The QASP provides a systematic method to evaluate the services the contractor is required to furnish.

The contractor’s quality assurance system (CQAS) must include all elements of the PWS. The COR will inspect services using a checklist containing all elements of performance and each are met in accordance with the CQAS.
Periodic Inspections: The COR or designated Inspector will use the attached checklist to periodically check to see if services have been performed in accordance with the PWS and the contractors CQAS. The contractor on site manager/supervisor will sign acknowledgement of the completed checklist and make any comments and corrections of deiciencies. A copy will be provided to the contractor through the Contracting Oficer. Periodic inspections may be reduced or increased depending on the contractor’s performance.
Customer Complaints: The COR will validate any customer complaint and document the complaint with the PWS section reference. The contractor will be allowed to comment. Re-performance shall be conducted immediately, or another remedy taken as necessary. The validated complaint will be sent to the contractor to ile with their CQAS.
The Contractor’s Quality Assurance System: The COR will periodically review the contractor’s approved CQAS to ensure the contractor is maintaining it as required. Deiciencies will be reported to the Contracting Oficer for a review of the plan. Review of the CQAS may be rare, depending on the level of performance being provided.
