SCOPE OF WORK

Demolish Structures in Multiple Areas

Olympic National Park

PART 1- GENERAL INFORMATION

The intent of this project is to remove all structures, above ground improvements, in-water improvements, and miscellaneous debris, and scarify the landscape, at four areas in Olympic National Park for the purpose of restoring the landscape to natural conditions. The project sites are the Hoien, Bueno and Schultz properties at Lake Crescent, The Haubrich and Kleiva properties, including removal of two excess docks, the Vaughn property in Quinault, the Ranger Station in Queets, five cabins at the Kalaloch Lodge and Camp Kiwanis in Quinault. Removal of the Kalaloch Cabins is the highest priority for the park, and shall be scheduled first. Scheduling of the remaining work shall be at the discretion of the selected contractor.

Included as an options are removal of the Beaumont Cabin adjacent to the Olympic National Park Visitor Center in Port Angeles, and the placement of hog fuel following removal and scarification at the Lake Crescent and Quinault sites.

1.0 Description of Work

Prior to any on-site work the contractor shall provide the required 14-day notice for the specified work to the Olympic Regional Clean Air Agency.

Contracted hazardous materials surveys for all identified properties have been completed and will be provided to the selected contractor. The reports identified the following findings:

• Kalaloch Cabin 18: Estimated 500 sf chrysotile asbestos in the drywall texture

• Kalaloch Cabins: 19 of 58 XRF readings indicated lead based paint at levels greater than 1.0 milligrams per centimeter squared (mg/cm), primarily in window and door trim.

• Haubrich Property:

o House: Asbestos Containing Material (ACM) in off white/ gray paper backing in restroom and mudroom, 185 square feet (SF) o House: ACM sink undercoat o Outbuilding: ACM asphaltic tar on metal gutter, in electrical panel and assumed in generator components

• Schultz Property: ACM in putty on six windows

To the greatest extent possible, all work of the project shall remain within existing road corridors and impacted sites. The contractor shall take great care to avoid impacting any vegetation on site. The contractor will keep park roadways clear of mud, rocks and debris created associated with project work.

Between April 1 – September 23 work shall be restricted as follows:

• work shall only occur between two hours after sunrise and two hours before sunset.

• work activities shall be limited to tasks that do not produce sounds louder than ambient noise levels— such as, dismantling structures and hauling away debris.

• work such as using chainsaws, breaking up concrete, mortared or asphalt structures shall not occur (until after September 23).

Olympic National Park Demolish Structures at Lake Crescent & Lake Quinault

• Demolition work that is planned prior to August 31 will require park inspection for presence of nesting bat colonies. If any active colonies are present at a structure, demolition of that structure will be postponed until after the breeding season ends. In the unlikely event that the contractor encounters bats with flightless young in a structure after August 31, work will be halted for not longer than four weeks.

All structures and refuse removed from the sites must be disposed of, recycled or salvaged, in accordance with federal and state regulations outside of the park’s boundaries. The method of removal may be determined by the contractor. If contractor anticipates that completion of work will impede traffic on roadways, they must provide traffic control and one-week advance notification to the park.

The Park has made every effort to identify all major elements of the project below. Contractor is responsible for verification of quantities and all miscellaneous, ancillary elements. The intent is that all above ground man-made elements and select below ground elements as described below be removed, and the landscape scarified so it may be restored to natural conditions.

If additional fill is required, it shall be weed-seed free from a park-approved source. The Park will provide the contractor with any documentation available regarding septic locations.

1.02 Below ground utilities: Identified below ground utilities shall be cut off 12 inches below ground at transition point.

1.03 Site Fill: Removal of the structures, particularly at the Lake Crescent sites, may leave large voids in the landscape. These voids shall be filled and the landscape following demolition will be left as follows:

• The slope between the house and the lake, and the level area below it, may remain as is. On the remainder of the site, no slope should exceed 2:1 following backfill and contouring of the site.

• Concrete from the demolition may be utilized to fill the voids within the following constraints:

o If concrete rubble is used, the larger pieces (2’ minus) would be used as a base layer (below 5’ from the finished grade), smaller concrete (8” minus) mixed with topsoil (50% by volume) would serve as an intermediate layer (from 5’ to 1.5’ below the finished grade, and 18” of topsoil covering that.

This will permit the successful long-term establishment of trees on the site. No demolition material other than concrete shall be used for fill material. All soil utilized for fill and for the top layer must be obtained from a NPS approved source. The topsoil applied shall be a mix consisting of sand, partially composted bark and aged cow manure.

Concrete and asphalt not required to fill on-site voids will be removed by the contractor.

1.06 Finish Work: Ensure that all project areas have been thoroughly cleaned of project debris following the removal of the specified elements, to include sweeping of each area with a magnet to ensure the removal of all nails and screws. De-compact and scarify all previous building sites, driveways and parking areas at the very end of the project.

1.07 Scarify: All areas on each property, including building sites and access roads, shall be de-compacted via scarification 6” minimum depth up to 12” maximum depth. Scarification activities shall be under the direction of the park botanist.

1.1 Dock & Piling Removal: The Contractor will avoid cutting wood (treated or untreated) over water when removing docks to minimize impacts to aquatic resources. Treated wood should be cut in a manner where the saw dust cannot reach the water. Treated material should be moved off-site as soon as practicable. The only work permitted below the ordinary high-water mark will be removal of docks, pilings and concrete bulkheads. Bulkhead removal shall be performed after September 23 while lake levels are at the lowest.

1.2 Tree Removal: The contractor must obtain approval from the park regarding any tree removal.

Tree removal may be considered in cases where a tree poses a safety hazard during removal activities or where no other access route is feasible. Contractor should take action to mitigate tree damage such as limb and trunk damage. To the extent possible avoid unnecessary stress on root systems.

1.3 Equipment: The Contractor will pressure wash and/or steam clean all construction equipment, except hauling vehicles, before entering the Park to ensure that all equipment, machinery, rocks, gravel, or other materials are cleaned and weed free. Motors/engines will not be left unattended.

Equipment will be free of any fluid leaks (fuel, oil, hydraulic fluid, etc.) upon arrival to the work site and will be inspected at the beginning of each shift for leaks. Leaking equipment will be removed off site for necessary repairs before the commencement of work.

1.4 Location: This project is located in Olympic National Park, Port Angeles, Washington. See attachment 1 for maps of the area and project sites.

1.5 Regular Working Hours: Regular working hours at the park are from 7:00 a.m. to 5:00 p.m., Monday through Friday, excluding federal holidays. All work shall be scheduled during regular working hours.

Contractor must adhere to work day restrictions imposed to protect marbled murrelet habitat as detailed in Description of Work.

1.6 Notification: The Contractor shall provide a project schedule that identifies all phases of the project and includes a 72-hour window during which the park’s wildlife biologists may perform site surveys prior to project work at each site in the Quinault area.

1.7 Work Restrictions: Requests to work outside of regular working hours must be approved by the

Contracting Officer (CO) through the COR one week in advance.

1.8 Waste Disposal: The contractor shall legally recycle or dispose of all project materials outside of the park boundary. Materials should be diverted away from landfills to the greatest extent possible.

Tickets identifying load weight shall be provided to the CO for all disposed materials whether recycled or sent to a landfill.

1.9 Overnight Camping in the Park: The Contractor, subcontractors, suppliers or others directly or indirectly involved with the project will not be allowed to camp or stay overnight at the construction site.
