About this file

This Statement of Work (SOW) details a Water Management Plan (WMP) for the Fort Yuma Health Center (FYHC) in Winterhaven, CA, which serves approximately 5,000 Native Americans from the Quechan and Cocopah Tribes. The contractor will develop and maintain a comprehensive water management plan compliant with multiple standards, including ANSI/ASHRAE 188-2021 and CDC Legionella Prevention Toolkit, and perform ongoing water testing and verification services.

The SOW requires the contractor to develop a detailed Water Management Plan that includes system identification, hazard analysis, management team tasks, standard operating procedures, task scheduling, and monitoring plans. The scope covers testing and sampling for Legionella and other pathogens in cooling towers and domestic water systems, with services spanning a base year and four option years. The contractor must provide physical and digital plan copies, conduct site visits (quarterly in the first year, then semi-annually), and manage water systems for 194 total pieces of equipment including water heaters, pumps, sinks, toilets, and other critical infrastructure. On-site work will be performed Monday through Friday, 8:00 AM to 5:00 PM, with site visits pre-approved by the government point of contact.
