About this file

This document is a Request for Proposal (RFP) Functional Needs Spreadsheet Completion Instructions issued by the City of Englewood Procurement Division for a Human Resources Information System (HRIS) replacement. The instructions provide detailed guidance for potential vendors on how to complete a functional needs assessment spreadsheet, which includes three separate worksheets: Application Criteria, Mobile App Criteria, and IT Criteria. Vendors are instructed to specifically update columns D ("How well does your solution meet the Functional Need?") and column G (additional information or addendum references) while being warned that altering other columns may disqualify their bid.

The document outlines four potential response levels for Application and Mobile App Criteria: "Meets Requirement Out of the Box" (requiring only configuration), "Meets Requirement with Existing Add-on" (involving additional modules or integrations), "Requires Custom Build" (necessitating a separate project plan), and "Not Offered". For IT Criteria, vendors can select "Meets Requirement", "Partially Meets Requirement", or "Not Offered". Vendors are advised to provide additional context in column F, referencing column E to determine if supplemental information is necessary, and to repeat the completion process for each worksheet. The goal is to provide the City of Englewood with a comprehensive understanding of how proposed solutions align with their functional needs for the new HRIS.
