About this file
This solicitation seeks engineering and ship installation drawing support services. The selected contractor must perform shipchecks and develop ship installation drawings (SIDs) for the USS LHD-2 during its FY22 depot-level maintenance availability and for the USS LHD-7 during its FY22 depot-level maintenance availability. Proposals are due by 10:10 am EST on April 15, 2020 and must be submitted via email directly to the points of contact listed. The contractor will deliver final SIDs for both ships by 435 days prior to the start of the respective availabilities in order to support material ordering, execution planning, and contract award for modernization work. Without the specified mission-essential contractor support services, the Naval Sea Systems Command Norfolk Naval Shipyard Hull Planning Yard will be unable to deliver complete SID packages by the required milestones, jeopardizing the on-time execution of depot maintenance and fleet readiness.

| A. | Contractor support to perform Shipchecks and develop SIDs is mission essential. |
B. Development and issue of the modernization drawings for the LHD-2 FY22 DSRA and LHD-7 FY22 DSRA is required to support the execution of the CNO availabilities.
C. Modernization alterations are essential to maintain fleet readiness. Installation and upgrade of ships command, control and war fighting systems is required to be executed during scheduled CNO availabilities to ensure the ship can support its mission.
D. Without Ship Installation Drawings, the execution of modernization alteration and its precursor actions (ex: execution planning, material purchase, execution contract award) are not possible.
E. As indicated on reference (a), US Navy requires that NAVSEA and its components, including Norfolk Naval Shipyard (NNSY), remain operational during this time of extreme difficulty in order to support fleet readiness and operations.
F. Contractor support to execute NNSY HPY Shipchecks and SID development, is mission essential. Without contractor support, NNSY PY does not have the resources to shipcheck and develop SIDs for the LHD-2 FY22 DSRA and LHD-7 FY22 DSRA in time to support the new Ship Installation Drawing (SID) delivery milestone of start of the availability minus 435 days (A-435).
G. Without mission essential contractor support, NNSY HPY will not be able to deliver complete SID packages by the required milestone. This will jeopardize on time ordering of material, execution preplanning, contract award for modernization work execution and associated precursor actions and milestones.
