About this file

This is a Question and Answer form for Negotiated Bid 27-88469, issued by the Indiana Department of Administration on behalf of the Department of Natural Resources, regarding trash collection services at O'Bannon Woods State Park. The solicitation seeks bids for dumpster pickup services across two seasonal periods: peak season (March 1 through October 31) requiring service to eleven 4-yard dumpsters and four 8-yard dumpsters at approximately twice weekly intervals (720 and 280 pickups respectively), and off-season (November 1 through February 28) requiring service to six 4-yard dumpsters and one 8-yard dumpster at weekly intervals (102 and 17 pickups respectively). Bids are due October 19, 2026 at 3:00 p.m. Eastern Time, with questions due October 2, 2026. The successful contractor will coordinate scheduling with O'Bannon Woods State Park after award. The initial contract term is five years from execution, with one optional one-year extension available at the State's discretion for a maximum term of six years.

Pricing must be submitted on a per-unit-per-pickup basis and must be all-inclusive, incorporating landfill/disposal fees, fuel charges, environmental fees, container rental, delivery, and any other applicable charges, with F.O.B. destination terms. The State does not own the dumpsters; the awarded contractor must furnish, deliver, maintain, and remove all containers. The estimated pickup quantities are estimates only, not guaranteed minimums. The contractor may use subcontractors or third-party service providers subject to approval before contract execution, and may select any appropriately licensed disposal facility provided the vendor supplies the facility name, address, and phone number. Pricing must remain firm for a minimum of 180 days from award issuance. No surety or fidelity bond is required; however, insurance requirements outlined in Section 28 of the sample contract apply and are negotiable. The solicitation will establish a Quantity Purchase Agreement available to other state agencies requiring trash services in the same region. Respondents may claim one Indiana preference pursuant to IC 5-22-15-7, with an additional possible claim under IC 5-22-15-26. Next-day pickup after holidays will suffice for holiday service needs.
