About this file
This document is a set of supplemental clauses for Air Force Global Strike Command (AFGSC) federal contracts.
The document contains four primary contractual clauses. The AFGSC Ombudsman clause (5352.201-9101) establishes an ombudsman service to address concerns from offerors and interested parties regarding acquisitions. The ombudsman maintains confidentiality, does not participate in proposal evaluations or source selection, and cannot render binding decisions. Interested parties must first address concerns with the contracting officer before consulting the ombudsman. Escalations may be directed to the Director of Contracts at Air Force Installation Contracting Center (AFICC/KG OLGSC). The Elimination of Use of Class I Ozone Depleting Substances clause (5352.223-9000) prohibits contractors from providing services or products requiring Class I ODS in testing, operation, or maintenance, or from establishing test/operation/maintenance requirements that can only be met using Class I ODS. The clause identifies specific products meeting this definition, including Halons 1011, 1202, 1211, 1301, and 2402; specific chlorofluorocarbons and blends; and carbon tetrachloride, methyl chloroform, and methyl bromide. The Health and Safety on Government Installations clause (5352.223-9001) requires contractors to take reasonable steps and precautions to prevent accidents and preserve health and safety for all personnel performing work on government installations. The contracting officer may direct compliance with Department of the Air Force Occupational Safety and Health standards, with violations potentially resulting in contract termination. The Contractor Access to Department of the Air Force Installations clause (5352.242-9000) requires contractors to obtain base identification and vehicle passes for personnel making frequent visits to Air Force installations, maintain written requests with employee information, comply with security procedures, manage credentials for newly assigned personnel, and provide after-hours contact information for Emergency Mass Notification System participation. Failure to comply may result in withholding of final payment.
