SUMMARY OF WORK

Renovate Creative Resources and West Pond

National Conservation Training Center Shepherdstown, West Virginia

May 12, 2020

1 BACKGROUND

1.1 The National Conservation Training Center (NCTC) is an active training facility for the U.S. Fish and Wildlife Service. The main campus at NCTC was built between 1994 and 1997 and was placed in service in 1997. This includes all of the buildings and infrastructure except for the Ding Darling Lodge (H2), Murie Lodge (H4), and the Guardhouse (GH).

1.1.1 Ding Darling Lodge was completed in 2002.

1.1.2 Murie Lodge was completed in 2003.

1.1.3 Guardhouse was completed in 2008.

1.2 The majority of buildings on this campus were constructed or installed circa 1994 to 1997.

2 OBJECTIVE

2.1 Each year the U.S. Fish & Wildlife Service (Service) experiences changes in how it operates. The advent of digital technology reduced the need for large open areas for archival storage, as well as smaller specific designed spaces set aside for darkrooms and microfiche spaces. This project will convert some of that space into office and meeting areas.

As such, the Contractor shall provide all construction services as required to modify the following spaces:

2.1.1 Task 1 – Renovate areas within the Creative Resources building first and ground floors, and West Pond ground floor, to fulfill the need of additional and future office space.

Renovate the Creative Resources admin waiting room, Room 129, into office space with the northeastern corner wall having a 45 degree partition for the door. Door to be of similar wood and glass rail/stile design and finishes as used throughout the rest of the

Summary of Work Page 2 of 9 facility. Modify HVAC, sprinkler, electrical and lightig requirements as necessary. Add communications and data cabling.

Bring renovated areas up to current code requirements.

Modify Room 133, media storage room into additional offices along the northern wall. A total of 5 offices, 4 similar size and 1 larger, spaced along the north wall with the windows. Front wall and door to be of similar wood and glass rail/stile design and finishes as used throughout the rest of the facility. Modify HVAC, sprinkler, electrical and lighting requirements as necessary. Add communications and data cabling. Bring renovated areas up to current code requirements.

Modify Rooms 134, 135, 136, and 137 into 3 offices and one small storage closet. New windows to be placed in all 3 offices along the southern wall. Install new window in room 138. Modify HVAC, sprinkler, electrical and lighting requirements as necessary. Add communications and data cabling. Bring renovated areas up to current code requirements.

Modify Room 124 to add a wall and door on the north side. Office wall and door to be of similar wood and glass rail/stile design and finishes as used throughout the rest of the facility. Modify HVAC, sprinkler, electrical and lighting requirements as necessary. Add communications and data cabling. Bring renovated areas up to current code requirements.

Install new windows in Rooms 108, 109 and 111 along south wall.

Modify Room 113, 114, 115 and 118 to make better use of existing spaces. Add a new conference room and office along the west side of corridor 113. Add new windows (match existing) to the end of hallway 113 as well as the east walls of rooms 114, 115 and 118.

Double entrance and glass rail/stile on the east, west and south walls of the new conference room. Partition walls will be deck to deck with ACT ceilings at 9’ AFF. Modify HVAC, sprinkler, electrical and lighting requirements as necessary. Add communications and data cabling. Bring renovated areas up to current code requirements.

Install new window in room G27 on ground floor. Window to match existing along ground floor northern wall.

Modify West Pond room G105N. Remove current office partition wall and divide area into 2 equal size offices with separate entry doors.

3 PROJECT DESCRIPTION

Design work shall consist of:

3.1.1 Assess the existing condition and operability of each proposed area of construction. Utilizing best practices, design the spaces for the most usable end product.

3.1.2 Provide recommendations and associated costs for:

Each office area as detailed above.

Identify existing HVAC, Electrical, Life Safety and Communications/Data for inclusion and/or modification into a working space.

Recommend any additions or changes to the above tasks and drawings to make the spaces more usable.

3.1.3 Provide design work and construction documents for the approved recommendations.

3.1.4 The design shall include a requirement for testing accuracies of any new equipment and commissioning of any new systems.

4 SERVICES TO BE PERFORMED

4.1 The A-E shall provide final design services including construction plans and specifications for this task. The A-E is responsible for preparing the designs within the available funding for construction, in accordance with FAR Clause 52.236-22, “Design Within Funding Limitations.”

Available construction funds for these tasks are:

Task 1 – Design: Renovate Creative Resources Building First Floor Spaces $ 200,000

4.1.1 Budgeting Strategy – In the event the design has the potential to exceed the construction budget, the A-E shall develop a contract options strategy to reduce or meet the budget.

4.1.2 Cost Estimate: The A-E shall prepare a construction cost estimate for each task at each design stage.

4.2 Provide field investigations to verify all structural components, building materials, locations and sizes of ductwork, piping, electric service, architectural layout, and other features as required to complete the design.

4.3 Construction Plans: As a minimum, the documents shall include the design and detailing of architectural and MEP elements, plans, schedules, wall sections, conduit sizes, conductor sizes, demolition plans, work sequence plans, etc.

