About this file

This is a Technical Specifications document for the Oregon Youth Authority (OYA) Tillamook Youth Correctional Facility (TYCF) Living Units Addition & Renovations project, located at 6700 Officer Row, Tillamook, Oregon. The project consists of construction of new dormitories and clinic facility, plus renovation of selected portions of the existing building, including the break room, laundry, clinic, clinic office, and portions of indoor recreation. The work includes demolition, alteration of existing plumbing, HVAC, electrical power and lighting, fire suppression sprinklers, fire alarm, and security systems while maintaining continuous facility operation. The project will be performed in phases with existing dormitories remaining occupied during construction before demolition upon completion of new construction. The Owner will remove non-fixed furniture before work commences and will supply and install clinic furniture, medical equipment, electronics, security technology components, and certain fixture accessories. The Contractor is responsible for all trade permits, system development charges, utility installation costs, scheduling, coordination, and comprehensive site security and safety measures appropriate to a youth correctional facility.

The project manual establishes detailed administrative requirements including a Schedule of Values submission within 10 days of the Owner-Contractor Agreement using AIA G703 forms, progress payment applications using AIA G702 and G703 forms submitted at regular intervals, and a complete construction schedule in Critical Path Method format submitted within 20 days. Unit prices are provided for photovoltaic array expansion or reduction (per Watt), gravel pad expansion or reduction (per square foot), and chain link fence enclosure expansion or reduction (per lineal foot) to facilitate adjustment of the system to meet Oregon's 1.5% Green Energy Technology requirement. Two alternates are available: Alternate No. 1 provides for a new 300kW generator with automatic transfer switches and associated infrastructure, and Alternate No. 2 provides for partial infrastructure for new electrical service for the PV array system. The Contractor must maintain asbestos-free certification, coordinate with Owner occupancy requirements, conduct work during specified hours (9 a.m. to 4 p.m. Monday-Thursday for noisy exterior work), provide security measures including personnel monitoring and tool control, and maintain detailed field record drawings showing all utility locations and as-built conditions for submission prior to final payment.
