Desired Outcome Required Service Performance Standard
Monitoring Method/Frequency
Disincentives for Meeting or Not Meeting the Acceptable Quality level (AQL) – Maximum of 30% of monthly invoice
Provide Protective Armed and Unarmed Security Guard services at the NOAA WRC 24 hours a day, 7 days a week, and 365 days a year.
Entrance Control IAW the SOW and DOC orders.
Guards must respond to information requests immediately.
Guards must examine packages and individuals for contraband;
Review of identification is timely, accurate and complete.
Periodic observation and random inspection by the
COR.
Customer comments of guard performance
Deduction of $100 for every occurrence of more than 2 validated customer complaints per month
Deduction of 1% of the contract invoice for every occurrence that illegal items/contraband is allowed in DOC space, or access to facilities of unauthorized individuals.
Deduction of $100 for every occurrence of failure to apply post orders or provide valid information.

Fixed Posts Properly Staffed Properly relieved
IAW the SOW and
Fixed Posts shall be manned at all times.
A relief guard will be provided for all fixed posts.
Supervisors and rovers are prohibited from acting as relief guards, except in the case of emergency and with the approval of the

Daily reports, Incident reports, Quality Control Reports and other documents that are determined to be deliverables to the
COR
IAW the SOW and DOC orders.
For each assigned post, the guard shall submit a daily report and/or incident report to the Supervisor within ½ hour of the incident or end of shift and reports are complete, accurate and timely.
A copy will be provided to the COR prior to the end of shift.
QC reports submitted in accordance with the contract SOW.
Acceptance of the report.
For every day the referenced report is late, $100 will be deducted from the contract invoice.
Provide Protective Armed Security Guard services at the NOAA WRC 24 hours a day, 7 days a week, and 365 days a year.
Management Oversight
Guard Supervisor must be available via phone or cell phone 24/7 to respond to the COR and/or guard personnel.
Periodic review of reports, testing or situational response to the COR.
Deduction of $500 per incidence of non-response to calls from COR or guard personnel.
Provide Protective Armed Security Guard services at the NOAA WRC 24 hours a day, 7 days a week, and 365 days a year.
Roving Guard Tours
IAW the SOW and DOC orders.
The guards shall immediately report to the Supervisor, with follow up notification to the COR any deficient areas throughout the buildings (hazardous conditions, etc.).
Periodic observation by the COR, review of electronic records.
For any non-compliance of timeliness of reports by the roving guards, there will be a deduction of $100 a day from the Contract invoice.

Disincentives for Meeting or Not Meeting the Acceptable Quality level (AQL) –
Guard Tours include specified key card stations, minimum of two tours per 8 hour shift (reasons for any omissions will be documented in the shift report)
For every incomplete guard tour, there will be a deduction of $200 from the contract invoice following the first warning.

Response to Emergencies
The guard shall immediately respond and report to the Supervisor, with follow up to the COR, all emergencies and incidents.
All guards shall respond to medical or life-threatening emergencies within 5 minutes of dispatch.
All guards shall respond to breach of security emergencies within 5 minutes of dispatch.
The guard shall prepare a report within ½ hour after conclusion of the incident and provide to the Supervisor.
The report must be accurate, complete and timely. A copy will be provided to

Break periods are mandatory and relief guards shall be provided by the Contractor to ensure coverage of posts.

No guard shall leave his/her post until properly relieved, except for emergencies, in which case authorization from the COR shall be obtained prior to leaving the post.
If a post is operational only during specified hours, the last guard shall leave at the end of the post's duty hours only after properly securing the post.
Use of additional personnel to provide meal and relief breaks shall not increase the number of productive hours to the contract. On duty rovers, or lead guard shall not be used to provide relief

Notification is made immediately to the Supervisor, when a non-compliance issue is addressed.
The guard shall prepare a report within ½ hour after conclusion of the incident and submitted to the Lead. The report must be accurate, complete and timely.
A copy will be provided to the COTR by end of shift.

Uniformed, Trained and Properly Equipped
IAW the SOW and DOC orders.
All guard personnel shall report for duty fully uniformed, well groomed, and equipped.
Uniforms must conform to all specifications in the
SOW.
All guards must carry identification and credentials.
All guards must be fully trained IAW the contract SOW prior to assignment to any post
All equipment listed in the SOW must be available at the post and fully operational.
Any occurrence of a guard not having their assigned weapon or loses control of their weapon
Random surveillance by the
A $200 deduction invoice for each occurrence of improper uniforms, grooming, and equipment or lack of equipment, after the first noted incident.
A 3% deduction invoice for every occurrence of guards assigned to the NOAA Seattle contract without proper training, licenses or medical documentation in accordance with the
SOW.
A 3% deduction invoice for every occurrence and removal of the guard from the NOAA contract
