DHS) and DHS Contractors only. The HC‐130J Acquisition Program Office (CG‐9311) will review and approve or disapprove all other requests.

"DISTRIBUTION STATEMENT E" ‐ Distribution authorized to DHS Components only.

"DISTRIBUTION STATEMENT F" ‐ Further dissemination only as directed by the HC‐130J Acquisition Program Office If the Contractor or the USG requires an export then either party may include the following statement on the document:

"WARNING ‐ This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, USC, Sec 2751, et seq) or the Export Administration Act of 1979, as amended, Title 50, USC, App 2401, et seq.

Violations of these export laws are subject to severe criminal penalties.

Dissemination shall be in accordance with provisions of DoD Directive 5230.25."

The Contractor must not provide copies of any data acquired under a CDRL to activities not specifically identified in the distribution block of the CDRL without written USG approval from the

C-130J USCG HC‐130J PMO (CG‐9311).

Formatting and Content Method of Transmittal

In addition to DD 250 requirements (where applicable), DD Form 1423, Block 7, shall specify data transmittal requirements.

Unless otherwise specified on the DD Form 1423, the Contractor must deliver data items using electronically via an online Data Management System. The Contractor shall use email (see table below) for delivery notification of data deliverables.

Letter of Transmittal (LT) ‐ The Contractor may satisfy the requirement for "LT" delivery via electronic message (e.g. email with attachments or embedded hyperlinks). The message shall convey all contractually required information, including signature and electronic signature. The letter of transmittal and/or notification shall include as a minimum:

For electronic message notifications, the Contractor shall include notification of all the applicable required recipients (as identified in Block 14 of the DD Forms 1423).

The Contractor shall ensure receipt of transmittals via email delivery notifications. Deliveries without email delivery receipts are not deliveries.

Unless otherwise specified in Block 16 of the DD Form 1423, the data submittal date is the date of letter of transmittal. If the scheduled delivery date of any data item falls on a weekend (Saturday or Sunday), or Federal holiday, the next scheduled delivery date for the data item and tracking record will reflect the following business day after the weekend or Federal holiday.

For each data item in the CDRL, the Contractor shall clearly state in the final transmittal letter that this is the last submittal being made and that all contractual requirements concerning that data item have hereby been fulfilled.

The Industrial Security Manual shall govern the submission of classified data.

When the same documentation is required on multiple contracts, the Contractor shall provide only one data submittal per addressee lAW Block 14 of the applicable DD Forms 1423. When updates are required on one contract and not any other, then all addressees will receive the updates to the documentation lAW the CDRL Block 14 distribution requirements.

Unless otherwise specified with the applicable DD 1423, all data deliverable shall be compatible with the Microsoft Vista Operating System, Internet Explorer 9, and Microsoft Office 2007 applications.

For TIMs and PCAs, the agendas must include CG-9311 PMO coordinated and approved entrance and exit criteria consistent with approved Integrated Master Schedule (IMS).

Blocks 8, 10, 12 and 13: Preliminary copies of the agenda must be submitted NLT 20 business days prior to each scheduled review, audit, and/or meeting.

Final agenda and charts must be submitted NLT 4 business days prior to the scheduled review, audit, and/or meeting.

The USG recognizes that minor updates due to last minute changes to agenda and presentation materials may be necessary. If there are changes, final presentation materials must be published with the meeting minutes.

At each Contractor-hosted meeting, the Contractor must provide each USG attendee with unrestricted wireless (Wi-Fi) Internet access. The Contractor Internet provision must provide an aggregated throughput of not less than 10 million (M)-bits per second (Mbps) downlink, and 5 (Mbps) uplink.

Block 4: The minutes must be Microsoft Word 2007 compatible and comply with the Block 4 DID.

In addition, the requirements of DI-ADMN-81250B are extended and amended as follows:

The Minutes document must consist of three (3) major sections. The Contractor may include other major or minor sections if required to fully clarify the meeting results or background.

Section 1 - Table of attendees with the following data elements:

Attendee’s names, organizations, email addresses, primary telephone numbers.

Section 2 - Table format; if the minutes include PowerPoint presentations, the Contractor must index the discussions, remarks, conclusions, and resulting action items to the relevant slide number or title. At a minimum, the minutes Section 2 table must contain four fields:

1. Presentation Title

2. Slide or Document Index

3. Discussion summary with relevant decisions

4. Resulting action items with action assignee and target completion date

Section 3 - Remarks/Notes: Attendees may include pertinent remarks or notes.

If meetings include distributed printed material, the Contractor must index the comments/actions to the relevant document paragraph or page number.

Should there be no point of reference (slides, electronic documents, printed materials, photos, etc.), the Contractor must enter the topic of discussion in each index field.

The Contractor must record and deliver minutes for all scheduled programmatic and technical meeting.

Block 12: All minutes must be submitted within 7 calendar days after completion of the meeting for CG-9311 PMO approval, review, and comment.

Block 14: The Contractor must provide minutes to each meeting attendee.

Block 4: Deliver in Microsoft Project 2016, Adobe PDF (searchable), & Microsoft Excel 2016 compatible formats.

The Contractor must develop, maintain, and update the IMS throughout the performance of the contract; the CG-9311 PMO will approve the format and level of information provided.

The Contractor's IMS will present up to five Production WBS levels.

The IMS must include USG Inspection Hold Points that coincide with WBS levels corresponding to major subsystem installation and checkout. The Hold Points shall be subject to CG-9311 PMO approval.

The Gantt Chart view must clearly depict the project's critical path in a BOLD blue color.

Each submittal must include a spreadsheet with data elements clearly indicating changes in task completion, milestones, and completion percentages.

The Contractor’s IMS must provide all significant project milestones, production schedules, test schedules, key events, and contract deliverables.

The Contractor must notify the CG-9311 PMO of delays to completion of Program Milestones (those events with a duration of zero (0) days within the IMS) exceeding one (1) day.

The Contractor must notify the USG within 48 hours of Contractor schedule change acceptance.

The Contractor must update the IMS as updates occur.

The IMS updates must clearly annotate and highlight all changes since the last IMS update.

The IMS must display the original baseline, actual, and current estimates for completion.

Blocks 10, 12, and 13: Initial submittal shall be provided 30 calendar days after contract award. Subsequent submittal must be monthly thereafter and within 10 calendar days after the end of the reporting month.

The Contractor must prepare a Request for Deviation documenting any departure from the CG-9311 PMO approved specification wherein a change to that specification is deemed not warranted. The deviation shall also contain:

a. A Safety Impact Assessment, completed using Task 303 of MIL-STD-882E as a guide, and

b. An evaluation of the effect of the total safety impact of all existing deviations to the aircraft.

Contractor must use MIL-STD-973 Notice 5 (or newer) as a guide when determining applicability as a deviation.
