About this file

This document contains contractor questions and answers regarding solicitation number 140P8324Q0003 from the National Park Service to remove structures and improve landscapes across multiple sites within Olympic National Park. The solicitation involves demolishing nine buildings of various sizes, draining and capping sewer and septic systems where required, and installing erosion controls as specified. Contractors should plan for restricted equipment access and use at some sites to avoid environmentally sensitive areas. Payment will be disbursed in 30-day periods upon completion of milestones rather than for individual tasks.

RFQ # 140P8324Q0003 Olympic NP Parkwide Demolition of Structures

Contractor Questions and Answers

Q: Description of work references asbestos materials in Kalaloch Cabin 18&19 however these cabin numbers do not seem to be included in the bid table or in the pictures. Are these two cabins included in the scope of work, and if so under which line item?

A: This information was mistakenly left in the SOW. These cabins are not included.

Q: Will electricity be available at each site for contractors use during clean out and prep for demolition?

A: Electricity will not be available at any of the sites.

Q: What is the Ozette Developed area as referenced in the pictures for the Haubrich property, Site 4?

A: The Ozette Developed area is the area at the end of the Hokp-Ozette Road where the park ranger station and campground are located. The docks identified are adjacent to the public boat access. Directions to the area can easily be found by entering Ozette Campground into Google Maps.

Q: What does NPS recommend to get heavy equipment to/from and debris removed from such a site with water only access? For example, what watercraft are allowable on Ozette Lake and where to launch them? In our opinion a temporary haul road from Preacher Point would be a good option to avoid having to haul over water. Would NPS be open to this?

A: For a previous demolition project at Lake Crescent, the contractor constructed a small barge, roughly the size of the docks identified in the Ozette developed area, that they were able to tow behind a modestly sized boat. It was utilized to transport a mini-excavator to the work sites and transport debris back to shore. They constructed a temporary platform by the public boat launch where they staged dumpsters. Unless the contractor is able to identify a previously existing road to Preacher's Point that would require minimal work to utilize, the option of a haul road is highly unlikely.

Q: The Kleiva property on Lake Ozette is listed as water access only, but also mentions that road access may be possible via state and private land. Is road access possible for heavy equipment and hauling?

A: It is the responsibility of the contractor to determine if road access is possible.

Q: Will progress billings be approved for individual features of work at each site, clear out, demo, haul/disposal, earthworks?

A: No, progress payment can only be requested in 30 day periods.

Q: Some sites are bordering lakes and ocean. For bidding purposes, what are the erosion control requirements or expectations?

A: For cabins on the ocean bluff, work should be performed in dry weather, Terrain is flat. Sites to be covered with jute mat upon completion of demo. For lake adjacent sites, contractor shall submit a plan to ensure that sediment is not introduced into water bodies. Silt fence or coconut wattles are acceptable.

Q: Site 8 specifically includes what appears to be a collapsing cliff boardering the ocean. For bidding purposes, what is the requirement or expectation (and approved methods) for safety and erosion control?

A: All Kalaloch cabins are adjacent to an eroding bluff along the Pacific Ocean. Conditions are subject to change due to ongoing weather and ocean tides. Currently, all cabins are entirely on solid ground. Contractor ahould plan to use smaller equipment during demolition and/ or exercise equipment reach to avoid having equipment on the immediate edge of the bluff. If conditions change substantially between time of award and work implementation, work methods and bid amount may be renegotiated with the CO.

Q: Site 6 has wilderness through half of the building. For bidding purposes, can Site 6 be approved for demolition equipment for demolition of the building?

A: See above. Equipment shall remain outside of wilderness to the greatest extent possible during demolition. Equipment reach may be utilized, if necessary during slab removal.

Q: Site 6 does not specify jute mat, but all other sites do. For bidding purposes, does Site 6 require jute mat?

A: Scarification will be sufficient at site 6.

Q: Site 7 does not appear to specify erosion controls. For bidding purposes, please confirm erosion controls are not required.

A: Erosion control is not required. Site is level and in the middle of a grassy field.

Q: Site 9 has no mention of any erosion control and property is on a lake. For bidding purposes, what are the erosion control requirements or expectations?

A: See response to question 1.

Q: Site 9 has no mention of sewer cut and cap, septic drained and removed, or wells that may need to be decommissioned. For bidding purposes, please confirm these are not requirements.

A: See SOW section after site desciptions that starts with : THE FOLLOWING WORK

DESCRIPTIONS ARE PERTINENT TO ALL SITES:
