About this file
This is Amendment 1 to a solicitation issued by the South Carolina Department of Transportation (SCDOT) for Travel Time Speed & Volume Data services. The solicitation seeks vendor proposals to provide speed and volume data collection and analysis for roadway segments across South Carolina's road network. The original solicitation (SAP 5400024426) was amended on December 19, 2022, with a pre-proposal conference held on December 15, 2022, at SCDOT headquarters in Columbia or via Microsoft Teams. The deadline for submitting questions was December 16, 2022, at 12:00 PM, and the offer submission deadline is January 12, 2023, at 2:30 PM through the state's online procurement portal. Award notifications are scheduled for March 3, 2023, and offerors must keep their bids open for a minimum of ninety calendar days following the opening date.
The amendment addresses key clarifications regarding data provision, methodology requirements, and contract terms. SCDOT confirmed it possesses historical probe datasets but will not make them available to vendors, and the state will not allow exceptions to contract terms as defined in the RFP, though the highest-ranked offeror may be subject to negotiation. The state will provide updated shapefiles annually to reflect changes in the Linear Referencing System (LRS), including mileage corrections and newly created roads. Vendors may reference Attachment B in their data acquisition and methodology sections without the content counting toward the ten-page proposal limit. The solicitation specifies that road segments will be categorized by AADT (Average Annual Daily Traffic) thresholds of 15,000 or greater versus below 15,000 to determine data collection priorities.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)
THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM
QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE
BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE
QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE
POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE
CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING
PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT
AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.
[02-2A097-1]
QUESTIONS AND ANSWERS ARE BELOW. THE SCDOT’S ANSWER APPEARS IN RED.
1. Does SCDOT have historic probe datasets available for the vendor? If so, what are the datasets/years? Are they conflated to the SCDOT LRS?
Yes, we have some historical data but they will not be made available to the vendor. They are not conflated.
2. Will you allow exceptions to the contract terms defined in the RFP?
No. Not at this time. However, the State may elect to negotiate with the highest rank offer.
3. Page 19: Regard Attachment B: We want to confirm it is acceptable to reference Attachment B in the Data
Acquisition, Methodology and Tools section and will include Attachment B and the responses in an appendix and it will not count against the 10-page count?
Yes, it will be acceptable and will not count against the 10-page count.
4. How much does the SCDOT LRS change each year? The overall system will experience minor changes each year, and will include mileage corrections as well as new roads that are created. Will there be a different shapefile provided for each year? Yes. How will the vintage be defined if only one file? Not applicable, because we will provide multiple files.
5. How many road segments are there on the SCDOT LRS when it is “broken” at intersections? How many of these segments are greater than or equal to 15,000 AADT and how many are less than 15,000 AADT? Will the <15,000
AADT include arterials and local streets.
There are 198,864 segments in our highway file, AADT files for the last 5 years are available for download on our website (link below) to help analyze the number of routes with an AADT greater than 15,000.
http://info2.scdot.org/GISMapping/Pages/GIS.aspx
6. What attributes will be supplied on the SCDOT LRS shapefile?
Routing Information (LRS) and its individual components (county, route type, route number, route auxiliary, route direction), Begin Mile Point, End Mile Point, street name.
7. Can SCDOT provide a link to offerors of the shapefile with LRS attribution and breaks at the intersections? That would really help deliver better proposal estimates.
All shapefiles are available for download here: http://info2.scdot.org/GISMapping/Pages/GIS.aspx
8. How would SCDOT like to apply speeds and volumes to LRS road segments that have two or more speed or volume segments that correspond to the LRS segment? (Break LRS section)
We break the section and then apply the mileage proportionally. So if you have one section, and it breaks into two:
segment A is 30% of the length and segment B is 70% of the length; segment A would get 30% of the mileage and segment B would get 70% of the mileage. So, if initial segment has the milepoints of 0-1, segment A would now get milepoints 0-0.3 and segment B would get milepoints 0.3-1, See Attachment D (Conflation Example.pdf).
9. When is the SCDOT LRS updated each year?
We update the LRS monthly, not yearly, but for the purpose of this project we use our HPMS snapshot in time, which is usually finalized in the spring.
10. Does the winner of the RFP have the opportunity to negotiate the Terms and Conditions? Or is the winner accepting the Terms and Conditions in full by submitting a bid response?
See Section VI Discussions And Negotiations – Optional (FEB 2015) Page 23.
11. The Terms and Conditions are currently silent on the limitation of liability. Will the State be willing to accept a mutual liability cap of up to the total contract value, except as prohibited by law?
The State may elect to negotiate with the highest rank offer.
12. The services to be provided by the Contractor are products that are already generally commercially available. Will the State agree to a perpetual license to the services in lieu of transfer of IP ownership under the section
“Ownership of Data and Materials” of the General Terms and Conditions?
No. The state cannot entertain the perpetual licensing.
13. Will the State accept clarification that consent is not required under “Assignment, Novation, and Change of Name, Identity, or Structure” of the Terms and Conditions where there is a change of control due to a merger or consolidation, or to a purchaser of all or substantially all of the Contractor’s assets or equity?
No.
14. Will the State accept deletion of sub-section (1) of “Termination for Convenience” of the General Terms and
Conditions?
The State may elect to negotiate with the highest rank offer.
15. Please clarify the road coverage and spatial reporting requirements. Section III (Scope of Work / Specifications), paragraph 1.0 says "Roadways of interest include, at a minimum, interstates, primary routes (all US and SC routes) and secondary routes with AADT larger than 15,000. Data on the secondary route system with AADT less than
15,000 is highly desirable." However, Appendix B, Sections 1.4.3 and 2.5.3 indicate that interchange ramps are also mandatory. Typically, ramps are short, single-lane, and there are not enough probes traversing them to estimate accurate speed and travel time data. Please clarify.
We will change the requirements for interchange ramps to Highly Desirable (HD) in Attachment B, Sections 1.4.3 and 2.5.3. Attachment C Replaces Attachment B Entirely.
16. Please clarify the spatial referencing requirements. Section III (Scope of Work / Specifications), paragraph 1.2 says "The selected consultant shall be responsible for conflating the data for travel time, speed and volume to
SCDOT's LRS network." However, Appendix B, Section 1.5 and 2.6 enumerate requirements for a vendor defined custom road segmentation. Please clarify whether data should be reported in LRS segmentations only, or other industry standard or vendor defined segmentations may also be considered and are acceptable.
The preservation of existing segments is not a priority. See Attachment D (Conflation Example.pdf).
17. Can you provide some examples of analytical and/or technical assistance and products that may be sought?
(Section III. Scope of Work / Specifications, paragraph 1.3)
Examples:
- Analysis of data quality by different parts of the State.
- Assistance in estimating free flow speed for a facility, region or network.
- Assistance in calculating performance measures (SCDOT will provide the formulations).
18. Appendix B, Section 2.1.2, does this mean four different versions of the AHDT volumes (one for day of week, one for month of year, etc.) are needed?
Yes. Also, Attachment C Replaces Attachment B Entirely.
19. Please clarify if the price proposal will need to be submitted as a separate PDF file from the proposal?
Yes.
20. Are the cover page, cover letter, table of contents, back cover, forms and tabs excluded from the page count?
21. Please confirm if we can provide electronic signatures for the Cover Page and Page Two?
22. Are subconsultants required to complete Attachment A: Certification?
No.
