Statement of Work

HASKELL INDIAN NATIONS UNIVERSITY

Renovate Interior HVAC System for Building 105 Minoka Hall

A. GENERAL

1. Purpose:

Haskell Indian Nations University is requesting services to renovate interior HVAC system for Minoka Hall. The Contractor shall provide all services required including, but not limited to selective demolition, construction, and installation to accomplish the tasks in accordance with this statement of work, contract terms, conditions, specifications, and any special requirements. Provide the demolition / removal replacement, to furnish and install a new chiller and other equipment as specified herein. The following requirements shall be part of this installation.

2. Project Location:

Building 105, Minoka Hall, classrooms, built in 1958.

Haskell Indian Nations University located in Lawrence, Kansas.

3. The following specifications/guidelines shall be utilized work described.

Definitions and Acronyms:

“ADAABAAG” means “Americans with Disabilities Act and Architectural Barriers Act Accessibility Guidelines”.

“A-E” refers to the Architectural and/or Engineering firm.

“AHJ” refers to the Authority Having Jurisdiction
“BIA” refers to the Bureau of Indian Affairs.
“BIE” refers to the Bureau of Indian Education.
“CO” refers to the BIA or BIE Contracting Officer.

“COR” refers to the Contracting Officer’s Representative.

“COTR” refers to the Contracting Officer’s Technical Representative.

“Design Handbook” refers to the current edition of the BIA School Facilities Design Handbook.

“DOI” refers to the U.S. Dept. of the Interior.
“DSRM” refers to the “Division of Safety and Risk Management” which is the AHJ and located in Albuquerque, NM.

“HINU” refers to Haskell Indian Nations University, located in Lawrence, Kansas.

“Plan Review Procedure” refers to the October 10, 2012 Rev. No. 8, “Safety, Health and Accessibility Design Guidelines for Architects, Engineers and Design Firms”.

B. CODES AND STANDARDS

The Contractor shall provide a multi-disciplined team to furnish services required to complete the work. Each responsible team member must be knowledgeable of and provide work in compliance with the most current editions of all applicable codes, standards, design handbooks, plan review procedures, and guidelines as adopted by BIA.

Where applicable, the Contractor shall adhere to all federal and state statutes pertaining to archaeological, historical, and environmental clearances which may affect this project. Strict adherence to the National Environmental Protection Act (NEPA) and the National Historic Preservation Act (NHPA), Section 106, will be mandatory.

Haskell Indian Nations University utilizes an Environmental Management System (EMS) to follow regulations concerning environmental laws. The Contractor shall follow all applicable environmental laws.

C. SCOPE OF WORK

1. Meet with HINU staff as directed by the HINU Facilities Manager and COR /COTR to discuss specific requirements.

2. Upon request and if available, existing drawings and other relevant building information may be provided for informational purposes only.

3. Field verify all existing building conditions, utilities, finishes, dimensions, and clearances impacted by the work -notify COR /COTR of any deficiencies.

4. Contractor shall provide all labor and materials required to complete the work -refer to Task Description.

5. Design/Build Requirements:

a. Locate, inspect, and determine capacity of any structural, mechanical, electrical, and plumbing that will be affected by the construction.

b. Based on the determination of the design requirements as presented for each task or work order, the Contractor shall provide A-E services including, but not limited to, design and calculations for architectural, structural, mechanical, electrical, and plumbing work.

c. Where construction documents are required, the documents shall be prepared by a qualified Architect and/or Engineer(s) of Record, licensed in the State of Kansas for submittal at 20% (schematic), 70%, 99%, and 100% which are to be reviewed with HINU and BIA. Acceptance and /or approval must be obtained prior to moving on to the next stage of design -refer to the Plan Review Procedure for additional information.

d. Life safety and accessibility components of the project, such as fire alarm, fire suppression, etc. are subject to DSRM review.

6. All waste materials shall be removed and disposed of in a manner as specified by local, State, and Federal regulations.

