Klamath Falls District Building Envelope Rehabilitation Project Specifications

This document is a project specification and scope of work prepared by Forensic Building Consultants for the Oregon Department of Forestry's Klamath Falls District Building located at 3200 Delap Road, Klamath Falls, Oregon (Project Number 26-043). The project encompasses comprehensive rehabilitation of the building's roof, siding, and window assemblies, including removal and replacement of 100% of existing roofing materials, exterior cladding, trim, windows, gutters, and downspouts. The scope includes installation of new fiber cement siding (James Hardie HZ products), asphalt shingles (CertainTeed Landmark TL Ultimate Shake), vinyl windows (Milgard V250 Style Line Series or approved equals), metal flashing systems, weather-resistant barriers, and complete integration of all building envelope components. Work must comply with Oregon Structural Specialty Code requirements and the State of Oregon General Conditions (Exhibits 6 and 7). The project requires contractor-performed hazmat testing prior to selective demolition and addresses lead-based paint compliance as applicable. The building will remain occupied during construction, requiring work to be scheduled during normal business hours (7:00 a.m. to 4:30 p.m., Monday through Friday) with minimal disruption to occupant operations and maintained emergency egress.

The contractor must be licensed as a Commercial General Contractor (CGC1 endorsement) in Oregon and possess a minimum of 10 years of general reclad experience with documented successful completion of at least two comparable projects, with equivalent experience required of the project foreman and crew. All subcontractors must hold appropriate Oregon CCB licenses (CGC1, CGC2, CSC1, or CSC2 endorsements). The contractor is responsible for acquiring all required permits, paying all applicable sales taxes, providing temporary facilities and utilities (with the Owner covering water and electrical costs), maintaining daily site cleanliness, and guaranteeing all workmanship for two years following substantial completion. A preconstruction meeting must be scheduled within seven business days of contract execution. The Building Envelope Consultant (Forensic Building Consultants, contact: Christopher Miller at cmiller@forensicbuilding.com or 503-451-4098) will provide supplemental quality assurance through periodic site inspections. Contractor submittals, including electronic PDF files, must allow seven business days for consultant review. The project document serves as a permit issue set with revision dates of August 31, 2026 and September 10, 2026, prepared by Forensic Building Consultants in Clackamas, Oregon.
