Naval Sea Systems Command is seeking proposals on behalf of the U.S. Navy and Foreign Military Sales Boats and Craft Program Office. The dry dock will support maintenance availabilities for LCS 1, LCS 2, DDG 51, CG 47, LSD 41, and LSD 49 ship classes. It must be capable of operating in San Diego, Hawaii, and the Pacific Northwest. The dry dock will have a minimum clear width of 122 feet, depth from pontoon deck to maximum ballasted waterline of 39.25 feet, and maximum ballasted depth of 54 feet. 1.000 SCOPE 2
This Performance Specification (PSPEC) defines the requirements for the Auxiliary 3 Floating Dry Dock Medium Replacement (AFDM). The AFDM craft will be a floating 4 dry dock capable of conducting Chief of Naval Operations maintenance availabilities for 5 the following ship classes: LCS 1, LCS 2, DDG 51, CG 47, LSD 41, and LSD 49. The 6 AFDM craft will be operated in benign threat environments primarily at Navy Regional 7 Maintenance Centers and will be capable of being relocated to meet future Fleet 8 maintenance requirements. Included in this PSPEC are the mission, capabilities, major 9 systems requirements, interfaces, environmental constraints, and interchange 10 requirements. This specification establishes overall system requirements to guide the 11 Contractor in the subsequent engineering and development of more detailed 12 specifications. 13
2.000 DOCUMENTS 15
The following standards and documents are specified in this PSPEC. While every 16 effort has been made to ensure the completeness of this list, the Contractor is required to 17 meet all specified requirements documents cited in this PSPEC, whether or not they are 18 listed in this section. Compliance with referenced documents is mandatory even where 19 the referenced document may use terms similar to “recommendation”, “guideline” or 20 “guidance” in their title or text. 21
Order of precedence - In the event of a conflict between the text of this document 22 and the references (other than Regulatory Body requirements) cited in this document, 23 the text of this document takes precedence. First tier references take precedence over 24 sub-tier references in the event of a conflict. Nothing in this document shall supersede 25 applicable laws and regulations unless a specific exemption has been obtained. Silence 26 of one document with respect to details or requirements in another document shall not 27 be considered an inconsistency. 28
Effective issue - Where first tier references, such as Regulatory Body requirements, 29 are referred to, the AFDM craft, as delivered, shall comply with all applicable 30 Regulatory Body requirements in effect at contract award. In addition, the AFDM craft 31 shall comply with all Regulatory Body requirements formally approved by contract 32 award but scheduled for implementation prior to the scheduled delivery of the first craft. 33
First Tier and Sub-tier Reference - Any referenced document that is directly cited 34 for use or application by an identifying number or name in this PSPEC is a first-tier 35 reference for each particular use or application for which it is so cited. Any document 36 that is cited in a first-tier reference, or in a document referenced therein, is a sub tier 37 reference. A document that is a sub tier reference in one application may also be a first-38 tier reference in another application when it is cited directly. 39

2.300 DEFINITIONS 31
Adjacent or Adjacent Space(s): Where referring to multiple spaces, adjacent means that the spaces 33 share a common bulkhead or boundary without direct access between the spaces, or the spaces are 34 located directly across a passageway from each other. 35 The terms “as approved,” “to approve,” “approved,” “as required,” and “required” mean the 36 approval by, the requirements of, or the selection of the Government. Additionally, the terms 37 “approved” and “required” may also mean approved or required by a Regulatory Agency or 38 Regulatory Body. Wherever these terms are used without further qualification, it is the approval, 39 decision, or direction of the Government or Regulatory Bodies, as appropriate that is required. 40 Approximate: Where the term “approximate” or “approximately” is used, it means that 41 delivered performance, parameter, or characteristics shall be within 10% of the specified value, 42 except where an upper or lower bound on the specified value is provided. 43 Contractor: The firm that holds the prime contract with the Government for design and 44 construction of the vessel. 45 Dedicated: When used to describe a space, dedicated means that the space serves a single purpose 46 and does not contain any outfitting, equipment, and controls which do not serve the purpose of that 1 space. When used to describe systems or equipment, dedicated means that the item serves a single 2 purpose. 3 Government: The United States Government, and the Owner of the vessel. 4 Herein: Wherever the term "herein" is used, it is intended to mean in any section of these 5 Specifications, including Appendices. 6 Installed, Furnished, Fitted, or Provided: The Contractor shall procure, install, inspect, and 7 perform other work necessary to ensure systems, subsystems, equipment, and their support systems 8 and structure are capable of performing their intended function, as appropriate, unless otherwise 9 specified. 10 Machinery Space: Spaces classified as machinery spaces by the Regulatory Bodies such as, pump 11 rooms, motor rooms, and spaces containing sewage, oil, and solid waste transfer, electrical 12 equipment, combustible engines, and processing equipment. 13 Marine or Marine Grade: Constructed of materials unaffected by moisture, sea spray, extremes of 14 temperature, and other hazards of the marine environment, and has been designed and constructed to 15 perform its intended function in the marine environment conditions, plus the dynamic motions and 16 cyclic loads imparted in a marine environment. The item must further be designed and constructed 17 for ease and safety of operation under dynamic conditions and must require minimum maintenance. 18 Maximum Extent Practical: Capable of or suitable within the capacity of available resources to 19 being used or put into effect. 20 Normal Working Spaces: Spaces where personnel will be involved in prolonged periods of 21 activity, including: 22 Control House 24 Offices 25 Machinery Spaces 26 Storerooms 27 Or equal: Equipment, machinery, or an item of material that performs the same function as one 29 named by the manufacturer or trade designation is of equivalent quality and similar 30 construction. Where equipment is specified herein by manufacturer's name, make and model 31 number, the Contractor may provide equivalents to these equipment when the term “or equal”, or 32 “or similar” is used. For the substitute item to be acceptable, the item shall have the following 33 attributes: 34
a. Meeting the performance and logistic support requirements specified herein, including the noise, 36 vibration, and Electromagnetic Interference (EMI). 37
b. Possessing similar: 38