7. Coordinate with any ongoing work being performed in this building under a separate contract.

8. Provide coordination and interface with existing fire suppression and alarm systems.

9. Additional Project Requirements:

a. Contractor shall provide all necessary work, crane, equipment, and materials to provide complete, fully operable systems. Contractor will make areas safe during demolition and construction phases using safety tool such as cones, snow fencing, and ribbon tape to keep pedestrian and vehicular traffic safe.

b. Contractor/manufacturer shall provide a base 1-year whole unit warranty for parts and labor from date of acceptance.

c. Manufacturer shall provide a 5-year warranty on boilers from date of acceptance.

d. Contractor shall have new systems installed and commissioned by factory-authorized and factory trained personnel. Documentation shall be provided in deliverables.

e. Contractor shall consult existing mechanical blueprints of Building 105 to help with design/load calculations and remains responsible for a complete and working system (four pipe heat and chill loop, EMS, installation of new boilers, drains, water treatment, circulating pumps and all system components). At the end of project will provide test and balance reports for all areas of the building and new equipment.

f. Contractor shall provide three copies of owner’s manuals, “as built” drawings, installation instructions, and other pertinent information on digital CDs and in hard copy. Information such as but not limited to how much water in loops, chemicals (water chemical ratios), new equipment types and information installed in the system shall be recorded and provided.

g. Contractor shall follow all EPA rules for handling, reclaiming, and charging of Freon and/or other refrigerants. Freon or other refrigerants installed in chiller shall not be on the list to be phased out by the EPA.

h. All new equipment installed shall meet Energy Star or FEMP requirements for Federal Buildings.

i. Boilers shall be manufactured from one of the following Weil McClain, Lennox, Carrier, Bryant, Crown Boiler.

j. Boiler systems will have IRI gas train or equivalent and meet factory standard and code and will be submitted as a submittal for approval prior to installation.

k. All piping configurations shall allow for easy maintenance accessibility. All loop piping installed shall have isolation protection of sorts to minimize vibration noise and expansion joints as needed.

l. Contractor shall provide their own dumpster for demolished equipment and not use Haskell’s trash dumpsters. In addition, contractor shall provide their own temporary restroom facilities on site and hand washing stations. Housekeeping during project and construction areas will be kept in a safe and orderly state.

m. Haskell Facilities Management reserves the right to reclaim parts of the existing equipment for spare parts for other campus equipment. Contractor shall allow a reasonable amount of time for this.

n. Contractor shall provide training on new equipment including EMS to Haskell Facilities maintenance and operation personnel as selected by the COTR. Training shall include the new controls equipment and BAS, DCS and EMS systems and will allow up to six persons and two 8-hour days.

o. Existing chiller and new boilers shall require communications connection with our Honeywell control systems so a boiler phone can be notified of chiller/boiler malfunctions. All alarms shall be recorded into the Honeywell EMS. Alarms shall include lack of flow, loss of power, and temperature as examples.

p. Contractor shall furnish, install, wire, and connect all specified equipment as well as components, accessories, wiring, and mounting hardware to insure that specified equipment functions to meet system requirements. Verification of voltages, voltage type and needed replacement or addition of Main disconnects, disconnects and other electrical components to energize equipment remain responsibility of contractor for all newly installed equipment.

q. It remains the responsibility of contractor to create/build pads or modifications in space or area where new boilers will be, reside, and function.

r. Contractor shall coordinate all outages with contracting officer’s representative, (COR). All locating remains responsibility of contractor prior to digging or earth penetrations.

s. All damages to Haskell Indian Nations University shall be the contractor’s responsibility to repair.

t. Replace any piping insulation removed or missing on heat or chill loop systems including up to coils, refrigerant circuits, and heat/chill system.

u. Contractor shall provide a copy of the organization’s safety program to the COR after award of contract.

D. TASK DESCRIPTION

1. The following contract line-item numbers (CLIN) shall be priced separately and as a total.

NOTE: No work may proceed without approval by the Contracting Officer.

