About this file
This is Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Transportation Procurement Office for the supply of cable wires to the Supply Depot. The solicitation, numbered 5400019682, was issued on April 3, 2020, with a submission deadline of April 9, 2020 at 2:30 PM. Offers must be submitted online at http://www.procurement.sc.gov. Questions from offerors were due by April 3, 2020 at 12:00 PM and should be directed to Procurement Officer Latricia Trapp at trappla@scdot.org or 803-737-8380. No pre-bid conference or site visit was required. Award notification was scheduled for April 16, 2020. Based on the amendment's question-and-answer section, the contract structure provides annual pricing terms with the ability to adjust pricing year-to-year, reflecting the historical pattern of one-year initial awards with four renewal options.
The pricing structure allows vendors to propose different prices for each contract year, enabling adjustments based on market conditions rather than requiring a single fixed price for the entire contract period. Offerors were required to acknowledge receipt of the amendment through signature, identification of the amendment number and date, letter submission, or by submitting a bid that demonstrated receipt of the amendment. All actual and prospective offerors were instructed to monitor http://www.procurement.sc.gov for any additional amendments to the solicitation prior to opening.

The “state’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows:
underlined text is added to the original provision. Stricken text is deleted. [02-2A097-1]
Q-1 It is my interpretation, as well as the interpretation of the approved manufacturer, that the SCDOT is requesting a price for the cable in this solicitation to be held for 5 years. Please confirm that this is in fact the case. That said, would there be a way for the state to accept pricing for these items to be held for a much shorter tine frame, such as 30 days, and then adjusted, up or down, depending on the market for the length of the requested contract?
A-1 Previous contracts have been issued over one year with four renewal years. Each line provides the vendor the ability to provide pricing for each year, considering possible influx and decrease in pricing. Please reference section 7B. Terms and Conditions – Special for more information on price adjustments.
