ATTACHMENT H – ONBOARDING TASK ORDER ICSP
PERFORMANCE WORK STATEMENT
INTEGRATED CRITICAL STAFFING PROGRAM (ICSP)
ONBOARDING SUPPORT TASK ORDER
(This Task Order meets or exceeds the minimum guarantee established for ICSP.)
1. Introduction: The Integrated Critical Staffing Program IDIQs will support the needs of all VHA program offices, Veterans Integrated Service Networks, VA Medical Centers, and other VHA organizations. The IDIQ is a resource to support implementation and healthcare staffing requirements at all levels of the VHA. This acquisition includes comprehensive Occupational Series which include clinical and non-clinical occupational series and program management and other support services, any of which can be integrated into a single task order to reduce the risk to the Government and ensure complete solutions to complex programs. Task orders against this IDIQ will require contractor support for vast and complex healthcare programs and facilities. Some task orders will require on demand services, to fill emergent staffing needs, while others will provide staffing coverage for specific periods of time to allow normal recruitment and onboarding processes to proceed without gaps in Veteran access to timely and high-quality health care and other services. Other task orders may provide staff for ongoing program management and other support needs that allow VHA to accomplish its strategic goals and objectives.
2. Scope: The purpose of this Task Order (TO) is to identify one onboarding personnel to assist with all program office level tasks related to onboarding new staff to this IDIQ. It is anticipated that there will be multiple requests at different VISNs, VA Medical Centers and VHA Organizations with a varying level of support in the 3 occupational categories (OCs) identified in the IDIQ. The VA is requesting that the VITAL identifies one individual that will manage all Onboarding requirements.
3. Task Statement: The IDIQ Onboarding Liaison will be required to
1) Manage all new contractor requests
2) Work with the program office to identify and incorporate best practices for enterprise-wide onboarding
3) Direct and track all package requirements such as fingerprints, documents, trainings, Credentialing and Verification packages.
4) Gather all required documents (TMS Certificates, Fingerprints, 306, 710, Self-Certification, Contractor Rules of Behavior, HIPPA)
5) Manage onboarding SharePoint or onboarding dashboard that is established.
6) Work directly with the IDIQ COR, TO CORs to continue to move packages until fully onboarded.
4. Labor Category: This task order will include an IDIQ Onboarding Liaison (expected to be a Project Manager Jr or Program Analyst Jr.) required to have more than 1 year experience supporting the onboarding function within VHA, in addition to the LCAT requirements in Attachment A.

7. Period of Performance:
Base Period: Sept 30, 2023 – Sept 29, 2024 (Anticipated)
8. Type of Contract.
This will be a Labor Hour Task Order with a $50,000.00 ceiling. Hours in excess of the NTE amount (if necessary) are considered the cost of doing businessand will not be billed or recouped from the Government.
9. Place of Performance. The primary place of performance will be contractor location. However, the contractor shall be available to report to 810 Vermont Ave NW, Washington, DC 20420 upon request. The specific place of performance requirements will be detailed in the project scoping.
10. Travel. There is no travel expected for this TO.
11. Government-Furnished Information, Equipment, and Facilities. GFE is available with specific justification by the COR for pick-up at VHA facility coordinated through COR.
12. Security Requirements. The position sensitivity and the level of background investigation commensurate with the required level of access for the following tasks within the Performance Work Statement are:

The Tasks identified above, and the resulting Position Sensitivity and Background Investigation requirements identify, in effect, the Background Investigation requirements for Contractor individuals, based upon the tasks the Contractor individual will be working. The submitted Contractor Staff Roster must indicate the required Background Investigation Level for each Contractor individual based upon the tasks the Contractor individual will be working, in accordance with their submitted proposal.
All Contractors and Contractor personnel shall be subject to the same Federal security and privacy laws, regulations, standards and VA policies as VA personnel, including the Privacy Act, 5 U.S.C. § 552a, regarding information and information system security. Contractors must follow all security and privacy requirements, per Attachment D - VA Information and Information System Security/Privacy Requirements. During active performance Contractors and Contractor personnel are responsible for maintaining compliance with VA policies. Specific stipulations for rapid response task orders will be included there within. The C&A requirements do not apply, and a Security Accreditation Package is not required. Any and all VA sensitive information that pertains to a requirement in a specific task order will be contained to VA systems and networks.
13. Key Personnel.
IDIQ Onboarding Liaison demonstrating more than 1 year experience supporting the onboarding function within VHA, in addition to meeting the LCAT requirements of the IDIQ (expected to be a Project Manager Jr or Program Analyst Jr.). The IDIQ Onboarding Liaison will interface with the Government Program Office in supporting the onboarding function.

The CPARS Management rating will be based on the cumulative monthly average score for all deliverables to be met for the period of performance. The table below outlines the range of scores per rating category.

The Contractor’s performance on this task order will be reported on an annual basis to the Contractor Performance Assessment Reporting System (CPARS). Poor performance may result in issuance of a Contractor Discrepancy Report (CDR). The CO and COR will make use of information from CDRs, as well as any additional knowledge and information available to them with respect to the contractor’s performance, to complete the CPARS. The Government will not pay for services that do not conform or do not meet performance standards or have not been properly rendered. The contractor will be given an opportunity to correct non-conforming services at no cost to the Government if the services are non-conforming or the contract requirement is unacceptable.
