About this file
This is a Technical Capability Statement template that requires offerors to demonstrate their ability to perform AIIR (Airborne Infection Isolation Room) maintenance and certification services under a federal contract. The submission must include written responses to seven questions across four technical areas, supported by specific examples of relevant project experience or detailed, credible methodologies. Responses are limited to 10 pages and will be rated as either Pass (Acceptable) or Fail (Unacceptable) based on whether vendors provide specific, relevant examples demonstrating full SOW compliance or generic statements that fail to address requirements.
The four technical areas address: (1) Technical Compliance and AIIR Maintenance, covering CDC and ASHRAE guidelines compliance (12 air changes/hour, 0.025mm minimum pressure difference, exhaust exceeding supply by 10%/50cfm, and HEPA/UVGI integration), preventive maintenance and annual certifications for HEPA filtration units and UV bulbs, and deficiency assessment with cost-estimated recommendations; (2) Reporting and Documentation, requiring written test/analysis reports within 48 hours and immediate verbal notification of deficiencies; (3) Operational Readiness and Scalability, requiring the ability to mobilize inspection teams within 24-72 hours for emergent requirements across the contiguous United States and to scale operations to new sites without disrupting existing services; and (4) Security and Personnel Vetting, requiring demonstration of organizational capability to manage DHS/ICE Fitness requirements, PREA standards, and personnel security documentation for contracts involving access to sensitive government information or detainee contact.

ATTACHMENT 4: TECHNICAL CAPABILITY STATEMENT
Instructions:
The Offeror’s technical capability submission shall include written responses to the seven (7) questions outlined in each of the four (4) technical areas outlined below which align with the requirements of Attachment 1 - Statement of Work (SOW). The Offeror’s response shall include specific, relevant examples of project experience, which can be Federal, state, or local Government, or private contracts, for similar work, and shall not exceed 10 pages in length. If the Offeror does not have a relevant example of project experience, a detailed, credible methodology demonstrating the ability to achieve full compliance with the SOW requirements is required.
Simply stating that the offeror can perform any of the tasks outlined below is not acceptable.
Offerors must clearly indicate how they will perform and execute each technical requirement below.
Technical Area 1: Technical Compliance and AIIR Maintenance
• CDC & Industry Standards Compliance o QUESTION 1 - Demonstrate experience ensuring AIIR systems meet CDC and
American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc.
(ASHRAE) guidelines.
o Vendor Guidance: Describe a previous situation where you ensured compliance with ventilation rates (12 air changes/hour), pressure requirements (0.025mm minimum difference, exhaust exceeds supply by 10%/50cfm), and HEPA/UVGI system integration.
• Preventive Maintenance and Calibration o QUESTION 2 - Demonstrate experience performing annual certifications, monitoring calibrations, and providing maintenance for HEPA filtration units, pre-filters, and UV bulbs.
• Deficiency Assessment and Recommendations o QUESTION 3 - Demonstrate the process for identifying system failures (e.g., negative pressure loss, interlock malfunctions) and providing actionable, cost-estimated recommendations for repairs or replacements.
Technical Area 2: Reporting and Documentation
• Testing, Reporting, and Communication o QUESTION 4 - Demonstrate experience providing written test/analysis reports within 48 hours and immediate verbal notifications for deficiencies.
o Vendor Guidance: Provide an example of how you managed reporting in a situation with identified deficiencies versus one that was fully compliant.
Technical Area 3: Operational Readiness and Scalability
• Ad Hoc and Emergency Response o QUESTION 5 - Demonstrate ability to mobilize inspection teams within 24–72 hours for emergent or time-sensitive requirements or ad hoc inspections anywhere in the contiguous United States (CONUS).
• Scalability and Geographic Coverage o QUESTION 6 - Demonstrate experience scaling operations to support additional maintenance and certification work at new sites across CONUS without disrupting existing services.
Technical Area 4: Security and Personnel Vetting
• Security Compliance o QUESTION 7 - Demonstrate your organizational capability to manage security vetting processes in accordance with SOW Section 7.0, including DHS/ICE Fitness requirements, PREA standards, and personnel security documentation.
o Vendor Guidance: Describe your experience managing personnel security for contracts involving access to sensitive government information or direct contact with detainees.
Evaluation Factor:
The Government will assign a rating for Technical Capability using the following ratings and definitions:
Rating Definition Pass (Acceptable) The vendor provides a specific, relevant example of project experience or a detailed, credible methodology that demonstrates full compliance with the SOW requirement.
Fail (Unacceptable) The vendor provides a generic statement of capability, fails to address the requirement, or the response contradicts SOW standards
