About this file

This document is a Qualified Products Policy (QPP 91) issued by the South Carolina Department of Transportation (SCDOT) that establishes requirements and approved products for loop detection equipment used in SCDOT traffic signal projects. The policy governs the qualification and approval of loop detection equipment, which includes loop sealant and loop wire products. Suppliers, manufacturers, and distributors wishing to have products evaluated for inclusion on the SCDOT Qualified Products List must submit product information and data sheets with their evaluation forms. For loop wire products, SCDOT requires a 36-inch sample for testing, while loop sealant products must undergo field testing coordinated by the SCDOT Evaluation Engineer with a certified contractor. All product deliveries must be coordinated at least five working days in advance to the SCDOT facility at 1430-A Shop Road, Columbia, SC 29201.

The policy establishes material specifications and warranty conditions through SCDOT Traffic Engineering Department standards, with detailed specifications referenced in specification M678.1. The current qualified products list, effective as of January 20, 2017, includes five approved loop sealant products from manufacturers such as Preco, Bondo/Mar-Hyde Corp., RAI Products, and Durant, all specified as 2-part polyester formulations, and one approved loop wire product (14 AWG, 19 strands bare copper, 1 conductor black) from Advanced Digital Cable, Inc. (Model 8467). Inquiries and submissions should be directed to Patty Langland, SCDOT Traffic Signals Maintenance and Operations, at (803) 737-0197 or langlandPE@scdot.org. Additional evaluation requirements and policies are available through the SCDOT Traffic Engineering Department's published evaluation policy and material specifications documents.
