About this file
This document contains questions and answers regarding a request for information (RFI) for construction services to renovate the creative resources and west pond areas at the National Conservation Training Center (NCTC) for the Department of the Interior Fish and Wildlife Service. The total proposed price must be included using Standard Form 1442. A bid guarantee is required in addition to a bonding/surety letter. There are no liquidated damages associated with the project. Responses to RFI questions will not be issued as amendments, but the agency program manager is awaiting responses to questions from other prospective offerors. Clarification is provided that no additional work is required for the exterior wall or cubicle circuits beyond what is shown in the drawings. Management and construction approaches can be identical in the project work plan and progress schedule submissions without penalty.

2. Please confirm that only a bonding/surety letter is needed. Bid Guarantee is not required.
A2: Please refer to SF1442 pg 3 of 4-Bid Quarantee required.
3. Are there any liquidated damages associated with this project?
A3: No, liquidated damages associated with this project.
4. Will RFI Questions/Responses be issued to all bidders via Amendment for equal bidding?
A4: No amendment yet, I'm waiting for our agency internal Program Manager to respond to several other prospective offerors RFI's.
Drawing E-1-2 (sic…guessing 102?) shows existing to remain without panel/circuit numbers.
E-104 shows existing to remain WITH circuit numbers.
Outside of the new work on the right side of that drawing and the new lighting, there should be no additional work on the exterior wall or involving cubicle circuits.
Yes, that is correct.
Proposed Progress Schedule requires a description of the management approach and construction approach
1. Schedule Format: Please advise whether we use Gantt Chart or other format for the Schedule.
-RESPONSE I: Gantt Chart or other format for the Schedule is acceptable.
2. Narrative requirement for Subfactor 2 Progress Schedule: Subfactor 1, Project Work Plan (p.40 of RFP), has the same requirement as Subfactor 2. Subfactor 1 states: "The offeror shall provide a Project Work Plan, limited to five (5) pages, which describes its management and construction approach for described in the specifications. This Project Work Plan shall include a narrative that describes your firm’s approach to completing this project including any assumptions made..." Will offerors be penalized if they provide the identical response for management and construction approach in both Subfactor 1 and 2. ?
-RESPONSE 2: No offerors will not be penalized if they provide the identical response for Management and Construction Approach in both Subfactor 1 and 2.