Design documents shall use the naming conventions and nomenclature already established by the original design documents.

4.3.1 The Government can provide a complete set of original construction drawings in TIFF format, which reasonably represent the as-built conditions. Attached to this statement of work are the major pertinent original construction drawings related to these projects. A general site plan and basic floor plans for all buildings can be provided in AutoCAD, however they are not “as-built” files.

4.4 Construction Specifications: Specifications shall be based on the standard

Unified Facilities Guide Specifications (UFGS), compiled using the SpecsIntact program. The SpecsIntact program is a free government program and can be downloaded at: https://specsintact.ksc.nasa.gov/Index.shtml.

4.4.1 The government will provide applicable Division 1 specifications, which the A-E will incorporate within the final set of construction documents.

The A-E will provide Division 1 commissioning.

4.4.2 The A-E will provide specifications outside of Division 1, and shall include all of the applicable sections that adequately describe the materials and construction requirements for the project. The A-E shall include a bid schedule listing the pricing items identified by the contracting officer and a submittal register of all submittals required on the project.

4.4.3 Technical submittals of materials incorporated into the original NCTC project construction are available to assist in the A-E’s design upon request.

4.5 Error and Omissions: In accordance with FAR 36.609-2(b) and 52.236-23 the

A-E is responsible for quality control which includes ensuring the technical accuracy, completeness, and correctness of the design, cost estimate and all architectural and engineering aspects and details. The A-E is required to support the Government should errors or omissions in the documents create problems in bidding or administering the contract for construction. Summary of Work Page 5 of 9 the A-E shall take whatever form is necessary to correct the errors or omissions in the original documents. The corrections shall be done in a timely manner at no additional cost to the Government. The A-E shall incorporate amendment changes on the original drawings and/or CADD drawings when requested to do so after the bidding process at no extra cost to the Government. Also, during the bidding period, the A-E is required to assist in answering all bidders’ inquiries pertaining to the design. If clarifications are required, the A-E will prepare the required amendment. The A-E, however, shall not receive or respond to any direct inquiries from bidders. All inquiries or responses shall be through the FWS Contracting Officer.

5 CONDUCT OF WORK

The primary points of contact as Design Team Leader (DTL) for the Government will be Jim Miller @ 304-876-7409 or Teresa Walter @ 304-876-7317.

During the performance of this contract, the contractor will maintain close liaison with the COR who will coordinate the work with the facility and other concerned parties. The A-E will:

5.1 Execute the work diligently and aggressively, and promptly advise the DTL of all significant developments.

5.2 Contact the facility prior to starting his field investigation and coordinate subsequent visits to the facility with the appropriate facility personnel. Records of all visits to the facility shall be kept by the A-E and will be provided to the DTL upon request.

5.3 Prepare complete minutes of each meeting and significant telephone conversation with Government representatives, and furnish a copy to the DTL and to all participants within seven working days of the conference. All minutes will also be included in the final design analysis report.

5.4 Take appropriate measures to obtain clarification of design criteria requirements, to acquire all pertinent design information, and to incorporate such information in the work being performed. These actions will be accomplished through the DTL.

5.5 Not react to any instructions from the facility or using agency that will affect the scope of the project or deviate from facility and/or standard industry standards without first seeking and obtaining direction from the DTL. The A-E will not perform any additional services without prior written authorization of the Contracting Officer.

6 ECONOMY OF DESIGN

The A-E will prepare all designs in the most economical method appropriate. Unnecessary refinement and embellishment will be avoided. The DTL will advise of current standard finishes used throughout the facility that should be used in design. Throughout the design, the A-E shall analyze each of the various disciplines or work for the purposes of achieving the required mission or function at the lowest overall cost consistent with desired performance and quality requirements. In some cases, the A-E may determine significant savings are possible by changing standard criteria. The A-E will notify the DTL in writing of these possible variances and savings but shall continue the design employing standard criteria until directed to do otherwise.

FACILITY CONSTRUCTION PERIOD REQUIREMENTS

The following requirements shall be incorporated into the project design documents:

6.1 Normal Business Hours – Monday through Friday, 7:00 am to 5:00 pm.

6.2 The contractor must remain flexible and realize that it does not have exclusive use and access to the work areas during performance of the contract.

6.3 Power outages will be kept to a minimum and must be coordinated with the

Government. The Contractor will give the government a minimum 72 hour notice before any scheduled outage. It is likely that most power outages will be required to take place after normal business hours or during the weekend.

6.3.1 The Contractor may be required to provide back-up power to the PBX room within I-East for any scheduled outages.

6.3.2 Depending on event schedules, time of day, expected duration, etc. the Contractor may be required to provide back-up power to the Central Plant, WTP, WWTP, lodges, etc.

6.4 Facility Events - From time-to-time there are various public events held at the facility. Contractor shall adjust his work schedule and work areas as directed by the Government.