CLIN #001 (Building 105 Minoka Hall) -Renovation of Interior HVAC

a. The Contractor shall remove existing coils and air handling units in the building and replace with four pipe system type units (heat and chill coils in units), with same size or more capacity based on room/area requirements and based on weight load calculations including cfm. The new units will be installed as needed in areas of the building that may include but not limited to ceiling and floor. These units should have a fresh air component and easy access to filter change and coil cleaning when installed. New coils and air handling units will have installed supply and return block valves (1/4 turn) and y strainers configured to blowdown coils and union/tee (both) for condensate line maintenance. This building is being converted to a four-pipe system from a two- pipe system. In addition, all wiring, conduits, electrical components, whips, junction boxes providing electrical service to air handlers will be replaced with new at each location (air handler) and be installed to code including addition of disconnect at each coil unit for maintenance purposes. All grilles/vents ductwork (ductwork must be insulated). The existing chiller is new and will be integrated into the new system but may require new components associated with newly installed four pipe system. These items may include but are not limited to loop piping, isolation valves, three-way valve and heat tracing. Contractor shall adjust circuit setters to chiller requirement specifications for flow and provide NEBB certification. It remains responsibility of contractor to check and verify voltages and electrical service meet requirements for new equipment (air handler/coils) installed. New air handlers where none existed will require complete electrical service from breaker and will require new additional breaker panel and breakers installed for service of new units. Install a 200-gallon chill water buffer tank to the chill loop system in the mechanical room. Inlet and outlet piping to this tank will need to be correctly sized (meet space requirements) and will be installed with isolation butterfly valves and bolt up flanges. The tank will need to be installed in the mechanical room or agreed upon location (outdoors next to chiller) that will still allow easy access to service other equipment. This tank needs to be installed with a high- capacity automatic air bleed. This Buffer tank needs to be equivalent to or this Taco Model BTH0200F04. This tank must be insulated to prevent sweating along with any chill loop lines that may have potential to sweat within this project scope.

Chiller will have installed around it a security fence, post and with lockable gate and either louvered or horizontal type metal slats (LV65) that will not impede chiller units air flow requirements but remain matching (in color) and aesthetic to building.

b. The contractor will demo and remove existing loop piping (including fin type heat piping) and terminate and leave loop wall penetrations in a finished, appropriate, and safe state and replace with cooper pipe (four-pipe system). The condensate drain lines will be removed and replaced (replace with industry standard materials) for all newly installed units. The installed four-pipe system (copper piping) system will provide loop piping to and from chillers and boilers including all new air handlers and coils throughout building (based on load and calculation report) including units and areas such as closets (utility), kitchens, offices, bathrooms, laundry rooms, rooms, suite rooms, and offices (all units in building will be replaced). This includes all block/isolation valves, flanges, gaskets, temperature gauges, heat tapes, air bleed components, air separators, expansion tanks (chill and heat) and insulation for loop piping and associated components as needed for a complete system. In addition, loop piping should have isolation valves (ball valves) installed within the system to allow maintenance or control loop leaks or disruptions to be isolated and include temperature and pressure gauges at different points in both chill and heat loops for monitoring.

c. All loop piping needed from chiller to entry of building (that is not new or recently replaced), insulation, pressure and temp gauges, core drilling, digging/burial of loop piping (throughout building for new coil units), flanges, gaskets, heat tracing and insulation are to be provided by contractor and are inclusive to contract. Any cement/sidewalk removed during construction must be replaced new at completion of project. In addition, chill loop piping needed for a complete four pipe system. Including but not limited, gauges temp/pressure, flanges, bolts, isolation valves, exchangers, relief valves, backflow preventer, water makeup valve (with bypass), circulating pumps (dual/redundant), expansion joints, triple duty valves and regulators. For maintenance activities loop make up water regulator (with bypass) and backflow preventer will be installed 3-5 feet from ground (not at ceiling height).

d. Contractor shall furnish, install, wire, and connect all specified equipment within contract and provide electrical components, accessories, wiring, conduits, breakers, panels, junction boxes, mounting hardware, bracketing to insure, that all new equipment functions to meet system requirements. In addition, all wiring, conduits, electrical/duct components, disconnects (must be fusible), junction boxes, breakers, panels (providing electrical service to air handlers will be replaced with new at each air handler location) and be installed to code. The placement of new equipment and removal (includes proper disposal) of existing units remains the responsibility of the contractor. Haskell Facilities Management reserves the right to reclaim parts of the existing equipment for spare parts for other campus equipment.

e. It remains responsibility of contractor to check, verify and establish electrical service and gas services needed to meet requirements for all new equipment including air handlers/coils, circulating pumps and boilers.

f. Contractor will install BAS/DCS system needed to control new four pipe system including boilers, chiller, circulating pumps and other associated components within the HVAC and Boilers heating cooling system. In addition, new equipment must be able to interface, communicate, and be compatible to new installed EMS system and existing Honeywell EMS, regarding building temperatures and equipment status including but not limited to pumps, chiller, boilers, loop temps, loop return temp, alarms and supply temps, lobby, and hallways each floor zoned for control and scheduling and entry areas.

