About this file

This document outlines technical evaluation criteria for a handheld X-ray fluorescence (XRF) analyzer. The XRF analyzer will be evaluated based on its ability to accurately measure reference standard materials including polyethylene, PVC, glass, and lead paint films within specified concentration ranges. The "test all" mode must correctly identify sample matrices of polymers, PVC, metals, and alloys and provide accurate measurements of elements including lead, arsenic, cadmium, chromium, tin, and zinc within given tolerances. Additionally, the XRF analyzer should weigh no more than three pounds.

The related federal contract opportunity is a solicitation from the Consumer Product Safety Commission for the Thermo Niton XRF XL5 Plus brand or equal handheld XRF analyzer. The solicitation number is CPS-2120-23-0001.

Attachment 2

Technical Evaluation: Handheld X-ray Fluorescence

(XRF) Analyzer

The XRF analyzer will be evaluated and performance validated based on the following three (3) factors (A, B, and C):

FACTOR A: The XRF will be evaluated based on measurement results obtained using the following reference standard materials:

Subfactor 1: ERM®-EC681k Polyethylene (high level)

Subfactor 2: ERM®-EC680k Polyethylene (low level)

Subfactor 3: NIST Standard Reference Material® 2861 PVC

Subfactor 4: Restriction of Hazardous Substances (RoHS) 2-3 Glass Standard

Subfactor 5: NIST Standard Reference Material® 2569 Level 3 Lead Paint Films

Subfactor 6: NIST Standard Reference Material® 2586 Glass Standard.

Measurement results shall be within the following low/high limit specifications outlined in the tables below for each of the reference standard materials:

Subfactor 1: ERM®-EC681k Polyethylene (high level) Standard

ERM®-EC681k

Element Certified Value (ppm or mg/kg)

Arsenic (As) 29 15 44

Cadmium (Cd) 137 96 178

Chromium (Cr) 100 50 150

Measurement time will be a minimum of 60 seconds on optimum filter setting configuration for each element

Subfactor 2: ERM®-EC680k Polyethylene (low level) Standard

ERM®-EC680k

Element Certified Value (ppm or mg/kg)

Low Limit (ppm or mg/kg)

High Limit (ppm or mg/kg)

Lead (Pb) 13.6 6 20 configuration for each element

Subfactor 3: NIST Standard Reference Material® 2861 PVC

NIST Standard Reference Material® 2861

Element Certified Value (ppm or mg/kg)

configuration. Up to 300 seconds maximum scan time allowed.

FACTOR B: Evaluate the use of the “test all” mode or equivalent for sample analysis.

The “test all” mode or equivalent will automatically select the mode for the user when the user is uncertain of the appropriate mode to choose. The “test all” mode or equivalent will determine the sample matrix (i.e. metal (or alloy), plastic (or polymer), PVC plastic

(or PVC polymer)) and apply the appropriate algorithms for elemental detection and quantification. The following reference standards will be used to evaluate:

Subfactor 1: ERM®-EC681k Polyethylene (high level)

Subfactor 2: NIST Standard Reference Material® 2861 PVC

Subfactor 3: MBH Analytical Tin Check Sample (180-606)

Subfactor 4: XOS Coated Reference Sample 900071-08 ZINC

The “test all” mode or equivalent will correctly identify the sample matrix and shall provide measurement results within the following low/high limit specifications outlined in the tables below for each of the reference standard materials:

Subfactor 1: ERM®-EC681k Polyethylene (high level) Standard
