This is a bid document package for the Sheridan State Fishing Lake Dredging Improvements project issued by the Kansas Department of Wildlife and Parks (KDWP) in partnership with SK Design Group, Inc. The project involves the excavation, transport, and placement of approximately 185,000 to 255,000 cubic yards of accumulated sediment from Sheridan State Fishing Lake in Sheridan County, Kansas, with placement in a designated on-site deposition area. Major work items include dredging operations, pilot channel maintenance and crossings, haul road maintenance, sediment deposition and grading, site restoration and seeding, shoreline stabilization, pond drain modifications, and erosion control measures. The contractor must maintain a minimum production rate of 2,000 cubic yards per working day and complete all work within 135 calendar days from the Notice to Proceed. Typical working hours are Monday through Friday, 7 a.m. to 5 p.m., with no work permitted on national holidays without written approval. A pre-construction meeting and receipt of a Purchase Order from the State of Kansas Division of Purchases are required before work commences. The base bid includes nine line items with estimated quantities, plus a $100,000 contingency and two add alternates for additional dredging (70,000 cubic yards) and riprap stabilization (3,000 square yards).
The contract is awarded as a single lump sum for the project as a whole, with partial payment for mobilization allowed at ten percent and fifty percent completion milestones. Payment requests are due within thirty days of receipt, with ten percent retainage held until final completion and acceptance; retainage is released within thirty days of substantial completion. Liquidated damages are assessed at $1,500 per day for delays beyond the 135-calendar-day completion period, with time extensions available only for unusually severe weather, Acts of God, or Owner-directed changes. Contractors must demonstrate seven years in business and successfully completed five comparable projects, with the ability to self-perform all work phases. The contractor must provide a Schedule of Values, progress schedule, and detailed Construction Sequence Plan before work begins. Change orders are limited to ten percent overhead and ten percent profit and require documented, itemized actual costs. A one-year warranty period applies from final project completion, with a full inspection required at nine months. The contractor assumes all risk for stored materials and is responsible for damage to existing facilities, restoration of disturbed areas, tree protection, and compliance with all erosion control and Stormwater Pollution Prevention Plan requirements throughout construction.

3. The lake will remain dewatered during construction. A pilot channel has been established to redirect the spring flow through the project area. The Contractor shall maintain continuous flow through the pilot channel throughout construction and shall maintain the pilot channel, as necessary, to facilitate dredging operations while minimizing disruption to stream flow. Contractor shall install pipes across the pilot channel at the construction access points to the lake as shown and detailed on plans.
Prior to beginning work, the Contractor shall submit a detailed Construction Sequence Plan describing the proposed sequence of operations, sediment excavation methods, haul routes, and deposition activities for review and approval by the Owner.
4. Contractor shall remove and stockpile for later use a minimum of 6” of topsoil and 12” of overburden below the existing topsoil in the area of deposition.
5. Contractor shall install and maintain the erosion control measures shown on the drawings. The ditch checks around the deposition area, the filter dam, the sediment basin, and associated riser pipe and skimmer as detailed on the drawing shall remain on site and shall become the property of the owner after the project is completed and accepted by KDWP. The owner will remove said erosion control measures at a later date.
6. Excavation shall proceed to the elevations shown on the Drawings or until the original lake bottom is encountered whichever occurs first. The Contractor shall utilize GPS machine control, survey equipment, or other approved methods to verify excavation limits and final grades. Areas where the original lake bottom is encountered prior to reaching the design elevation shall be documented and verified by the Owner.

EROSION AND SEDIMENT CONTROLS
Perimeter Controls
Install sediment controls along any perimeter areas of the site that will receive pollutant discharges.
• Remove sediment before it has accumulated to one-half of the above-ground height of any perimeter control.
• Exception. For areas at “linear construction sites” (as defined in Appendix A) where perimeter controls are infeasible (e.g., due to a limited or restricted right-of-way),implement other practices as necessary to minimize pollutant discharges to perimeter areas of the site.
Sediment Track-Out
Minimize sediment track-out.
• Restrict vehicle use to properly designated exit points;
• Use appropriate stabilization techniques at all points that exit onto paved roads.
Exception: Stabilization is not required for exit points at linear utility construction sites that are used only episodically and for very short durations over the life of the project, provided other exit point controls are implemented to minimize sediment track-out;
• Implement additional track-out controls as necessary to ensure that sediment removal occurs prior to vehicle exit; and
• Where sediment has been tracked-out from your site onto paved roads, sidewalks, or other paved areas outside of your site, remove the deposited sediment by the end of the same business day in which the track-out occurs or by the end of the next business day if track-out occurs on a non-business day. Remove the track-out by sweeping, shoveling, or vacuuming these surfaces, or by using other similarly effective means of sediment removal. You are prohibited from hosing or sweeping tracked-out sediment into any stormwater conveyance, storm drain inlet, or water of the U.S.
Stockpiled Sediment or Soil
Manage stockpiles or land clearing debris piles composed, in whole or in part, of sediment and/or soil:
• Locate the piles outside of any natural buffers and away from any stormwater conveyances, drain inlets, and areas where stormwater flow is concentrated;
• Install a sediment barrier along all downgradient perimeter areas;
• For piles that will be unused for 14 or more days, provide cover or appropriate temporary stabilization;
• You are prohibited from hosing down or sweeping soil or sediment accumulated on…
