About this file
This is a Mandatory Requirements Checklist (Attachment E) for RFP 758 2700000012 related to Kentucky's HCM ERP System Replacement - Phase 1 project. The checklist establishes mandatory compliance requirements that proposals must satisfy to be deemed responsive and eligible for contract award. Proposals offering only software or only services will be considered non-responsive. The procurement requires a partnership model in which Systems Integrators (SIs) must partner with a single Software Service Provider (SSP) to submit joint proposals owned by the SSP, with each SSP partnering with only one SI and submitting a single proposal. All proposed software components must be fully integrated and provided by the same SSP, with the SSP responsible for ensuring FedRAMP compliance and providing hosting services for five instances covering sandbox, development, preview, production, and training environments for both pre-production and production infrastructure.
The SI must provide a fixed fee price for implementation and deployment services, with the Statement of Work to be finalized as part of the final Agreement with the Commonwealth. Implementation must include all relevant Business Analytics & Reporting and Mobility capabilities while ensuring security, compliance, and integration to the Commonwealth's other enterprise systems. Vendors and subcontractors must comply with the Commonwealth Office of Technology's AI Policy (CIO-126), with AI usage requiring approval from COT and the AI committee; vendors must promptly notify the Commonwealth of any known issues, risks, or incidents arising from AI use. Additionally, awarded vendors must cooperate fully with the IV&V (Independent Verification and Validation) vendor by providing timely access to project artifacts, environments, documentation, and personnel, participating in IV&V meetings and checkpoints, and responding to IV&V findings and recommendations within mutually agreed timeframes while supporting transparency in project status, risks, and issues.
