Candidates must provide between two and three professional references from previous Colleague implementations, with most requiring at least one reference from Colleague R18 projects. Key technical competencies span database administration, web development, business intelligence reporting, functional process design, and legacy system integration. Senior-level roles emphasize leadership capabilities, team mentoring, standards development, and strategic advisory functions. The document does not specify contract duration, pricing, funding amounts, set-asides, award dates, or response deadlines, as this is a personnel qualification specification document rather than a complete solicitation.
