About this file

This document is Amendment #1 to RFP 6206 for an Inmate Phone System issued by the Department of Corrections (DOC). The amendment extends the RFP due date to October 12, 2017 at 3:00 pm CST, while maintaining the vendor conference on September 21st at 1:00 CST and likely delaying vendor demonstrations by two weeks. The amendment modifies several sections including requirements for vendor references, clarifications on debit and pre-paid account services, and updates to the cost proposal format requiring submission of an amended Attachment A spreadsheet.

The contract seeks inmate phone services with specific requirements for debit services and pre-paid account capabilities for billing collect calls from DOC inmates. The DOC will receive a 30% commission rate, and cost proposals must include the full cost of commissions payable to DOC while being evaluated based on lowest total cost to inmates rather than commission amounts. The amendment requires vendors to indicate additional charges for billing accounts (automated and live-agent), credit card fees, and other third-party charges. All call rates must remain constant 24/7, with no additional charges to DOC allowed beyond those expressly required by law such as taxes, which may be passed to the called party. The DOC reserves the right to request fee reductions and clarifications through the Best and Final Offer (BAFO) process.

Amendment #1

6206 Inmate Phone System

1. The RFP due date is change to October 12th, 2017 at 3:00 pm CST.

a. The vendor conference will remain on September 21st at 1:00 CST

b. The vendor demonstrations will likely be delayed two week, communication on demonstrations will come out at a late date

c. At this time, the estimated award and contract date have not changed

2. Section 4.2 is amended to read as follows:

4.2 DOC is seeking a vendor that has a proven record of customer satisfaction in providing inmate phone systems. References from current and past customers are of great interest to the department. DOC reserves the right to contact any or all current or past customers for reference information.

Provide a list of inmate services contracts that your company currently holds. Also include a list of inmate services contracts that have expired or terminated within the last five years with a brief reason why. For each of the contracts that your company currently holds, list a contact name, contact email, and contact phone number.

3. Section 5.3.1.3 the word “deposit” is change to read “debit.” This was a typo. It now reads as follows:

5.3.1.3 Debit – The provider must have the ability to utilize debit services.

4. Section 5.3.1.2- the word “fees” is changed to say “expenses” and the word “calls” is changed to say “accounts.” It now reads as follows:

5.3.1.2 Pre-paid account – Parties must have the ability to establish accounts for billing of collect calls from DOC inmates. Funding for these accounts could come from the party receiving the calls or from the inmate. The DOC will assume no responsibility for the funding of the account, nor be responsible for any uncollected expenses the provider may incur.

Describe your ability to process pre-paid accounts.

5. Section 7.0 – Cost Proposal and Attachment A- Cost Proposal

Attachment A is being amended. The form will now have a place for each vendor to indicate the charges for billing account(automated and live-agent), credit card feed, or other third party charges. See “Attachment A- Amended” for the new spreadsheet. Vendors must submit the amended Attachment A or their cost proposal will be rejected and their RFP disqualified.

Section 7.0 now reads as follows:

7.0 COST PROPOSAL

Attachment A lists the estimated call quantity per year. The local, IntraLATA, InterLATA, and Interstate are based on historical information. The debit call types would be a new service and the quantity is best on DOC’s best estimate of how much inmates may take advantage of debit call services. The estimate for debit calls was made by gathering information from other state corrections departments that use debit billing for inmate calls.

Fill out the cost sheet (Attachment A.) Be sure to include in the rates given all costs. No additional charges to DOC will be allowed. All call rates shall remain constant 24/7.

Fees that are expressly required by law (such as taxes), may be passed on to the called party.

The commission rate to DOC will be 30%. The prices submitted in Attachment A must also include the full cost of commissions payable to DOC. Cost proposal points will be based on lowest total cost to the inmates, not the amount of commission payable to DOC.

Proposers must all fill out the lower portion of the cost sheet to indicate what the charges are in addition to the per-minute fees listed above. DOC reserves the right to request fee reductions, changes in the way fees are charged, and/or clarification(s) of the fee structure through the BAFO (Best and Final

Offer) process. Failure of the top scoring vendor to propose a fee structure that is acceptable to DOC may result in the rejection of the vendor’s cost proposal, and therefore rejection of the vendor’s proposal entirely. If this happens, DOC reserves the right to consider the next highest scoring proposal.