g. Install two heating (hot water) high efficiency package Boilers (must meet area placement height requirements) with digital burner controller or digital interface (both boilers) and install new heat loop piping needed for a complete four pipe system. Including but not limited, gauges temp/pressure, flanges, bolts, isolation valves, exchangers, relief valves, backflow preventer, water makeup valve (with bypass), circulating pumps (dual/redundant) and regulator. For maintenance activities loop make up water regulator (with bypass) and backflow preventer will be installed 3-5 feet from ground (not at ceiling height). The boiler room combustion air grille/vents will be installed based on new boilers and domestic hot water heaters (existing) need in regard to sizing and include installation of hydronic heat coil to temper air and aid in controlling boiler room temperature in winter. All flue piping for new boilers and wall or ceiling penetrations remain part of boiler installation. Contractor will install main gas meter and regulator (exterior of building) for boilers and domestic hot water heaters and locate or relocate as needed for project overall configuration. This includes any penetrations to walls or ceiling to install, piping, leak testing, gas line, trenching, digging burial and oversight in all regards. Any cement/sidewalk removed during construction must be replaced new at completion of project. This includes but not limited to the grounds disrupted/disturbed from project installations such as cement, sidewalks, walls and general and restorative effort to both building and surrounding grounds area which may include sod, grass, seeding, dirt, dirt work, grade, and leveling.

h. Contractor shall remove and replace all existing coils and air handling units in the building and replace with four pipe system type units (heat and chill coils in units), with same size or more capacity based on room/area requirements and based on weight load calculations including cfm’s. It remains responsibility of contractor to check and verify voltages and electrical service meet requirements for new equipment (air handler/coils) installed.

i. Install four circulating pumps including base or base modifications, pump, motor, pad and isolation devices (two heat and two chill) in the boiler room. This may include but not be limited to expansion joints, gauges (temperature and pressure), triple duty valves, flanges, piping, isolation valves, disconnects (with light feature and 3-way switch off/on/auto, motor starters, drain lines, bearing assembly and complete electrical system. All circulating pumps (heat and chill) will need to be able to communicate/function with the EMS system either through the logic of the chiller or by EMS controls added to circulating pumps. Contractor will install new liquid-filled pressure and temperature gauge on each of the circulating pumps (qty 4) both heat and chill and in mechanical room. These will be installed in a trumped fashion with ball valves to allow isolation of the different pressure (suction and discharge) readings and a ball valve ¼ turn for the gauge itself for maintenance and replacement/maintenance purposes.

j. Contractor shall replace all thermostats and or install one for each air handler with low voltage thermostats that are electronic with digital lit screens and lockable by password to control temperature within a range for the purpose of energy conservation. Installation of new thermostats include but not limited to all wiring, gang boxes to and from new air handler or point of power source or control. The existing thermostats must be removed, and wall cavity must then be made to look finished and or if new cavity is used for new thermostat finished look must be provided.

k. Replace or install new chemical pot feeders (two) for both the heat and chill loop with similar size (3-50 gallon), filter capabilities and top funnel for adding chemicals. Also, must include piping by-pass around chemical pot feeder for maintenance purposes and drain line with ¼ turn valve on bottom of feed pot and piped to drain.

l. All ductwork (ductwork must be insulated), grilles, vents, access panels (same size and same amount and lockable keyed) and exhaust vents in building associated with heating, cooling or exhaust will be replaced with new ones. Any disruption/damage to ceiling, ceiling tile, walls, access frames, vent cavities around these items or new air handlers will be repaired or replaced during the project to provide a finished look at completion of project. This includes any penetrations to walls or ceiling to install air handlers, loop piping, condensate drain piping, access panels, exhaust fans, fresh air, boilers, circulation pumps, thermostats, wiring, vents, combustion air vents and equipment or equipment associated with contract. This may require but is not limited to painting, framing, sheetrock, taping, drywall mud, flashing, sealants, stucco, and other materials. All ductwork and loop piping associated with new air handlers/coils components will be insulated according to industry standards.

