About this file

This document is an Attachment A - Statement of Objectives (SOO) for a federal contract opportunity to provide traffic control services at Navajo Dam in New Mexico. The purpose is to ensure safety while completing investigatory drilling at the dam, which will require lane closures and traffic control on NM 511 and NM 539 highways. The scope includes acquiring a permit from the New Mexico Department of Transportation (NMDOT), developing a Traffic Control Plan (TCP), and providing labor and equipment for traffic control devices. The period of performance is anticipated from September 2024 to April 2025, with an option to extend for an additional month. The primary place of performance will be on Navajo Dam, with signage placement along surrounding highways. Key performance objectives include ensuring a safe working environment, maintaining emergency vehicle access, and reducing traffic to a single lane on NM 511. The related federal contract opportunity, Solicitation Number 140R4024Q0040, is a small business set-aside for Navajo Drilling Traffic Control Services (Phase 2).

Statement of Objectives (SOO) for Traffic Control Services at Navajo Dam

1. PURPOSE

The purpose of this effort is to ensure safety while completing investigatory drilling at Navajo Dam along roads NM 511 and NM 539. To complete drilling, equipment will be staged on the roadway, requiring land and/or closures of both NM 511 and NM 539. Figure 1 reflects the locations of roadways across

Navajo Dam. Closures will be required at alternating times for the safety of both workers and the traveling public.

2. BACKGROUND

An investigation of Navajo Dam embankment materials is required in the 2024/2025 fall through spring seasons. Drilling is required for the investigation in several locations that are only accessible from the roadways across the dam.

Drilling methods will include several inclined drill holes along NM539 that cannot be performed within a single lane and therefore require closure of the road. Discussions with New Mexico Department of

Transportation (NMDOT) have begun and it has been requested that any road closures allow for access of emergency vehicles in the event that an emergency occurs during the work. The intent is that the roadway will be closed and emergency vehicle access will only occur if absolutely necessary. The closure is estimated to be required for 3.5 months.

Due to the available shoulder width on NM511, it is anticipated that the roadway can remain open for travel through one lane. The southern lane (against the face of the dam) will be used to stage equipment while the northern lane (adjacent to the downward slope) will be maintained for the traveling public. The closure will remain in place 24-hours a day, seven days a week for an estimated 2.5-month duration.

3. SCOPE

The scope of this effort includes all services and equipment provided by the selected contractor to achieve road closure on NM 539 and single-lane traffic on NM 511 in a safe manner for both workers and the traveling public. It is anticipated that drilling will require traffic control on a single highway at a time with work completed on that segment and the roadway reopened prior to moving to the next highway and repeating the process. The scope includes acquisition of a permit from NMDOT and completing the associated Traffic Control Plan (TCP) design and approval, providing labor for installation and maintenance of devices identified in the TCP, and supply of NMDOT and Manual on Uniform Traffic

Control Devices (MUTCD) compliant traffic control devices such as signage, barriers, and message boards necessary for the duration of road closures. Conceptual Traffic Control Plans are attached to this document for reference, but final, stamped plans will be the responsibility of the selected contractor to provide and submit for acquisition of NMDOT permits, including any necessary revisions. Cost estimating shall be based on the Contractor’s experience and expertise and not the conceptual plans provided.

4. PERIOD OF PERFORMANCE

The period of performance for this statement of objectives is anticipated from September 11th, 2024 to

April 16th, 2025. The contract will include an Option to extend services for one additional month, which would extend the end date of performance to May 14th, 2025. In addition, VMS boards will be placed 10 days prior to the commencement of work on the roadways and permits will need to be obtained prior to placement.

5. PLACE OF PERFORMANCE

The primary place of performance will be on Navajo Dam, New Mexico, along state highways NM 511 and NM 539. Navajo Dam is located in San Juan and Rio Arriba counties. Placement of signage will be at locations to be determined, likely along highways NM 64, 511, 539, and 173. Figure 2 shows the location of the dam, configuration of adjacent roadways, and county lines (San Juan County to the west, Rio

Arriba County to the east).

6. PERFORMANCE OBJECTIVES

a) To ensure a safe working environment by removing traffic where and when staff is working around the drill rig along the roadways.

b) To preclude traffic on both the north and south end of the work area along NM 539 while maintaining necessary width for emergency vehicles.

c) To reduce traffic to a single lane on NM 511, providing a safe work environment for workers and a safe traveling path for motorists with sufficient notice, speed reduction, and preventative measures to maintain this environment.

d) Work and procedures to occur in accordance with New Mexico state and NMDOT highway laws.

7. OPERATING CONSTRAINTS

Coordination with stakeholders in the area will be important to the project’s success. This includes acquisition of a NMDOT permit for the road closure and associated design, review, and approval of a

TCP, which will be designed and submitted by the selected contractor. Public notices for closure dates and any changes to the anticipated schedule will be provided by the Bureau of Reclamation and stakeholders will be asked to share the information to their constituents.

Work is anticipated to occur on a ten-day-on / four-day-off schedule. Workers will be present approximately eight of the ten days “on” to allow for travel to and from the site. The drill rigs will not be able to be relocated/removed during “off” periods.

The seven-month roadway drilling schedule is an estimate based on best available information, however, given the unknown underground conditions, work duration is difficult to predict. In addition, winter conditions may impact the speed of activity and travel to and from the site. Contractors will be asked to provide costs for a contract Option to extend services by one month. It is unknown at this time which roadway would utilize this Option, so pricing should be estimated to cover equipment and staffing needs for either.
