About this file

This attachment document provides technical guidance for the South Carolina Department of Transportation regarding the conflation and segmentation of travel time, speed, and volume data collection for state routes. The document illustrates through fictional examples how vendors should handle route segmentation when changes in travel data occur during the initial conflation process. The guidance demonstrates that routes may be broken into multiple segments when data characteristics change, with each segment receiving a proportional allocation of mileage based on its percentage of the original route length while maintaining the same Linear Referencing System (LRS) designation. The examples show scenarios including a 2-mile route broken into two segments based on travel time changes and a 6-mile route that remains as a single segment when travel time data is uniform throughout.

The document establishes technical standards for data processing and segmentation methodology but does not contain specific pricing terms, contract timelines, award dates, or renewal options. This appears to be a procedural attachment meant to clarify vendor responsibilities during the data conflation process rather than a complete contract document. The guidance is applicable to the overall Travel Time Speed & Volume Data contract opportunity with South Carolina and serves as an instructional reference for acceptable practices in handling route modifications based on observed data variations.

The lines above represent the fictional route of S- 23, with the same LRS with a total length of 2 miles.

This route is unbroken, as it does not intersect any other roads.

0 2

Upon preforming initial conflation, the vendor discovers that there is a change in travel time data.

It is perfectly acceptable for the vendor to break the segment.

Now route S-23 is broken at the location the change in data occurs.

Segment A represents 30% of the original segment, so it receives 30% of the mileage. The mileage for segment A will be 0-.6.

Segment B represents 70% of the original segment and receives 70% of the mileage. The mileage for segment B will be .6-2. Both of these segments maintain the same LRS. It is just the mileage that will change.

The lines above represent the fictional route of S-23, with the same LRS with a total length of 6 miles. This route is broken at intersections, and illustrated above

Upon preforming initial conflation, the vendor discovers that the entirety of the segment has the same travel time data. It is perfectly acceptable for the vendor to submit the section back to DOT as such

0 6

A single segment, with the LRS representing S-23 and a mileage range of 0-6.