m. Contractor shall flush newly installed piping and remove/check all strainers in chill and heat circulating pumps including strainers within chiller, circulating pumps and if need be, y strainers at each new coil air handler (This process must be documented and witnessed by COR). All loop and condensing drain lines must be leak checked. The water in both heat and chill loops boiler and chiller will be treated according to manufacturer’s recommendations to prevent corrosion by a licensed water treatment company and meet standard of testing by Haskell at completion of project. Contractor remains responsible for chemicals and glycol strengths until the end of project and warranty issues related to chiller due to water quality. Chemicals Recommended by the manufacturer of chiller (existing) and boilers shall be provided and amounts of chemical for the chill Water Loop and heat loop including glycol in regards, to chill loop and chiller will be provided to COR.

n. Contractor, if chiller requires will have installed LON Talk/Tracer Summit Interface card to attach and or be able to communicate with the Honeywell EMS. In addition, all new equipment must be able to be monitored by EMS system, regarding building temperatures and equipment status including but not limited to pumps, chiller, boilers, loop temps, loop return and supply temps, lobby, and hallways each floor zoned for control and scheduling and entry areas. Add EMS controls to the boilers and domestic hot water system to maintain and observe temperatures, supply, and return. Replace and install three-way actuator for (setback) temperature control of heating loop to be adapted to Honeywell Modulation. Install sensors and controllers for Honeywell energy management system in order for system to be coordinated with weather (ambient temps) and scheduled for heat and cooling. The EMS system will also allow the new four pipe system to be managed and monitored for heat and cooling the building simultaneously or in either heat or cool mode. All equipment new and existing in regards, to heating, cooling and exhaust motors and mixed air will be integrated into new EMS system and provide both monitoring variables and scheduling (on/off modes). The EMS system for bldg. 105 will be Honeywell Building Automation system and connected to the existing Honeywell system that currently manages the campus buildings. The system (Bldg. 105) will have the latest controllers, modules, and jaces to communicate with current existing Honeywell EMS system and programmed to the main host computer in the Facilities department. Coordination with IT department at Haskell and Integrated Controls will have to be a part of this project.

o. The existing fresh air and exhaust system for Building 105 will be removed (demoed) and updated with new equipment. The newer equipment must ensure adequate fresh air for building occupants and regulate exhaust air for bathrooms/shower and kitchen areas in the building. This may include but not limited to air mixing boxes/heat wheel, exhaust fans/motors, inducing motors/fans, vents, grilles, ductwork, and electrical components such as disconnects, wiring, conduit, whips, new bases/pads, and isolating pads for new equipment. The new system must be integrated with control features for fresh air and scheduling, monitoring with new EMS system.

p. All Test and balance, load calculations including cfm and static pressure reports for equipment installed shall be provided both at the time they are conducted and at completion of project and test must be verified by COTR. All new piping, equipment, breakers and disconnects must be labeled indicative of purpose and or flow direction in regards to piping.

E. DELIVERABLES

1. The Contractor shall review samples, product data, and other submittals with the COR /HINU Facilities Mgr. and the COTR regarding layouts, details, materials, and equipment that will be used as part of the project.

2. The Contractor shall perform its own final inspection of the installation with appropriate checklists and submit this to the COR and COTR before the government’s final approval.

3. The Contractor’s inspection checklist report shall include how noted items have been addressed and are to be submitted to the COR and COTR prior to securing the government’s final approval.

4. The Contractor shall provide all close out documents, including but not limited to Test and Balance reports, Commissioning documentation, Warrantees, Operation /Maintenance manuals, etc. as required by the contract.

F. PERIOD OF PERFORMANCE

The Contractor shall complete this project within 120 days from Notice to Proceed as issued by the Contracting Officer. Request for additional time will remain at discretion of the Contracting Officer accompanied by a detailed justification and a revised schedule. Approval is at the discretion of the Contracting Officer.

G. BACKGROUND INVESTIGATIONS

The Contractor shall be required to submit to a background investigation. The background check process will include, but may not be limited to, filling out hard copy forms, online forms, finger printing, and submitting documentation in a timely manner. Contractor will not be paid for any time associated with this process outside this contract but should include estimated costs in their bid to meet this requirement. It can take 2-5 weeks for clearance, so it is imperative to start this process as soon as possible. Typically, the Project Manager and the alternate is to submit paperwork (daily, payroll, testing and weekly reports). The “Notice to Proceed” will not be issued until the background checks have cleared.