6.5 Coordination Meetings - In addition to other meetings required under this contract, coordination meetings shall be held as required with the Government to discuss the schedule, work hours, working on weekends, etc.

6.6 General - The schedule and sequencing of all work will be closely coordinated with the Contracting Officer’s Representative.

6.7 Construction Solid Waste Disposal

6.7.1 All construction debris other than recyclable metals shall be removed and disposed off-site.

6.7.2 All recyclable metals that are removed during demolition shall be placed in the appropriate bins located the Support Services building.

7 DESIGN CHARRETTE & ASSESSMENT REVIEW:

The A-E shall meet with the Government at NCTC to discuss the various ways to meet the design objectives for all of the tasks as described in this scope of work. The design charrette process shall consist of two separate meetings:

7.1 Initial - The A-E shall visit the site and meet with the Government representatives to review the existing conditions and gather information required to support the design, the required assessments and the design charrette.

7.2 Charrette – The A-E shall present the charrette. At the charrette, the A-E shall be prepared to discuss costs and the pros and cons of each potential solution. The purpose of the meeting is to select the design direction.

8 DESIGN SUBMITTALS:

The following services shall be proposed for this task:

8.1 Fifty Percent Submittal: The A-E shall submit two (2) hard copy sets of the construction plans (half-size) and specifications outline to the Government for review and comment at 50% completion. Included with the design package shall be cost estimate(s) and an electronic copy (Adobe PDF) of all of the documents.

8.1.1 One (1) copy of the Design Analysis - To include all calculations, criteria, and design references, assumptions, and design values should be presented. All key design decisions will be discussed including presentation of economic factors. The design analysis should be complete and well organized so that a person not familiar with the project can still follow the A-E's thought process on a step-by-step basis. The scope of work will be included at the beginning of the design analysis as well as a table of contents. Narrative discussion of the scope, background, design alternatives, solutions, and field findings should be included. The analysis will also discuss any energy conservation opportunities observed by the A- E during the course of the design development. Generally, proprietary materials, systems, and processes will not be specified nor competitive

Summary of Work Page 8 of 9 items used in ways that might be restrictive to competitive procurement.

In the event that such use may be warranted, the A-E shall provide a suitable rationale so the DTL can secure the necessary approvals. The A- E shall alert the DTL as soon as the need for proprietary items becomes evident to allow the DTL the maximum possible time to secure necessary approvals. The A-E shall ensure that the competitive items satisfying the design requirements also comply with the construction contract clause entitled "BUY AMERICAN ACT - - CONSTRUCTION MATERIALS."

8.2 Ninety-five Percent Submittal: The A-E shall submit two (2) hard copy sets of the construction plans (full-size) and specifications to the Government for review and comment at 95% completion. Included with the design package shall be cost estimate(s) and an electronic copy of all of the documents

8.3 Final Submittal: The A-E shall submit the following:

8.3.1 Two (2) sets of the full-size construction plans.

8.3.2 Two (2) sets of the half-size construction plans (if full-size construction plans are ARCH B (12” x 18”) or larger).

8.3.3 Two (2) sets of contract specifications.

8.3.4 One (1) compact disk containing:

The full set of contract drawings in AutoCAD 2019 format and Adobe PDF, full size sheets.

The project specifications in MS Word and Adobe PDF.

Construction cost estimate in Adobe PDF.

8.3.5 One (1) copy of the construction cost estimate.

9 CONSTRUCTION PERIOD SERVICES

The following services shall be proposed separately for Task 1:

9.1.1 Optional Services:

A-E Shop Drawing Review: A-E shall be responsible for reviewing all technical submittals and shop drawings submitted by the construction contractor as based on the approved submittal register developed during the design process.

Construction Consultation: A-E shall be available for consultation to the Government during construction for any technical issues that may arise.

Site Visits: A-E shall provide up to two (2) site visits for this task (may include possible participation in system commissioning, a final inspection, etc.) during construction as a per visit cost that may or may not be exercised by the Government. The per visit rate will be defined in the A-E’s proposal and will be a bid option in the A-E contract. Approval for the visits will be coordinated with the Contracting Officer. Written reports shall be provided that document the site visit results, issues encountered, and recommendations for any corrective actions.

9 CONSTRUCTION PERIOD SERVICES
The following services shall be proposed separately for Task 1:
9.1.1 Optional Services:
9.1.1.1 A-E Shop Drawing Review: A-E shall be responsible for reviewing all technical submittals and shop drawings submitted by the construction contractor as based on the approved submittal register developed during the design process.
9.1.1.2 Construction Consultation: A-E shall be available for consultation to the Government during construction for any technical issues that may arise.
9.1.1.3 Site Visits: A-E shall provide up to two (2) site visits for this task (may include possible participation in system commissioning, a final inspection, etc.) during construction as a per visit cost that may or may not be exercised by the Gove...

10.5 Ninety-Five Percent (95%) 85 days after award

10.7 Final Design Submittal 120 days after award
10.8 Bid Phase Assistance 135 days after award
