About this file
This document is Attachment 3-E, titled "Forced Labor of Ethnic Uyghurs Ban", which is part of a solicitation instruction package for a state contract in Arizona. The attachment pertains to Arizona Revised Statutes (A.R.S.) § 35-394, which requires written certification from companies entering into contracts with public entities in Arizona. The law specifically addresses the use of forced labor of ethnic Uyghurs in the People's Republic of China, defining "company" as an organization with ten or more full-time employees and "public entity" as the state, its political subdivisions, or associated agencies.
The document provides a compliance mechanism where contractors must certify they do not use forced labor of ethnic Uyghurs, goods, or services produced by such labor. Contractors meeting specific exemption criteria - such as being a sole proprietorship, having fewer than ten employees, or being a non-profit organization - can be classified as "Exempt Contractor". In this particular document, the contractor has selected the "Exempt Contractor" option, specifically noting they are a sole proprietorship. The attachment is part of a solicitation process, with the full document available online at APP.AZ.gov, and is located on page 22 of a 28-page section of solicitation instructions.
